Peranan KUD dalam pengadaan Gabah/Beras dalam Negeri
IndonesianDitinjau dari tujuannya, pelibatan KUD dalam kegiatan pengadaan pangan (gabah/beras) merupakan langkah strategis. Dengan cara itu KUD memperoleh kesempatan untuk: memupuk modlnya, belajar mengelola pemasaran gabah/beras, dan mengintensifkan hubungan antara petani dengan KUD. Tulisan ini mencoba menganalisa peranan KUD dalam kegiatan pengadaan gabah/beras. Dengan menggunakan data dari Bulog dan Dirjenkop, hasil analisa menunjukkan bahwa peranan KUD dalam kegiatan pengadaan pangan masih sangat tergantung dari "iklim baik" yang diciptakan pemerintah, terutama deskriminasi harga pembelian gabah/beras dari KUD dan non KUD. Tanpa deskriminasi harga maka kontribusi gabah dari KUD hanya mencapai 54 dan 29 persen

EnglishGlobal financial crisis and climate changes have affected food security in a more vulnerable situation. Food security pillars, in this respect should be strengthened. The food security pillar should not rely only on quantitative approaches, but also on other pillars in a wider food spectrum. One of the feasible ways to enhance food security is to develop food diversification based on local food commodities. This paper is aimed to assess some vulnerable points of national food security, the significant of the diversification to enhance food availability and its prospect as one of the pillars to develop steady food security in Indonesia. IndonesianKrisis finansial global dan perubahan iklim mengakibatkan ketahanan pangan menjadi lebih rawan. Oleh karena itu pilar-pilar ketahanan pangan perlu diperkuat. Pendekatan yang perlu ditempuh adalah mengupayakan agar pilar ketahanan pangan tidak hanya bersandar pada dimensi kuantitatif dalam penyediaan, distribusi, dan daya beli tetapi perlu dilengkapi dengan perluasan spektrum pangan. Salah satu cara yang layak ditempuh adalah dengan mengembangkan diversifikasi berbasis bahan pangan lokal. EnglishThe improvement of efficiency in using water irrigation needs a comprehensive and sistematic approach. Unfortunately, the applied approach was biased to technical aspect and especially focused on management in the resource base and at aggregate levels. Referring to those approach, the improvement of institution were develop by using top-down mechanism, very rigid incline to be homogenous and it caused over cooptation to the local institution which is had a capability in applying an efficient and sustain water irrigation management Finally, the efficiency in using water irrigation at farmer level is difficult to create. The reformulation approach to develop institution by give a big priority to farmer self reliance is required to develop a better water irrigation management IndonesianPeningkatan efisiensi pemanfaatan air irigasi membutuhkan pendekatan sistematis dan komprehensif. Pendekatan yang diterapkan selama ini bias kepada aspek teknis dan terfokus pada pengelolaan di tingkat sumberdaya dan agregat. Pengembangan kelembagaan dilakukan secara "top-down", sangat formal, cenderung homogen, dan mengakibatkan terjadinya kooptasi berlebihan terhadap kelembagaan lokal yang sesungguhnya memiliki kapabilitas untuk mewujudkan sistem pengelolaan irigasi yang efisien dan berlanjut. Pada akhirnya hal itu menyebabkan efisiensi penggunaan air irigasi di tingkat petani sulit diwujudkan. Reformulasi strategi dan pendekatan yang cocok untuk mewujudkan sistem kelembagaan yang memberikan bobot lebih besar kepada peran keswadayaan petani diharapkan dapat memperbaiki sistem pengelolaan irigasi
Peningkatan Efisiensi Penggunaan Air Irigasi Melalui Penerapan Iuran Irigasi Berbasis Nilai Ekonomi Air Irigasi
EnglishDemand for irrigation water will increase in line with toting up cultivation area of rice required in the future. On the other hand, water quantity should be allocated to fulfil water demand of non-agricultural sectors which are also steadily increased. It implies that water available for irrigation will be scarcer, and therefore, utilization of irrigation water resource should be carried out in a more efficient way. It might be feasible to apply economic value of the irrigation water as a basis of water pricing. As an economic incentive, this approach could meet water charges paid by the farmers and the quantity of water used and the marjinal value product of the irrigation water. Aggregation of crops and its cultivation periods in the form of smaller groups will simplify its field applications.IndonesianDi masa mendatang permintaan air irigasi akan terus meningkat seiring dengan pertambahan luas tanam padi yang diperlukan. Di sisi lain, volume air yang harus dialokasikan untuk memenuhi permintaan dari sektor non pertanian semakin meningkat pula. Implikasinya, pasokan air irigasi semakin langka. Oleh karena itu peningkatan efisiensi penggunaan air irigasi harus dilakukan. Penciptaan insentif ekonomi melalui penentuan besaran iuran irigasi berbasis nilai ekonomi air irigasi merupakan pendekatan yang layak ditempuh. Dengan pendekatan ini, nilai iuran irigasi yang dibebankan kepada petani sebanding dengan volume air yang digunakan dan nilai produk marjinal air irigasi. Penerapannya di lapangan dapat disederhanakan dengan melakukan pengelompokan komoditas usahatani dan jadwal pengusahaannya
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases.
