    Waiting for 2005?s World Skiing Championship: an Experimental Assessment of Tourism Sustainability in Sondrio Province

    The tourism sector is more and more regarded as a central element of territorial development in many countries. According to the sustainable development approach we have to look at tourism from two possible points of view. First tourism can be regarded as a sum of economic activities playing an important role in the production of income and wealth on a territory. Second, tourists and tourism structures and activities can produce important negative externalities on the environment and the ecosystems, reducing economic benefits because of collective costs related to the depletion of the quality of the environment and the ecosystems. Moreover, the quality and the variety of the environment and the different landscapes can be considered basic factors of production of tourism. As a result, from a long term perspective, the poorest quality of the environment and of the landscape can produce e reduction in tourism activities and, consequently, of revenues. These means that the durability of tourism itself is strictly linked to the durability (or better, improvement) of the environmental quality. The sustainability of tourism is more and more discussed at international and national level but the real challenge in choosing and starting along the path of sustainable development should be searched in the local territorial levels. This is the level at which different subjects and interests really confront and dispute. And this is the level where the choose for sustainable development of tourism becomes concrete. The goal of the work is to underline the role that sustainability indicators can play in territorial decision making processes on tourism development. A methodology and a first experimental application of tourism sustainability indicators will be proposed, taking into consideration environmental and territorial costs and benefits arising from tourism activities. The experimental area is Sondrio Province, in Lombardy Region, where in year 2005 the World Nordic Ski Championship will take place. We will first suggest a possible definition for sustainable tourism in an alpine territorial area. Then, starting from a long list of possible indicators especially developed to describe the sustainability performance of tourism in the Lombardy Region, we will propose the analysis for a selection of indicators, based on available data. The aim of this working phase is the description of the sustainability of the existing tourism model. We will finally compare these results with the potential additional impacts (but also benefits) coming from public and private action needed to improve not only winter sports facilities but also accommodation capacity, access and mobility infrastructures and additional tourism services, waiting for 2005?s World Championship.

