    The purpose of this paper is to better understand and know what are the main tasks and functions of the Civil Service Police Unit, especially the police officers at the district level. As is known together, Satpol PP is an agency in the area that was formed to enforce Regional Regulations and Regulations of the Head of Region, to carry out public order and peace and to protect the community. The position of the district Satpol PP is under the Regent and administratively and operationally responsible to the Regent. In this paper the author will focus on the task of Satpol PP as protection of the community. Each region has different characteristics and experiencesdifferent disaster problems, ranging from floods, landslides, fires, droughts and so on. Disasters can be in the form of disasters caused by humans or because of nature and these events occur almost every year, even in some areas known as flood-subscribed areas. Writing this script is the result of a conceptual study, so the results of this writing are expected to be useful especially for readers so that they understand better what the Satpol is. Instruments for retrieving data are taken from several reference sources, electronic media and direct observations of the results of the author’s experience in the area.     Di beberapa wilayah masih terdapat anggapan bahwa Satuan Polisi Pamong Praja (Satpol PP) sering dianggap sebagai musuh pedagang kaki lima (PKL). Anggapan itu mengemuka dikarenakan kegiatan operasi lapangan anggota Satpol PP terhadap para PKL yang dianggap liar menempati yang bukan peruntukannya; termasuk masih adanya anggapan bahwa anggota Satpolpp bersikap arogan dan sering betindak di luar kewenangan. Dalam konteks penegakan Peraturan Daerah dan/atau Peraturan Kepala Daerah, Satpol PP memiliki kedudukan yang cukup strategis. Berdasarkan ketentuan Pasal 255 ayat (1) Undang-Undang Nomor 23 Tahun 2014 tentang Pemerintahan Daerah, bahwa “Satuan Polisi Pamong Praja dibentuk untuk menegakkan perda dan perkada, menyelenggarakan ketertiban umum dan ketenteraman, serta menyelenggarakan pelindungan masyarakat. Metode yang digunakan adalah Metode deskriptif dengan menekankan untuk mendeskripsikan suatu kejadian berdasarkan pengalaman partisipan pada saat bertugas di daerah. Hasil akhir diharapkan dapat memberikan pemahaman bahwa SatpolPP sebagai satuan kerja perangkat daerah atau organisasi perangkat daerah yang menjaga wibawa pemerintah melalui penegakan Peraturan Daerah dan Peraturan atau Keputusan kepala Daerah. Kesimpulan dari tulisan ini adalah untuk memberikan pemahaman bahwa kedudukan dan tugas Satpolpp memegang peran yang sangat strategis sebagai organisasi perangkat daerah yang membantu tugas-tugas Kepala Daerah di bidang Penegakkan Peraturan Daerah dan Peraturan Kepala Daerah termasuk Keputusan Kepala Daerah; menyelenggarakan ketertiban umum dan ketenteraman; dan menyelenggarakan pelindungan masyarakat.     As it is known that many regional heads in several provinces as well as in districts and cities are not free from the problem of corruption. This may be due to the inaccuracy of the requirements for regent, mayor and governor candidates. This article considers it all an irony, because to lead the government in the regency area alone, a regent will later be side by side with the leadership of the vertical elements assigned to the area such as the Dandim, the police chief, the head of the district attorney and the head of the district court, even he will become the coordinator. We all know that positions in these vertical elements are not easy, they have to go through certain structural education levels so that it takes a relatively long time to reach a leadership position at the regional level

    Village head elections (pilkades) are political activities / events that show how the process (party) of democracy is at the village level. Pilkades is not merely a transfer of leadership for the sustainability of government and development in the village, or how a power struggle with a campaign strategy is carried out in order to get sympathy and support from the village community, but more than that it concerns prestige / dignity and honor so that it often creates tough competition and conflict. Since the enactment of Law no. 23 of 2004 and now Law no. 32 of 2014 concerning Regional Government, regional heads are directly elected by the people. This study aims to explain the possible potential for disturbances of peace and public order that can occur during the pre-post-regional head elections such as village head elections which result in disturbances of peace and public order, then try to analyze and study and anticipate as an effort to minimize possible disturbances. The method used in this research is descriptive research method by emphasizing the researcher's efforts to describe the phenomenon based on the experiences of research participants while on duty in the region and supplemented with the results of observations. The final results of this study are expected to be able to provide recommendations and solutions to a more appropriate “pilkada” model. The conclusion of this research is in order to enforce peace and public order in the regions by preventing disturbances of peace and order from pre to post Pilkada

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

    “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.     Dispelling the Myths Behind First-author Citation Counts

    We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more sophisticated methods
