Lapsiperheiden hyvinvointi koronapandemian aikana: Osaraportti 2: Noin viisivuotiaiden hoito- ja varhaiskasvatusjärjestelyt
Tämä osaraportti esittelee Jyväskylän yliopiston yhteistyössä Terveyden ja hyvinvoinnin laitoksen (THL) kanssa toteuttaman Varhaiskasvatus ja koronapandemia -hankkeen kyselytutkimuksen perusteella noin viisivuotiaiden lasten hoito- ja varhaiskasvatusjärjestelyitä vuoden 2020 aikana. Hanketta rahoittaa Jyväskylän yliopiston osalta Opetus ja kulttuuriministeriö. THL:n osalta rahoitus perustuu lisämäärärahaan, jonka eduskunta myönsi THL:lle koronaepidemian yhteiskunnallisten vaikutusten tutkimukseen. Kysely ajoittui vuosien 2020–2021 vaihteeseen, ja sen kohderyhmänä olivat 1.10.2014–30.9.2015 välisenä aikana syntyneiden lasten vanhemmat. Kyselyssä tarkasteltiin lasten hoito- ja varhaiskasvatusjärjestelyitä kolmessa aikapisteessä: tammikuussa 2020 ennen koronapoikkeusaikaa, huhtikuussa 2020 koronapoikkeusaikana sekä vastaushetkellä eli 16.11.2020–15.1.2021 välisenä aikana. Kuvailevien tunnuslukujen ja suorien jakaumien esittelyn lisäksi aineistoa analysoitiin ristiintaulukoinnin ja χ2 -riippumattomuustestin avulla.
Sekä tammikuussa 2020 että vastaushetkellä enemmistö lapsista osallistui varhaiskasvatukseen kunnallisessa päiväkodissa viitenä päivänä viikossa. Useimmilla lapsista hoitojärjestelyt olivat samat tai lähes samat tammikuussa kuin vastaushetkellä. Erona saattoi olla esimerkiksi hoitopaikan muutos johtuen muutosta tai esiopetuksen aloittamisesta.
Kevään 2020 aikana Suomessa vallitsivat poikkeusolot ja hallitus suositteli vanhempia hoitamaan varhaiskasvatusikäisen lapsensa kotona 16.3.–13.5. välisenä aikana, mikäli se oli mahdollista. Varhaiskasvatuspaikat pidettiin kuitenkin auki, millä pyrittiin muun muassa takaamaan yhteiskunnan toiminnan kannalta kriittisillä aloilla työskentelevien vanhempien työssäkäynti. Hallituksen kotihoitosuositus näkyi tutkimuksessamme siten, että enemmistö lapsista jäi väliaikaisesti lyhyt- tai pitkäaikaiselle tauolle varhaiskasvatuksesta kevään 2020 poikkeusolojen aikana. Yhtäjaksoisen tauon pituus vaihteli suuresti yhdestä neljäänkymmeneen viikkoon keskiarvon ollessa hieman yli 10 viikkoa. Kolmanneksella lapsista ei hoitojärjestelyissä tehty minkäänlaisia muutoksia kevään 2020 poikkeusolojen aikana.
Tyypillisin melko tai erittäin tärkeäksi koettu syy varhaiskasvatuksessa jatkamiselle ilman taukoa poikkeusolojen aikaan oli vanhemman työ tai opiskelu. Muita tärkeäksi raportoituja seikkoja olivat varhaiskasvatuspaikan pysyminen auki, lapsen kasvun ja oppimisen tukeminen, vanhemman oma halu lapsen käymiseen varhaiskasvatuksessa tavalliseen tapaan ja lapsen tarve aktiiviseen toimintaan.
Varhaiskasvatuksesta tilapäiselle tauolle jäämisen melko tai erittäin tärkeäksi syyksi raportointiin useimmin hallituksen antama suositus lapsen jäämisestä kotiin. Muita tyypillisiä syitä lapsen tauolle jäämiseen olivat vanhemman halu pitää lapsi turvassa kotona sekä varhaiskasvatuksesta annettu suositus lapsen kotiin jäämisestä.