    LAUREA SPECIALISTICA A CICLO UNICOSondrio è la città più a nord della Lombardia, situata nel cuore delle Alpi e della Valtellina, di cui ne è il capoluogo. Essa, però, sembra assumere un ruolo puramente amministrativo, lasciando ad altri centri urbani il compito di rappresentare cultura e tradizioni che ugualmente la caratterizzano. Per proporre una visione strategica e di lunga durata per la città di Sondrio si è scelto di indagarne il territorio a tre differenti scale: quella Valtellinese, per comprendere le dinamiche provinciali oltre che la cultura e le tradizioni locali; quella urbana, in cui riversare le informazioni recepite dalle analisi precedenti e comprendere il funzionamento urbano; quella che rappresenta l’ambito di tesi vero e proprio, la via dei Palazzi, per la quale è stato sviluppato un progetto di recupero e rigenerazione urbana. La chiave di lettura del territorio valtellinese è risultata essere legata all’assetto naturalistico del territorio, alla cultura enogastronomica – che vanta numerosi marchi certificati riconosciuti –, a quella artigianale e a quella sportiva, molto diffusa e intrecciata alla fitta rete sentieristica e alle numerose piste da sci ivi presenti. Sondrio si inserisce in questo contesto grazie alla tradizione vitinvinicola rappresentata dai terrazzamenti che circondano la città e riconosciuti come patrimonio immateriale UNECO dal 2018. Grazie ai numerosi percorsi presenti, è possibile attraversare i terrazzamenti stessi insieme alla città, scoprendone le bellezze naturalistiche e del contesto urbano. Tutte le analisi svolte sul territorio urbano, e le considerazioni precedentemente fatte a scala Valtellinese, ci hanno portato a delineare degli interventi guida da applicare in punti strategici della città per contribuire al rilancio della stessa all’interno del territorio Valtellinese. Tra gli interventi tipo per la città di Sondrio si trova quello riguardante la via dei Palazzi, nome dato dall’amministrazione comunale per indicare il percorso che si sviluppa da Piazzetta Carbonera fino alla via del Gesù. Queste vie ricalcano il tracciato dell’antica via Valeriana, la strada principale della Sondrio storica, e unica via di collegamento tra la bassa e l’alta Valtellina. Si trattava quindi di una via commerciale, caratterizzata dai palazzi delle famiglie più nobili della città. Tuttavia, a causa dello sviluppo urbano, la via ha subito un decentramento, e con il tempo ha perso la sua funzione principale, risultando ora in stato di abbandono. Partendo da queste considerazioni il progetto di tesi vuole rilanciare l’antica via Valeriana, e con essa la città di Sondrio, rendendola portatrice e custode delle eccellenze e della cultura valtellinese, grazie all’ideazione di sei diversi itinerari: gastronomico, enologico, artigianale, sportivo, architettonico e culturale. Da qui il titolo della nostra tesi, Sorgiva, acronimo di “Sondrio: Ri-Generazione Itinerante della via Valeriana”. Il percorso di tesi prende due pieghe differenti: da un lato si definisce una sorta di “Manuale di recupero della via dei Palazzi”, dove vengono riportate le linee guida per l’amministrazione comunale per il recupero culturale ed energetico del tracciato; parallelamente, si propone il progetto di recupero di uno degli edifici situati lungo il percorso, organicamente alla nuova veste della via Valeriana.Sondrio is the northernmost city in Lombardy, situated in the heart of the Alps and Valtellina, of which it is the capital. However, it seems to have a purely administrative role, leaving other urban centres to represent the culture and traditions that also characterise it. In order to propose a strategic and long-term vision for the city of Sondrio, it was decided to investigate the territory at three different scales: the Valtellina scale, to understand the provincial dynamics as well as the local culture and traditions; the urban scale, in which to pour the information received from the previous analyses and understand the urban functioning; the scale that represents the real area of the thesis, Via dei Palazzi, for which a project of urban recovery and regeneration has been developed. The key to interpreting the Valtellina territory was found to be linked to the naturalistic layout of the area, the food and wine culture - which boasts numerous recognised certified brands -, the craftsmanship culture and the sports culture, which is widespread and intertwined with the dense network of trails and numerous ski slopes. Sondrio fits into this context thanks to its winegrowing tradition represented by the terraces surrounding the city, which have been recognised as a UNECO intangible heritage site since 2018. Thanks to the numerous paths, it is possible to cross the terraces themselves along with the city, discovering the natural and urban beauty of the area. All the analyses carried out on the urban territory, and the considerations previously made on the Valtellina scale, have led us to outline some guiding interventions to be applied in strategic points of the city in order to contribute to its relaunch within the Valtellina territory. One of this is about the via dei Palazzi, the name given by the municipal administration to indicate the route from Piazzetta Carbonera to Via del Gesù. These streets follow the route of the ancient via Valeriana, the main road of historical Sondrio and the only link between the lower and upper Valtellina. It was therefore a commercial street, characterised by the palaces of the city's noblest families. However, due to urban development, the street has undergone decentralisation, and over time it has lost its main function, and is now in a state of abandonment. Starting from these considerations, the thesis project aims to relaunch the ancient Via Valeriana, and with it the city of Sondrio, making it the bearer and custodian of the excellence and culture of Valtellina, thanks to the creation of six different itineraries: gastronomic, oenological, artisan, sports, architectural and cultural. Hence the title of our thesis, Sorgiva, an acronym for "Sondrio: Itinerant Re-Generation of the Via Valeriana". The thesis path takes two different turns: on the one hand, a sort of "Manual for the recovery of the Via dei Palazzi" is defined, in which the guidelines for the municipal administration for the cultural and energetic recovery of the route are reported; at the same time, the project for the recovery of one of the buildings located along the route is proposed, organically to the new appearance of the Via Valeriana

    Abstract. — The mountainous province of Sondrio, situated in the upper north of Lombardy, is a region where summer tourism is not concentrated and where no great international resort can be found. However, for a few years, it has been awakening to some new and wide winter ambitions. Not withstanding true improvements, the progresses would be much better, had the province not been so poorly connected to the urbanized and rich neighbouring regions.Résumé. — La province montagneuse de Sondrio, dans l'extrême nord de la Lombardie, est une région de tourisme estival diffus, sans grande station de classe internationale. Depuis quelques années, elle se découvre de vastes ambitions hivernales.
