Optimal Privacy-Utility Trade-off under a Rate Constraint
We study the privacy-utility trade-off in data release under a rate constraint. An agent observes random variable X and reveals information U to the utility provider over a rate-constrained channel, such that I(X; U) ≤ R, in return for utility I(U; Y ), where Y denotes a latent random variable correlated with X. While the objective is to maximize the utility, the agent also wants to protect a private information S, also correlated with X and Y from the utility provider. The trade-off between rate, utility and private information leakage is studied. This problem can be thought of as a generalization of both the information bottleneck and privacy funnel problems, reducing to either of the two problems in special cases. A necessary and sufficient condition for the existence of positive utility under zero private information leakage (or perfect privacy) is established. Subsequently, the problem of maximizing the utility subject to perfect privacy constraint is shown to be a linear program when the rate constraint is inactive. Also, the maximum value of the ratio of utility to infinitesimal private information leakage for an arbitrary rate constraint is obtained
A compliant miniature parallel manipulator with shape memory alloy actuators
Light weight parallel manipulators are most desirable for aerospace, medical applications etc., where flexibility, low inertia, simplicity in operation, low stowed volume are important parameters. This paper presents the design and simulation of a flexible parallel manipulator with central elastic column that is made of superelastic nitinol. The actuators are shape memory SMA wires of 300um diameter. Unlike conventional rigid link parallel manipulators, the proposed manipulator does not have any joints, which is the major advantage. The proposed manipulator is investigated for its degree of freedom with virtual rigid segment concept and its large deflection is analyzed based on elastica approach. Its control aspect is briefly described and numerical simulation results are presented
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Government intervention in industrial R & D: Some lessons from the international experience for India
There is now substantial empirical evidence, based essentially on the experience of developed countries, that there is underinvestment in industrial R&D consequent to the gradual withdrawal of the state. It is generally observed that government can solve this problem of underinvestment in two ways: by increasing the profits of innovators, or by undertaking R&D in areas where the private sector underinvests. An examination of the nature of government intervention in developed countries show that it is increasingly moving towards the latter variety. However, contrary to normal impression, the extent of government intervention in industrial R&D in India is of the former variety. The state has been using tax incentives as the major instrument for stimulating R&D by production enterprises. Direct grants, which has become the dominant instrument of intervention in the west, is considered to be better as it can be targeted towards specific projects. In fact the efficacy of tax incentives to encourage R&D requires further scrutiny. The state in India also have to intervene for making available technically trained manpower to engage in industrial R&D radically redesigning the higher education system, by improving the incentive system for those working in the R&D system etc. The paper thus underscores the fact that there is enough space for the Indian state to increase its interventionist role in industrial research contrary to the arguments for its gradual withdrawal.appropriability, government intervention, industrial R&D system, technology policy
"Closing the R&D Gap, Evaluating the Sources of R&D Spending"
Both spending and tax policies have been implemented in the United States with the goal of stimulating private sector research and development (R&D). Karier questions whether current R&D policy, especially the research and experimentation tax credit, can contribute to closing the gap between nondefense expenditures on R&D in the United States and such expenditures in other countries, such as Japan and Germany. He also explores possible changes to our current R&D policy to make it more effective.
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more
