IMPLEMENTASI KEBIJAKAN BANTUAN SOSIAL TUNAI DI KELURAHAN TALIKURAN UTARA KECAMATAN KAWANGKOAN UTARA MINAHASA
This study aimed to 1) analyze how the Cash Social Assistance program implementation, and 2) to know the Social Cash Assistance program impact to community. Qualitative research method was used in this study with purposive sampling. The research located in the North Talikuran Village Administration, North Kawangkoan Sub-District, Minahasa Regency. The study results show that 1) Cash Social Assistance fund distribution to participants in Talikuran Utara is right on target. 2) The Cash Social Assistance Program has impacts, both positive and negative, to communities. This fund can really help beneficiary communities in their daily lives (Positive impact), while the negative impact is that this program creates a culture of reliance and sluggishness
IMPLEMENTASI KEBIJAKAN PENGELOLAAN BARANG MILIK DAERAH PADA PEMERINTAH KABUPATEN MINAHASA
This study expects to portray and break down the most common way of getting ready Local Regionall Property Needs Plans (RKBMD) by Territorial Devices in Minahasa Regime. Strategi meningkatkan pendapatan asli Daerah Kota Manado melalui pengelolaan pajak
The aim of this research is to 1) Analyze strategies for increasing Original Regional Income in Manado City through the management of Parking Tax; 2) Analyze the factors that hinder the Manado City Regional Revenue Agency in managing Parking Tax. The author uses qualitative research methods with SWOT analysis as a data analysis tool. The research results show that the Manado City Regional Revenue Agency has Strength and Opportunity (SO), so that its strengths and opportunities can be an advantage for the Manado City Regional Revenue Agency in increasing Original Regional Income through parking taxes. There are four strategic recommendations, namely: 1) Be firm in implementing parking tax sanctions and fines, 2) Improve parking tax services, 3) Improve parking tax communication and education, and 4) Increase parking tax supervision. Meanwhile, the inhibiting factors are: (1) Low discipline/compliance of parking taxpayers in paying taxes, 2) Low honesty/awareness of parking taxpayers in manipulating the amount of income turnover so that tax payments are low, (3) Limited number of human resources working and ineffectiveness of the joint task force in carrying out its main duties (4) Ineffective application of administrative sanctions such as fines, closure and sealing for tax objects that are late, in arrears or even do not pay parking tax, 5) Lack of supporting facilities such as operational vehicles, computers, laptops and printers
IMPLEMENTASI KEBIJAKAN SERTIFIKASI GURU DALAM MENINGKATKAN KINERJA GURU DI SMA NEGERI 2 TONDANO
This study aimed to analyze 1) the certified teachers performace in the learning process, 2) factors that hinder the certified teachers low performance, 3) the principal’s efforts to overcome obstacles to the certified teachers performance. The method used is a qualitative research method at SMA Negeri 2 Tondano. The study results are 1) The certified teachers performance is still low in discipline, skill of teaching and making learning tools; 2) Inhibiting factors are low ability (knowledge) and skills, lack of motivation from superiors, lack of control or supervision by school principals, lack of courage of school principals in taking firm action, lack of training in making learning tools and not mastering information technology; 3) Efforts made by school principals to improve the performance of certified teachers are firm in reprimanding and imposing sanctions, conducting training in making learning tools and having to master information technology and carry out continuous evaluations
Implementation of The Right to Initiate The Formation of Regional Regulations
This study aims to analyze the implementation of the right of initiative by the Regional People\u27s Representative Council (DPRD) of Mamasa Regency and the factors influencing it in proposing regional regulations. Using a qualitative method, the study examines issues related to the legislative function during the 2014–2019 period. It highlights the unique challenges faced by Mamasa Regency, including procedural inefficiencies, minimal public participation, and limited legislative capacity. The findings reveal that during the 2014–2019 period, only 3 out of 59 regional regulations originated from the initiative of the DPRD. This is attributed to the lack of understanding among DPRD members regarding legislative procedures, budget constraints, and the limited legal education background of its members. Public participation is also restricted due to limited access to information regarding legislative session schedules. Additionally, internal coordination within the DPRD and the commitment of its members to fulfilling their legislative functions remain suboptimal, indicating a reliance on executive-proposed regulations. These findings underscore the need to enhance legislative capacity and public engagement to promote participatory and effective regional regulations