Useat eri tekijät olivat yhteydessä siihen, jäikö lapsi tauolle varhaiskasvatuksesta vai jatkoiko hän siellä ilman taukoa. Päiväkodista jäätiin perhepäivähoitoa useammin tauolle. Sen sijaan palveluntarjoajien (kunnallinen vs. yksityinen) välillä ei ollut eroa siinä, kuinka moni palvelun piirissä olevista lapsista jäi tauolle. Lapset, joilla oli sisaruksia, jäivät useammin tauolle kuin lapset, joilla ei ollut sisaruksia. Vanhemman koulutus ja työ olivat yhteydessä lapsen tauolle jäämiseen siten, että ylemmän korkeakoulututkinnon suorittaneiden vanhempien lapset jäivät muita useammin tauolle. Sen sijaan ammattikoulututkinnon suorittaneiden vanhempien lapsille oli muita tyypillisempää jatkaa varhaiskasvatuksessa ilman taukoa. Lisäksi työttömien ja enimmäkseen tai ainoastaan etänä työskentelevien vanhempien lapset jäivät useammin tauolle kuin työpaikallaan työskentelevien vanhempien lapset.
Kunnan koronavirustartuntojen ilmaantuvuus oli yhteydessä lapsen jäämiseen tauolle varhaiskasvatuksesta siten, että ilmaantuvuusluvun ollessa 25 tai yli, jäivät lapset muita useammin tauolle varhaiskasvatuksesta. Sen sijaan 10–24 ilmaantuvuusluvun kunnissa jatkettiin muita useammin varhaiskasvatuksessa ilman taukoa. Alle 10 ilmaantuvuusluku ei ollut tilastollisesti merkitsevästi yhteydessä siihen, jäikö lapsi tauolle varhaiskasvatuksesta vai ei. Myöskään vanhemman arvio omasta ja lapsensa terveydentilasta tai lapsen tuentarpeisuus eivät olleet yhteydessä siihen, jäikö lapsi tauolle varhaiskasvatuksesta vai ei.
Kaikkiaan tutkimuksen kohdelapsilla oli vuoden 2020 aikana 10 erilaista hoitopolkua, kun tarkastelussa huomioitiin tammikuun ja vastaushetken osalta ainoastaan se, oliko lapsi varhaiskasvatuksen piirissä vai ei ja huhtikuun osalta varhaiskasvatuksesta tauolle jääminen, varhaiskasvatuksessa jatkaminen tai kotihoidossa oleminen. Yleisin hoitopolku oli osallistua varhaiskasvatukseen tammikuussa, jäädä sieltä tauolle poikkeusolojen aikaan ja osallistua jälleen varhaiskasvatukseen vastaushetkellä.Based on the survey results of the Early Childhood Education and Care and the COVID-19 Pandemic project, implemented by the University of Jyväskylä in cooperation with the Finnish Institute for Health and Welfare (THL), this sub-report describes the childcare and early childhood education and care (ECEC) arrangements for approximately five-year-old children in 2020. The project funding for the University of Jyväskylä comes from the Ministry of Education and Culture. For THL, the funding is based on a supplementary appropriation granted by the Parliament of Finland for research on the social impacts of the coronavirus epidemic. The survey was carried out at the turn of 2020 and 2021, and its target group comprised parents of children born between 1 October 2014 and 30 September 2015. The survey focused on the arrangement of childcare and participation in ECEC at three different points of time: in January 2020 before the exceptional circumstances due to the coronavirus pandemic, in April 2020 during the pandemic, and at the time of responding to the survey, that is, between 16 November 2020 and 15 January 2021. In addition to presenting descriptive statistics and frequency distributions, the data were analysed using cross-tabulation and the Chi-square test of independence.
Both in January 2020 and at the time of responding, most of the children participated in ECEC at a municipal ECEC centre five days a week. For most of them, the care arrangements were similar or nearly similar in January and at the time of responding. Possible changes in ECEC setting could be related to, for example, relocation or the start of pre-primary education.
Because of Finland’s lockdown in spring 2020, the Finnish Government recommended that parents look after their children of ECEC age at home between 16 March and 13 May, if possible. However, the early childhood education and care settings remained open to, for example, ensure that parents employed in fields critical for the operation of society could continue to work. The home-care recommendation of the Government was visible in our survey so that the majority of children had a temporary, short- or long-term break from ECEC services during the lockdown of spring 2020. The length of an uninterrupted break varied considerably – from 1 to 40 weeks, the average being slightly over 10 weeks. No changes were made to the care arrangements of a third of the children during the spring 2020 lockdown.
