Paradoks Penanganan Stunting: Studi Kasus Lonjakan Angka Stunting di Kecamatan Mendo Barat di Tengah Rekognisi Keberhasilan Penurunan Stunting di Kabupaten Bangka

    Get PDF
Study examines the paradox between the awards received by Bangka Regency at the local and national levels for stunting reduction and the actual condition in Mendo Barat District, which has continuously been designated as a stunting locus from 2019 to 2024. Research employs Michael Lipsky’s (1980) Street-Level Bureaucracy theory and uses a qualitative method with a case study approach conducted between 2020 and 2024.Findings indicate that the paradox arises because coordination among coordinators, field officers, and communities has not been fully aligned due to limited resources. These constraints trigger the emergence of discretionary practices and coping mechanisms. The main strategic error lies in the excessive focus on children already affected by stunting, rather than emphasizing preventive measures. Programs implemented tend to focus on short-term reduction efforts rather than holistic prevention. Consequently, this situation creates an imbalance between the recognition received by the government and the actual field conditions in Mendo Barat District. In addition, program implementation varies across the area, leading to different interpretations at the local level and reducing overall program effectiveness. The direction of policy implementation should not depend solely on the government or field officers, but also on the active role of the community. Community participation, particularly among families affected by stunting, remains passive limited to being program beneficiaries rather than active agents in addressing stunting issues. For example, the low adoption of the GERMAS principles in daily life such as hygiene behavior, healthy lifestyles, and dietary ethicsillustrates this challenge, as emphasized in PERBUP No. 56 of 2022

    Get PDF
This study explores the online micro-teaching process through e-learning during the COVID-19 pandemic and identifies challenges faced by students. Using a descriptive qualitative approach, data were collected through observation and interviews, then analyzed through data collection, reduction, presentation, and conclusion drawing. The study involved English Education students taking a micro-teaching course at UIN Walisongo Semarang. Findings reveal seven key stages in micro-teaching: lesson plan preparation, training in eight fundamental teaching skills (questioning, reinforcement, variation, explanation, lesson opening & closing, small group discussion guidance, classroom management, and small-group/individual teaching), planning and applying these skills, competency assessment, learning module development, and creating tutorial videos for online teaching. However, students encountered several obstacles, including unstable internet access, limited data quotas, unclear lecturer feedback, technical difficulties in video recording, and poor time management. These challenges highlight the need for effective strategies to improve the efficiency of online micro-teaching

Bridging The Digital Divide: The Effectiveness Of Gadget Provision Programs And Digital Literacy Training For Marginalized Students In Improving Access And Learning Outcomes (A Longitudinal Study)

    Get PDF
The digital divide remains a significant barrier to equitable educational access in developing nations, particularly affecting marginalized students in underserved regions. This longitudinal qualitative study examines the effectiveness of a device provision and digital literacy training program implemented across three schools in rural Indonesia over an 18-month period. Utilizing semi-structured interviews with 45 students and 18 educators, combined with classroom observations and document analysis, this research employs thematic analysis to identify how coordinated hardware provision and pedagogical training influence student learning access and academic outcomes. Key findings reveal that device provision alone demonstrates limited efficacy; however, when coupled with structured digital literacy training and teacher professional development, significant improvements emerge in student engagement (73% increase), digital skill competencies (average gain of 2.4 proficiency levels), and learning outcomes (28% improvement in academic performance). The study identifies critical success factors including sustained teacher training, contextual curriculum adaptation, and family literacy support. Findings suggest that addressing the digital divide requires multifaceted approaches beyond infrastructure investment, emphasizing the need for integrated educational interventions that consider local socioeconomic contexts and teacher capacity. This research contributes to evidence-based policy recommendations for equitable technology integration in marginalized educational settings

Pemaknaan Struktur Penalaran Moral Anak pada Hikayat Kalilah dan Dimnah

    Get PDF
This study aims to map the structure of moral reasoning contained in the Hikayat Kalilah and Dimnah through Lawrence Kohlberg's moral development theory. The method used is qualitative with a literature study approach and content analysis techniques on the text of the saga. The results of the study indicate that the main moral values in the saga are honesty, compassion, friendship, and hard work, which are represented through Kohlberg's three stages of moral reasoning: punishment-obedience orientation, relativist-instrumental orientation, and "good child" orientation. Each story contains a reasoning pattern that is appropriate to the child's cognitive development stage, where the concepts of punishment, reward, and social recognition become the driving force for moral action. These findings strengthen the potential of the Hikayat Kalilah and Dimnah as a children's reading material that is both entertaining and educational for the development of moral reasoning in early childhood. Thus, this hikayat is recommended to be integrated into learning materials aimed at instilling moral values

Overlapping Authorities of the BPK and BPKP and Their Implications for Contractors

    Get PDF
The construction services sector holds a strategic position in Indonesia’s national development. Nevertheless, the practical execution of government construction projects often encounters legal issues, including ambiguous contracts, unilateral design changes without addenda, and delays in payment. In the sphere of state financial oversight, two key institutions perform crucial functions: Badan Pengawasan Keuangan dan Pembangunan (BPKP) and Badan Pemeriksa Keuangan (BPK) as the external auditor. Both bodies possess the legal authority to audit construction projects and assess potential state financial losses. However, overlapping authority in determining losses and issuing recommendations frequently occurs. This study employs normative legal and sociological approaches to analyze the respective roles and mandates of BPKP and BPK, as well as the implications of dual audit authority for contractors’ legal certainty. Data were gathered through literature review, regulatory analysis, and examination of audit findings. The results demonstrate that dual authority contributes to legal uncertainty, particularly concerning the valuation of state losses and follow-up actions arising from audit reports. Furthermore, contractors are often confronted with conflicting findings that create inefficiency, confusion, and heightened legal risk. The study suggests the need for regulatory harmonization and improved coordination mechanisms between audit institutions to enhance transparency, accountability, and legal certainty in construction project implementation
