Eastern Europe's experience with banking reform : is there a role for banks in the transition?
Are there lessons to be learned about how Eastern European countries have dealt with problems in their banking systems? What role have these countries assigned to banks during the transition? How have they used banks in dealing with the enterprise problem? The author addresses these questions by analyzing experience in Bulgaria, Hungary, Poland, Romania, and the former Czech and Slovak Federal Republic. Most of these countries have made substantial progress in restructuring their banking systems, but few have used their banking systems to improve the allocation of credit and hence stimulate the supply response. The author finds the following. The problem is not whether banks hold nonperforming loans but how banks can avoid accumulating more nonperforming loans. The underlying problem is how to close loss-making and nonviable enterprises. The countries that have encouraged the establishment of new private banks, that have introduced regulation and supervision, and that have tried to make banks more competitive have been more successful at improving the allocation of credit and achieving more control over loss-making enterprises. Banks must focus on assessing risk - and for this, capital, private ownership, and adequate regulation are crucial. How quickly banks achieve independence in credit decisions depends on how fast new governance structures can be introduced. In this, the five countries have been less successful. The objectives of bank recapitulation should be to prevent banks from accumulating more nonperforming loans (that is, dealing with the enterprise problem) and to give them the governance structure that would prevent them from incurring new nonperforming loans. This requires introducing a system of risk and reward - by making banks comply with capital adequacy requirements, by privatizing a critical number of banks, and by introducing strong regulation and supervision. Government should see that banks provide efficient payment systems, the basis for trust in banking systems. Introducing adequate regulation and supervision has been difficult as it requires knowing what the banks'role should be. Evidence strongly supports the need to recapitalize and privatize a critical number of banks. Authorities cannot rely on banks to exert control on enterprises early in the transition. Cooling for Comfort, Warming the World: Residential and Office Cooling and its Environmental Implications in The Hague
Despite The Hague's historically mild climate, it is experiencing rising temperatures and more frequent heatwaves, resulting in a growing demand for space cooling. However, there is a significant gap in research and sustainable policies to address this demand in an environmentally and socially responsible manner. While studies have examined the environmental impacts of residential heating, cooling remains understudied, and The Hague lacks sustainable cooling policies. This study projects cooling demand, energy consumption, material usage, and greenhouse gas emissions in The Hague for the status quo (2020), 2030, and three 2050 scenarios. It uses geospatial analysis of residential and office buildings and uses a thermodynamic model to calculate cooling demand in a bottom-up approach, before evaluating the aggregate environmental impacts. Despite offices accounting for only 13% of floor space, they contribute to 34% of present-day cooling demand and 65% of associated greenhouse gas emissions. Currently, space cooling accounts for 25% of annual office electricity consumption and 5.5% of residential electricity use. Moreover, 77% of cooling demand remains unmet, particularly affecting economically disadvantaged neighborhoods. The results suggest that adopting stringent climate change adaptation measures may reduce cooling demand and environmental impacts, even in the face of a warming climate. However, a business-as-usual scenario predicts a doubling of cooling demand and a significant rise in associated environmental impacts, challenging the Netherlands' goal of achieving net-zero emissions by 2050. Sensitivity analyses highlight key areas for The Hague to focus on, including thermal comfort standards, addressing the urban heat island effect, and improving the energy efficiency of cooling technologies. The study further offers recommendations to mitigate environmental impacts, such as minimum energy label standards for building renovations and promoting circular economy practices for cooling equipment. In conclusion, this study underscores the need to address space cooling in The Hague and the Netherlands. Without action, environmental impacts will worsen the effects of climate change. To tackle this challenge, the study recommends prioritizing energy-efficient cooling technologies, utilizing synergies between sustainable heating and cooling, and incorporating environmental justice into policy measures. Includes bibliography.Several reasons motivated me to choose the subject: THEMATICS ANALYSIS OF NGEMENA. Ngemena is a novel by Paul Lomami Tchibamba, published at first in 1960. However, in comparing all the literatures of the time, Ngemena is one of the books of the 1960, which was awaiting a place in the history of literature. It does not hide its intentions to seek a place in francophone literature of liberation struggle. It also claims to question the mission of civilization. The author is trying to relate