COMPARATIVE ANALYSIS OF CO-FINANCING OF SPORTS AND RECREATION IN SELECTED MUNICIPLATITIES
Namen diplomskega dela je bil analizirati in preučiti financiranje športnih in rekreativnih programov v občinah Domžale in Kamnik ter raziskati podobnosti in razlike v letu 2015.
Področje financiranja športa s strani občin mi je blizu zaradi mojega športnega udejstvovanja in aktivnega ukvarjanja z atletiko zadnjih 12 let, zato sem se odločila za to temo. Kot članica upravnega odbora Atletskega društva AS Domžale sem imela priložnost podrobno se spoznati s sistemom dodeljevanja sredstev.
V diplomski nalogi predstavljam potek financiranja posameznih športnih in rekreativnih programov v vsaki od občin ter primerjam način kandidiranja za sredstva v posameznih športnih društvih.
Ugotovila sem, da sta si občina Domžale in občina Kamnik glede financiranja zelo podobni. V občinah se sicer Pravilnika za vrednotenje športnih in rekreativnih programov rahlo razlikujeta, rezultat končnega sofinanciranja prosilcev pa je zelo podoben. V obeh občinah društva zbirajo točke po posebnih pogojih, na podlagi katerih se jim dodelijo sredstva.
Diplomska naloga je bila posredovana občini Domžale in občini Kamnik ter odgovornim na področju športa, da bi rezultati pripomogli k boljšemu razumevanju sofinanciranja športnih programov.The aim of this diploma thesis was to analyze and examine the financing of sport and recreational programs in municipalities Domžale and Kamnik and further explore the similarities and differences in the year 2015.
This topic was chosen because of my active participation in sports for the last twelve years, as well as being a member of Executive Board of Athletic club AS Domžale. By being a part of this I had the opportunity to better understand the system of resource allocation.
In my thesis, I present the financing of individual sports and recreation programs in the selected municipalities and compare the application of funds in individual sports associations.
The findings of this study revealed that the financing in municipalities Domžale and Kamnik are very similar. While, the rules for the evaluation of sports and recreation programs differ slightly, the final result of co-financing of applicants is very similar. In both municipalities the associations collect points according to specific conditions and requirements. Based on these points they allocate the funds.
My thesis has been presented to municipalities Domžale and Kamnik and to those responsible for the sports sector. This thesis contributes to better understanding co-financing of sports programs by the selected municipalities
Optimisation of the Documentation System of Municipality of Domzale. Te case of Correspondence Control.
Informacijski sistem je podpora pisarniškemu poslovanju in zajema vsa orodja za obdelavo podatkov, tako vhodnih kot izhodnih, vključno z elektronsko pošto. Za vsako učinkovito delovanje organizacije je ključnega pomena dober informacijski sistem. Informacijski sistemi so ključni pri napredovanju in poslovanju same organizacije. S pomočjo dobrega informacijskega sistema organizacije lažje sprejemajo poslovne odločitve ter obdelujejo podatke. Na Občini Domžale ogromno delajo prek e-pošte, še vedno pa je kar nekaj rezerve z vidika, kako pošta - tako fizična kot elektronska - prispe do uradnika, ki je pristojen za njeno reševanje. Problem, ki je trenutno najbolj pereč v Občini Domžale, je sledenje pošti, tako v elektronski kot v tradicionalni obliki. Pozornost je usmerjena predvsem analizi pretoka informacij v Občini Domžale in pripravi predlogov izboljšav obstoječega informacijskega sistema. Namen magistrskega dela je analizirati in predlagati morebitne izboljšave informacijskega sistema v Občini Domžale. S pomočjo rezultatov, ki smo jih pridobili z intervjujem in analizo uporabniškega vmesnika, ki ga Občina Domžale uporablja, smo pripravili predloge za izboljšanje pretoka informacij znotraj Občine Domžale. Predlagali smo tudi vzpostavitev E-vložišča na Občini Domžale in promocijsko kampanjo »Vsak do e-vloge«, s katerima bi olajšali občanom in uradnim osebam na Občini Domžale oddajo dokumentov ter pretok dokumenta znotraj občine.The information system supports office management and includes all data processing tools, both inbound and outbound, including email. Good information system is essential for every effective operation of organization. Information systems are crucial in the advancement and operations of the organization. A good information system helps organizations to easily make business decisions and process data. In Domžale Municipality a lot of work is done via email, but there is still room for improvement in terms of how the physical and electronic mail reaches the responsible clerk. The current most pressing problem in the Municipality of Domžale is mail tracking, both in electronic and traditional form. The purpose of the master\u27s thesis is to analyze and propose possible improvements to the information system in the Municipality of Domžale. With the help of results we obtained through the interview, we have prepared suggestions for improving the flow of information within the Municipality of Domžale. We also propose the establishment of an e-filing in the Municipality of Domžale and a promotional campaign "Everyone to the e-application", which would facilitate both citizens and officials in the Municipality of Domžale submission of documents and the flow of documents within the municipality
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. We have done our best to complete the author checklist relating to the use of animals in the hut study. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