The aim of this research is to analyze the implementation of Civil Servant Discipline Policy in Minahasa Regency based on Government Regulation Number 94 of 2021 concerning Civil Servant Discipline. The research location is the Minahasa Regency Women's Empowerment and Child Protection Service. This research uses a qualitative method. The research results show that the work discipline of civil servants in the Minahasa Regency Women's Empowerment and Child Protection Service isn't yet ideal since there are still representatives who disregard the standards as per the appropriate arrangements in regards to limits on beginning and leaving available time. There are still employees who do not comprehend the Job Description in light of the Main Duties and Functions, they put off doing the work that is assigned to them, and their supervisors do not discipline them. Factors that ruin government employee discipline are administration endlessly factors from the actual workers as representative quality and mindset and absence of socialization of the execution of these administration guidelines
Produktivitas kinerja Pegawai Negeri Sipil di Kota Bitung
This research was conducted at the Girian District Office, Bitung City with the aim of analyzing the productivity of civil servant performance from the aspects of Attitude, Ability and Work Spirit as well as analyzing what obstacles are faced in preparing or creating employee performance targets. The method used is a qualitative research method. The results of this study show that 1) in terms of attitude, the performance of district staff is good and they are able to communicate well with the community; 2) In terms of efficiency, the performance of district staff remains low; 3) The performance of district employees remains the worst in terms of work ethics. The factors hindering the performance of the staff of Gillian District Office in Bitung City are: 1) lack of motivation to work, which may affect community participation in community activities; 2) County employees do not receive training or development so that they do not know what type of work they will be required to do when appointed as county employees; 3) The average age of district employees is 50 years old; 4) Existing regulations change very quickly; 5) Technical bodies still provide minimal information on the latest regulations
The design dimensions of e-learning
The currently popular term e-learning is shown to have several meanings which confuse discussion about a new technology which is finding widespread international use in a range of educational sectors. This paper analyses the characteristics of e-learning applications, and proposes a set of four design dimensions which could be considered when designing and assessing the suitability of e-learning applications. The applicability of the four proposed dimensions, and their shortcomings, are discussed in detail, and found to be justifiable
Evaluation of the implementation of the free Senior High School education program in North Sulawesi
The implementation of free education must be guaranteed to be implemented in accordance with existing government policies. One of them is evaluating the implementation of free education. This research aims to evaluate the implementation of the free senior high school education program in North Sulawesi Province. The research method used is a descriptive-qualitative method with purposive sampling technique. Data collection techniques include observation, interviews and documentation. The research results show that the evaluation was carried out to measure the extent to which free education was successfully implemented effectively and efficiently. Evaluation of the implementation of free education programs certainly does not necessarily always go according to what has been determined. By analyzing according to the evaluation approach implemented at State Senior High Schools in North Sulawesi, it can be concluded that the implementation of free education evaluation still does not meet the criteria for efficiency, equity, accuracy and responsiveness
Towards an Emotionally Conscious Social Theory
This article attempts to contribute to the on-going discussion regarding the 'future of sociology and social theory' by suggesting that classical and contemporary social theories have yet to provide satisfactory accounts of the emotional components of human society. Following a discussion of how emotions have been downplayed in classical and contemporary theory, evidence is presented in support of a sociology that would include the study of emotions as part of broader studies of the social. A central proposition of this article is that the harmonization of studies of 'micro' and 'macro' realities would facilitate the development of a systems theory that neither excludes diversity nor minimizes the immutable emotional needs of individuals and their social systems. In support of the above argument, the author presents some new evidence pointing to the primacy of the human emotions across cultural boundaries.Social Theory, Sociology of Emotions, Self, Identity, Micro, Macro, Postmodernism.