events that have taken place in the Africa continent, particularly in Congo (DRC). He gives a concise and precise picture to show what happened from 1950 to 1960 under Belgian rule. This study consists of an analysis of the themes present in the book of Paul Lomami Tchibamba: Ngemena. This analysis allows us to assess and understand some social and political problems during the colonialist occupation in Congo (DRC). The novel relates the story of Paulo. In the boat in which he travels, there were separated compartments according to race, meaning that, Black and White people were allocated compartments that were far from each other. In some instances segregation would seem to be circumvented by assimilation that is when a Black person changes his/her behavior and imitates White behavior. But Tchibamba shows that by loosing his/her roots, this Black person becomes a real slave. During the same period, large number of Western missionaries arrived on the African continent. It was said that this period heralded the birth of Christian faith. The Black people adopted Christian principles, and rejected their culture and traditions. In this way, they found it easier to accept the presence of White people. This invariably led to their dissociation from their roots. There was also the Exploitation of a Black by a Black: This form of exploitation took place in families where some members adopted the White culture and started treating their fellow Black brothers and sisters as inferior to them. These people become more dangerous to their Black folks. The story told by Paul Lomami T. gives a full picture of things as they were and can be analyzed follows: I will explore the history of colonialism by reading relevant literatures; I will attempt to explore all the themes of the novel in order to come to come to an understand of the ideas of the author. My aim is not to advance a comprehensive condemnation of colonization, nor to be apologetic about it. Determination of Maximum Wind Power Penetration Considering Wind Turbine Fast Frequency Response
This paper presents a study based on sensitivity analysis to investigate the impact of fast frequency response (FFR) capability of type 4 wind turbine units on the overall frequency performance of interconnected power systems with low inertia. FFR capability is implemented by means of a control loop for inertia emulation (IE), which is superimposed on the active power control channel of the machine side converter of the wind turbine. All parameters of IE are assessed via sensitivity analysis to ascertain their influence on the system frequency performance within the time window of the frequency containment period. Both individual and collective response of the wind turbines are assessed to determine if the penetration level of wind power can be increased by customizing IE with the best parameter values found via sensitivity analysis. Konsep Giri dan Gimu yang Tercermin dalam Drama Freeter, Ie Wo Kau Karya Sutradara Kono Keita dan Joho Hidenori
Society is a group of people who created a culture. In a culture there is reciprocity norm that someone should help those who have helped him. In Japan, it's called giri and gimu. Giri and gimu many contained in the literature. In this anlysis, the aouthor use a television drama because drama has a different form from novels or short stories. Drama that used is a family drama titled Freeter, Ie Wo Kau. This drama tells the story of a freeter that trying hard to restore his mother's smile who was ill. To find giri and gimu in Freeter, Ie Wo Kau drama, the author uses the theory of antropological literature by examining the interaction based on figures in the form of images and conversations, as well as using the theory of mise en scene as the supporting theory. The purpose of this study was to describe the giri and gimu concept that reflected in the drama Freeter, Ie Wo Kau. Result of this study indicate that this drama have giri to the world, giri to the name, gimu nnmu and gimu koo. Giri to the world contained in the Seiichi for Noriko and Seiji for Ooetsu. Giri to the name contained in the name of Ayako, Seiji and Chiba. Gimu koo contained in Seiji and Sumiko for his family. Gimu ninmu contained in Chiba and workers. For subsequent studies suggester to extend the analysis with a different approach and issues. Hopefully, this research can help learners and enthusiasts of Japanese culture to understand Japanese culture, particularly the concept of reciprocation

Background: Accurate assessment of the difficulty of consumer health texts is a prerequisite for improving readability. General-purpose readability formulas based primarily on word length are not well suited for the health domain, where short technical terms may be unfamiliar. We previously developed a regression model for predicting “average familiarity ” with consumer health vocabulary (CHV) terms. Objective: The primary goal was to evaluate the predictive ability of the CHV term familiarity model among actual consumers. Secondary goals were to explore the joint effect of demographic factors and familiarity and 2) surface level familiarity (ie, recognition) and an understanding of the underlying meaning (ie, conceptualization). Methods: Survey instruments for assessing surface level familiarity (45 items) and conceptual familiarity (15 items) were developed. All participants also completed a demographic survey and a standardized health literacy assessment, S-TOFHLA.
