LEA_D1.3 _ORDP Data Management Plan
Scientific data is expensive and time consuming to generate. The gathered data
is refined and the results published, but until recent years the raw data has
been hidden away from outsiders. The same researchers and their peers in the
same institutions have had an upper hand, as they had a lot of raw data to test
their hypotheses on before starting a new study. The goal of open access data
repositories is that scientists not only publish the results, but also publish the
data behind it for others to study and to generate more results. This opens up
the scientific research capabilities to everyone everywhere, if someone has
already gathered the data needed.
Open access repositories are platforms to store the data. They are free and
normally specialized in one field of study. There’s a plethora of public open
access repositories and it’s impossible to single out any recommended ones.
Most scientific journals have their recommended repositories. Repositories are
normally used through a software that generates the metadata at the same
time, but there are sites that take metadata filled by hand. Repositories provide
an API (application programming interface) and anyone can make a program to
use the repository through the API
LEA_D 4.2 Recommendations digital tools/methods for increased dialogue and defragmentation of public demand
Dialogue between procurers and suppliers is vital because the failure of technology development projects is still relatively high and one of the key success factors is the smooth dialogue in between the supply and demand sides of the process. (Liu et al., 2011) One of the major lessons learned in the previous PCP project IMAILE was that the dialogue between supply and demand must start early and there should be means to ensure that the different parties are involved in the discourse on the same level (Clements & Wallin, 2017).
This deliverable D4.2 presents recommended tools for increasing dialogue and defragmentation of public demand. In this work, LEA Project identified available digital tools and methods for innovative procurement dialogue. These channels were then analysed through stakeholder interviews and expert statements on how they can be utilised effectively. This document also contains dialogue process model involving all key stakeholders of the innovative procurement and demonstrates the complexity of the innovation procurement dialogue through an example dialogue.
Supply and demand side interaction and understanding are fundamental concepts to create a sustainable, inclusive and knowledge-based growth within Learning Technology 2020 and beyond based on the following actual situation.
The demand side consists mainly of procuring authorities on local and regional level regulated by the public procurement law. In brief these organizations in general lack a deeper understanding and knowledge about learning technologies in order to purchase smart and future-oriented innovations to improve their Education services.
The supply side (big companies, SMEs, start-ups) industry and R&I institutes risks facing “the valley of death“ to get their commercial product on the market. In brief the industry in general lack a deeper understanding of demand / user needs aligned with the societal challenges of the public sector. These are the two basic needs/ sides that LEA tasks will support by increased dialogue and knowledge transfer in WP 4

A web page for the LEA project was developed at the beginning phase of the
project in order to ensure LEA’s public visibility right from the start and to kick-off
T6.1. Communication with the LEARNTECH community. The website is conceived as
a tool for dissemination, which will be used to inform the interested public, find and
acquire LEA Followers, publish news and update anyone interested in the project.
The website will also serve as a storage and documentation space for all project
partners as well as evaluators of the EC. LEA-Network members will further on get
access to LEA tools via this channel, so it additionally serves as a working space for
the LEA-network.
LEA web page is a living document, which will be altered along the way as new
developments in the project occur. This is vital, as it ensures an up-to-date website
which will stay interesting to its visitors and which continuously displays the current
state of the project
LEA_D6.2 LEA stakeholder base
This document presents LEA Stakeholder base which is a table of LEA partners’
relevant contacts. All partners were asked to complete a stakeholder pool form,
which, when combined, forms the LEA project’s stakeholder base. The stakeholder
pool form is a list of organisations and people in the partners’ networks, regions,
cities, countries etc. who are interested in the LEA project and its results and who
can be valuable stakeholders for the project.
The list includes procurers, suppliers, Learning Technology experts and schools,
universities and other educational facilities, but also in addition key figures in a
public office, regional and national networks etc. LEA Stakeholder base is a starting
point for the LEA-Network creation: these organisations can become LEA followers
and partners can disseminate LEA related information to them
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases.