Various reasons were reported as fairly or very important for continuing in ECEC without a break during the lockdown. The most typical of these reasons was parents’ work or studies. Other reasons reported as important were that the ECEC setting remained open, parents wanted to support the child’s growth and learning, parents wanted the child to attend ECEC as usual, and children were keen to participate in various activities.
The respondents mostly reported the Government’s recommendation for children to stay at home as a fairly or very important reason for taking a temporary break from ECEC. Other typical reasons for temporary breaks were parents’ desire to keep their children safe at home, as well as the recommendation by ECEC providers for children to stay at home.
Various factors determined whether a child would have a break from ECEC or continue uninterrupted. Breaks from ECEC centres were more common than those from family day care. Between municipal and private service providers, instead, there were no differences in this respect. Children with siblings remained at home more often than those with no siblings. Parents’ education and work had an impact on children interrupting ECEC: the children of parents with a higher university degree remained more often in home care. Children whose parents had completed a vocational qualification, instead, more typically continued in ECEC with no break. In addition, the children of unemployed parents and parents working mainly or only remotely more often had a break from ECEC than children whose parents worked at the workplace.
The incidence of COVID-19 infections in a municipality was connected to children’s breaks from ECEC: when the incidence rate was 25 or higher per 100,000 persons, children more often had a break. In municipalities with an incidence rate of 10–24, instead, children more often continued in ECEC without a break. An incidence rate lower than 10 had no statistical significance in this respect. Furthermore, the parents’ estimate of their own health, their child’s health, or of the child’s support needs was not related to whether or not the child continued uninterrupted in ECEC.
Altogether, the children included in the survey had 10 different childcare pathways during 2020. In the analysis for January and the time of responding, we only considered whether a child participated in ECEC, and for April whether ECEC was interrupted/continued or whether the child was looked after at home. Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Varhaiskasvatuspalvelut koronapandemian aikana
Raportissa esitellään varhaiskasvatuksen lähiesihenkilöille syksyllä 2020 toteutetun kyselyn tuloksia varhaiskasvatuspalveluiden tuottamisesta koronaviruspandemian aikana. Normaalioloissa kansallinen lainsäädäntö määrittelee varhaiskasvatustoiminnan reunaehdot. Keväällä 2020 koronaviruspandemian vuoksi voimaan astuneen poikkeustilan aikana kunnat kuitenkin vapautettiin varhaiskasvatuslain mukaisesta varhaiskasvatuksen järjestämisvastuusta, mikäli lapsen vanhempien tai huoltajien oli mahdollista järjestää lapsen hoito muulla tavalla. Tässä tilanteessa kunnissa ja varhaiskasvatusyksiköissä tehtiin erilaisia ratkaisuja varhaiskasvatuksen toteuttamisesta ja tarjoamisesta kotihoitoon siirtyneille lapsille. Raportissa tarkastellaan päiväkodeissa ja perhepäivähoidossa tapahtuneita muutoksia ja niissä tehtyjä ratkaisuja poikkeustilan aikana varhaiskasvatuksen esihenkilöille suunnatun kyselyn perusteella. Tutkimus on osa Varhaiskasvatus ja koronapandemia –hanketta, jonka toteutuksessa on tehty yhteistyötä Terveyden ja hyvinvoinnin laitoksen kanssa. Hanke on Opetus- ja kulttuuriministeriön rahoittama.
