The Baltic challenge and Euro-area entry. Bruegel Policy Contribution 2009/13, November 2009
Resident Fellow Zsolt Darvas takes a look at the issue of the Baltic states - Estonia, Latvia and Lithuania - and the challenges facing those three countries in the aftermath of the financial crisis. He argues that because it is in the broader European interest to prevent a collapse in the Baltics, the best option is immediate euro entry at a suitable exchange rate supported by appropriate resolution in order to manage the resulting debt overhang. However, there seems to be no legal basis for this under the current euro accession criteria. Furthermore, the economic foundations of the criteria are fundamentally flawed, as euro-area members continue to violate the criteria while the EU's expansion to 27 members has made the criteria tougher for new member states to meet themselves. Ultimately, the European Council has the ability to reform the criteria without a formal treaty change. The Council should do so, the author argues, and allow for more meaningful benchmarks for all future euro-area applicants

A Study on Santhu Vatham
The author had chosen the disease “Santhu Vatham” for her
dissertation subject, because it is one of the commenst disease in the society, number of sufferers increasing day by day.
Twenty In Patients and Twenty Out Patients of either sex had been selected by the author and they were administered with the trial medicines, Meganathi Kulligai 1 tds with honey internally and Arrkkathy thylam externally. The trial medicines are subjected to bio-chemical and
pharmacological analysis.
At the end of the trial study 45% of In Patients showed good clinical improvement and 50% of In Patients showed fair clinical improvement and 5% of In Patients showed poor clinical improvement. 30% of Out Patients showed good clinical improvement, 55% of Out Patients showed fair clinical improvement and 15% of out patients showed poor clinical improvement
Building Digital Commons through Open Access Management of Copyright-Related Rights
This paper seeks to explore how the implementation of open access licences onto recordings and other forms of digital performance of creative works which have entered the public domain, complements the notion of digital commons. The paper starts from the assumption that there are types of creative works (i.e. music works, theatre plays, etc) whose effective dedication to the public domain for the benefit of the public at large would never reach the full status of “commons” if digitised performances of these works were not disseminated under open access licences (e.g., Creative Commons’). The introduction draws on the assumption that creative works which give rise to a huge stock of the public domain in certain fields of creativity would not become available to the public in digital formats (at least for free) without the necessary intermediation of performers and producers of audio and video recordings. From this perspective, there would be no lawful way for the public at large to enjoy for free digital items embodying creative works such as a Bach’s suite, a Brahms’s symphony or a Shakespeare’s play, if certain kinds of music and theatre performers and/or recording producers did not release their digital performances and recordings using open access licences. The paper seeks to explain why the implementation of these licences to the management of copyright-related rights for the achievement of an effective dedication of certain works in the public domain to the digital commons is of very high relevance. It is argued that, at least in civil law (i.e. droit d’auteur) systems, newly created works of art are copyright protected by default and fall into the public domain only after expiration of the protection term of 70 years post mortem autoris. Unlike U.S. law, droit d’auteur systems do not seem to endorse and confer validity upon copyright licences which aim to make new works available in the public domain immediately, through a relinquishment in perpetuity of all present and future rights under copyright law by the author. By considering some examples of digital platforms making use of open access licences for the dissemination of music works adopted by both music performers and recording producers, the paper shows that, as European digital copyright laws stand, the mostly evident and fruitful use of open access licences for the building of digital commons in the field of creative works concern old works whose copyright protection is expired and whose copying, dissemination and, possibly, re-use has been preventively authorised on the grounds of a “copyleft” licence. The paper concludes that public bodies and other entities that institutionally pursue the policy objective of building platforms and repositories of digital commons should promote the implementation of open access licences by holders of copyright-related rights (e.g., educational institutions, young performers and ensembles, virtual recording labels, etc) and provide incentives to make their digital works available to the public for purposes other than that of making an immediate profit from the sale/licensing of digitised items
An Open Labelled Double Arm Non-Randomised Phase II Clinical Trial, to Compare the Efficacy of Varma Manipulation with Uzhignai Kiyazham (Internal) and Piratharani Ennai (External) in the treatment of Pidari Vatham
40 cases of Pidari vatham was diagnosed clinically based on Text Book of Varma Maruthuvam and Pidari vatham Patients were selected and its symptoms were corelated with Cervical spondylosis and treated with Varma medicines and Varma
manipulation by OPD and admited in the IPD of Post graduate Department of Varma Maruthuvam, Government Siddha Medical College & Hospital, Palayamkottai.