Kysely lähetettiin kaikkiin Manner-Suomen kuntiin (N = 294) edelleen välitettäväksi päiväkotien ja perhepäivähoidon lähiesihenkilöille. Kyselyyn vastasi 727 varhaiskasvatuksen lähiesihenkilöä, joista osa toimi päiväkodin, osa perhepäivähoidon ja osa molempien lähiesihenkilönä. Vastaajista 662 vastasi päiväkoteja ja 119 perhepäivähoitoa koskeviin kysymyksiin. Tutkimuksessa saatiin tietoa noin 18 % Suomen päiväkodeista. Kyselyyn vastanneiden perhepäivähoidon lähiesihenkilöiden alaisuudessa toimi noin 15 % Suomessa toimivista perhepäivähoitajista. Kyselyyn vastanneet lähiesihenkilöt työskentelivät 198 kunnassa. Päiväkotien lähiesihenkilöt edustivat kaikkia Suomen maakuntia, eniten vastauksia tuli väkirikkaimmista maakunnista. Perhepäivähoidon lähiesihenkilöt vastasivat aktiivisimmin Pohjois-Pohjanmaan, Varsinais-Suomen ja Keski-Suomen maakunnista, kun taas Kymenlaaksosta kyselyyn ei vastannut yksikään perhepäivähoidon lähiesihenkilö.
Tulokset osoittivat, että koronaviruspandemian aikainen poikkeustila ja siihen liittyvä hallituksen kehotus lasten siirtymisestä kotihoitoon laskivat merkittävästi lasten osallistumista varhaiskasvatukseen. Perhepäivähoidon piirissä olevat lapset osallistuivat varhaiskasvatukseen poikkeustilan aikana useammin kuin päiväkotien lapset. Lähes kaikki vastaajat kertoivat, että poikkeustilan aikana kotihoitoon siirtyneiden lasten perheille tarjottiin maksuhyvityksiä. Vain noin joka kolmannes lähiesihenkilöistä kertoi maksuhyvitykseen liittyneen erityisehtoja.
Koronaviruspandemian poikkeustilan aikana päiväkodit pysyivät Suomessa pääosin auki, mutta toiminnassa tehtiin muutoksia. Päiväkotien toimintaa sopeutettiin vallitsevaan tilanteeseen tyypillisimmin lisäämällä ulkona järjestettävää toimintaa, rajoittamalla ryhmien välistä toimintaa sekä järjestelemällä uudelleen arjen rutiineja. Henkilökuntaa siirrettiin poikkeustilan aikana harvoin päiväkodista toiseen, mutta siirtoja tehtiin jonkin verran ryhmien välillä. Lisäksi useista päiväkodeista siirrettiin henkilökuntaa toisiin tehtäviin, kuten kotipalveluun.
Kuntien ja yksityisten toimijoiden ohjeistukset varhaiskasvatuksen ja esiopetuksen järjestämisestä kotiin jääneille lapsille sekä yhteydenpidosta näiden lasten vanhempiin vaihtelivat. Myös päiväkodeissa yhteisistä toimintatavoista sovittiin vaihtelevasti, kun taas perhepäivähoidossa sopimuksia tehtiin vain harvoin. Yhdeksän kymmenestä päiväkodin lähiesihenkilöstä raportoi etäesiopetuksen järjestämisestä. Sen sijaan alle esiopetusikäisille lapsille järjestettiin etävarhaiskasvatusta huomattavasti harvemmin. Alle puolet päiväkotien ja neljännes perhepäivähoidon lähiesihenkilöistä kertoi, että kotiin jääneille lapsille tarjottiin varhaiskasvatusta.
Kotihoitoon siirtyneitä lapsia ja perheitä tuettiin tyypillisimmin pitämällä yhteyttä puhelimitse ja sähköisin viestein. Varhaiskasvatus- ja esiopetustoimintaa toteutettiin useimmiten tarjoamalla kotiin haettavia tehtäväpaketteja sekä järjestämällä videovälitteistä toimintaa ja toimintamahdollisuuksia, joita perheet pystyivät hyödyntämään itsenäisesti. Yksityisten päiväkotien lapsille tarjottiin varhaiskasvatusta korvaavaa toimintaa useammin kuin kunnallisten päiväkotien lapsille. Tuen muodoissa oli myös havaittavissa eroja eri kuntaryhmien välillä.
Syksyllä 2020 suurimmassa osassa päiväkodeista noudatettiin edelleen varotoimenpiteitä koronaviruksen vuoksi. Varotoimenpiteet olivat tyypillisimmin toimia, joilla rajoitettiin lapsiryhmien lähikontakteja esimerkiksi toimintoja porrastamalla, arjen rutiineja järjestelemällä ja ryhmien välistä yhteistoimintaa rajoittamalla. Lisäksi ulkoisia kontakteja vähennettiin keskittämällä henkilökunnan työskentelyä vain oman päiväkodin tiloihin sekä rajaamalla päiväkodin sisätilojen käyttö vain päiväkodin lapsille ja henkilökunnalle.
Syksyllä 2020 mahdollisiin tulevaisuuden vastaaviin poikkeustilanteisiin varautuminen oli varhaiskasvatuksen lähiesihenkilöiden vastausten perusteella vähäistä. In normal circumstances, the national legislation determines the preconditions for ECEC. During the coronavirus state of emergency in spring 2020, however, Finnish municipalities were exempted from the responsibility to provide ECEC in compliance with the Act on Early Childhood Education and Care, if the child’s guardians were able to organise childcare in other ways. In this situation, municipalities and ECEC units adopted different solutions for implementing and offering ECEC for children who remained at home. Based on a questionnaire sent to the heads of ECEC units, this report examines the changes that took place and solutions that were made in ECEC centres and family day care during the state of emergency. The survey is part of the Early Childhood Education and Care and the COVID-19 Pandemic project, which has been implemented in cooperation with the Finnish Institute for Health and Welfare (THL). The project is funded by the Ministry of Education and Culture.
The questionnaire was sent to all municipalities in mainland Finland (N = 294) to be forwarded to the heads of ECEC centres and family day care. The questionnaire was answered by 727 heads of ECEC units, some of whom worked at day-care centres, some in family day care, and some in both types of ECEC. Among the respondents, 662 answered questions about ECEC centres and 119 about family day care. The survey provided information on approximately 18% of Finland’s ECEC centres. About 15% of Finland’s family day care providers worked under the heads of family day care who answered the questionnaire. The heads who responded to the questionnaire worked in 198 municipalities. The heads of ECEC centres represented all Finnish regions, and the regions with the largest population numbers gave the most answers. The most actively responding heads of family day care came from the regions of North Ostrobothnia, Southwest Finland and Central Finland, whereas no heads of family day care answered in Kymenlaakso.
The results demonstrated that the state of emergency during the coronavirus pandemic and the government’s request for children to remain in home care significantly reduced children’s participation in ECEC. Children in family day care participated in ECEC more often than did those in ECEC centres. Nearly all respondents reported that the families of children in home care during the state of emergency were offered compensation for their usual ECEC fees. Only about one third of the heads of ECEC reported that the compensation was subject to special conditions.
During the lockdown measures imposed in response to the COVID-19 pandemic, most ECEC centres remained open in Finland, but they modified their activities. The adaptation to the situation typically included an increase in outdoor activities, restricting the activities between different groups of children, and the reorganisation of daily routines. Staff were seldom transferred between ECEC centres during the lockdown, but some transfers were made between the groups. In addition, staff were transferred to other duties, such as home-help services, from several ECEC centres.
The instructions given to municipalities and private service providers varied regarding the arrangement of ECEC and pre-primary education for children who stayed at home, as well as regarding the contacts with the parents of these children. Agreements on common ways of working varied also between the ECEC centres; in family day care, agreements were only seldom made. Nine out of ten heads of day-care centres reported having organised pre-primary education remotely. For children younger than pre-primary education age, instead, remote ECEC was organised considerably more seldom. Less than half of the heads of ECEC centres and one fourth of the heads of family day care reported having provided ECEC for children who remained at home.
The children in home care and their families were typically supported by phone and email. ECEC and pre-primary education were mostly implemented by providing task packages to be brought home by the families, and by organising video-mediated activities and activities that the families could utilise independently. Children in private ECEC centres were provided with activities replacing ECEC more often than were those in municipal ECEC centres. Differences were observed also in the forms of support between different groups of municipalities.
In autumn 2020, most ECEC centres continued to take precautions due to the coronavirus pandemic. The most typical precautions were aimed at restricting close contacts between the groups of children by, for example, phasing activities, rearranging routines, and limiting the amount of cooperation between groups. External contacts were also reduced by centralising the staff’s duties to the premises of their own ECEC centre and by ensuring that only the children and staff used the indoor premises of the ECEC centre.
According to the answers of the heads of the ECEC units, precautionary measures for potential future lockdowns were uncommon in autumn 2020. Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more

We have done our best to complete the author checklist relating to the use of animals in the hut study. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