❖ An open labelled double arm non randomised phase –II clinical trial, varmam manipulation with Uzhignai kiyazham (internal) and Piratharani ennai (external) in the treatment of Pidari vatham (Cervical spondylosis) has been chosen for the dissertation work by the author.
❖ Various Siddha and Varmam literatures used to collect informations about Pidari vatham and trial medicines.
❖ Varmam manipulation given for 48 days regularly for Group – I patients.
❖ Trial medicines of Uzhignai kiyazham – 90 ml twice a day before food internal for 6 days, Piratharani ennai (external) applied once a day and Varmam manipulation for
48 days for the group II Patients.
❖ Standard operating procedure for both internal and external drugs was standardized.
❖ Standardization of drug Uzhignai kiyazham through both traditional and modern way of techniques had been done.
❖ Acute, Subacute, Anti – inflammatory & Analgesic activity of the trial drug Uzhignai kiyazham was done.
❖ The study is conducted after the drug being screened by the Screening committee and the trial is also approved by the Institutional Ethical Committee (IEC), Institutional
Animal Ethical Committee (IAEC). A clinical trial was conducted to evaluate the efficacy of trial drugs Uzhignai kiyazham (Int) and Piratharani ennai (Ext).
❖ Pre-clinical toxicity study was done for the trial drug Uzhignai kiyazham using wistar albino rats. Toxicity study in animal was carried out after obtaining proper permission
from Institutional Animal Ethical Committee (IAEC).
❖ All the details about the study and the drugs were informed to the patients in their vernacular language and consent forms.
❖ Before starting the treatment, the blood samples of the selected patients were subjected to investigation and X-ray were taken.
❖ After the study period the patients were subjected to investigation, clinical assessment and X-ray.
❖ Clinical assessment of the symptoms were measured by using Oswestry neck disability scale.
CONCLUSION:
The study was conducted with the patients of Pidari vatham, all the selected Patients were treated with Varmam manipulation and Uzhignai kiyazham (Internal) and
Piratharani ennai as external application.
❖ In the preclinical study of pharmacological evaluation of the trial drug shows,
❖ Significant Analgesic effect (Internal medicine - Uzhignai kiyazham).
❖ Significant Anti inflammatory effect (Internal medicine - Uzhignai kiyazham).
❖ In preclinical Acute & Subacute toxicity study of Uzhignai kiyazham shows that the drug had no acute and sub-acute toxicity.
❖ The overall progress concluded by using Oswestry Neck Disability index scale for Group - I & II.
LEVEL OF DISABILITY:
(a) No disability - GROUP I - 15, GROUP II - 35.
(b) Mild disability - GROUP I - 60, GROUP II - 60
(c) Moderate disability - GROUP I - 25, GROUP II - 5.
(d) Severe disability - GROUP I - 0, GROUP II - 0.
(e) Complete disability - GROUP I - 0, GROUP II - 0.
❖ Finally the author concluded this study Group-II (Medicines with Varma Manipulation) shows the significant effect, when compared to Group–I (Varmam manipulation).
❖ Varmam manipulation has a no adverse reactions when correctly given.It is very easy to give and handle the patients at the time of treatment,no need of any materials to give varmam and Cost effective, Given in a short period.
❖ The trial drug Uzhignai kiyazham (Internal) and Piratharani ennai (External) is effective. No adverse effects were noticed during the treatment period, and the trial medicine is safe and easily preparable for the disease of Pidari vatham
System Safety Analysis for Critical System Applications Using Bayesian Networks
AbstractSafety Assessment (SA) is a well-established process for assuring the safety and reliability of critical systems. It uses probabilistic analysis to provide precise measures about the safety requirements of a system. This research work introduces SA into safety critical systems like unmanned aerial vehicles (UAV) that have prominent roles in both the commercial and military aerospace industries. The absence of thinking, observing, reacting and decision making pilot reduces the capability of UAVs to manage adverse situations such as faults and failures. There are number of various sensors in UAV, any major faults or failures in such critical sensors affect the total functionality of the system and hence will make the system unsafe. So for safety analysis of UAV here the functionality of different sensors is considered. The goal is to monitor the safety critical sensor outputs and ensure successful performance of UAV sensors using Bayesian Networks (BN), and this is implemented using the software BayesiaLab 5.4.3 DE. Simulation results comprise the influence analysis on the system safety by the sensor functionality modes and the total precision of the network using samples
