Meetings Culture and ICT Usage During Meetings in ARIB
The aim of this research was to study meetings culture and electronical multitasking consequent to the usage of mobile phones and laptops during the meetings in Estonian Agricultural Registers and Information Board (ARIB).
A questionnarie was constructed based on theory, reserch questions and organizations quaintness and and sent to 261 workers of the centre of ARIB. 12% finished the questionnarie, resulting 32 filled questionnarie. Outcome was supplemented with an expert-interview, two observations and two informant-interviews.
Meeting is a widely used working method in ARIB and there are rather more paricipants in the meetings than less. Some of the meetings share common values in meeting leadership and well elaborated protocol system, others form different subcultures. Communication direction and style of the meetings are free in ARIB. The satisfaction level is highest with the decision-making meetings and lowest with information meetings. As there are a lot of different workgroup meetings then the level of satisfaction also varies.
Laptops are mostly used related to the meetings and when the meetings don´t demand so much attention, then also to complete other work-related tasks. Mobile phones are mostly used for work or private life related issues. Using laptops during the meetings is not considered disturbing on the contrary to using mobile phones. The directorate of ARIB finds that laptop usage during the meetings is effective; mobile phone usage is limited with unwritten rules. Multitasking enables more effective time use with the jeopardy of information loss. Employees consider the ability to multitask useful until paricipating in the meeting remains primary action.
Author fulfilled the goals of the thesis by answering the research questions. This topic deserves to be researched as ICT use has many possibilities that can be applied to the meetings to make them more effective. Further research could embrace making different studies for different meeting types to map the subcultures.

The structure and the evolution of essential patents for standards: Lessons from three IT standards
This paper examines the structure and the evolution of the patents declared as essential for three major technical standards in information technology (MPEG2, DVD and W-CDMA). These standards have many essential patents, which are owned by many firms with different interests. Many patents have been applied even after the standard was set. We analyze three important reasons for why the essential patents are many and increase over time: they cover a number of different technology fields, there exist R&D competition even in a narrowly defined technology field and a firm can expand its patent portfolio by using continuations and other practices based on the priority dates of its earlier filed patent applications in the USA. Around 40% of the essential US patents for MPEG2 and DVD standards have been obtained by using these applications. However, our empirical analysis suggests that a firm with pioneering patents does not obtain more essential patents, using these practices.standard, essential patent, continuations
Limiting factors for applying organic agriculture fundings in Estonia
Mahetootmine on Eestis hoogsalt laienenud. Suurenenud on nii mahepõllumajanduslike ettevõtete arv kui ka mahetootmise pindala. Üheks kiire arengu põhjuseks on alates 2000. aastast makstav mahepõllumajandusliku tootmise toetus, mis on mõeldud lisakulutuste ja saamata jäänud tulu kompenseerimiseks tavatootmisega võrreldes.
Bakalaureusetöö eesmärgiks on selgitada välja, millised on peamised taimekasvatuse ja aianduse tootmistüübi ettevõtete tootjapoolsed probleemid mahepõllumajanduslike kriteeriumite täitmisel ja mahetoetuste taotlemisel ning millised on Põllumajanduse Registrite ja Informatsiooni Ameti kui toetuste andmise korraldaja peamised taotluste rahastamata jätmise põhjused.
Eesmärgi täitmiseks viis autor töös läbi kaks küsitlust. Esimene küsitlus oli suuntud mahetootjatele, teine küsitlus oli PRIA spetsialistile.
Töö esimeses osas on kirjutatud Euroopa Liidu ühisest põllumajandus-poliitikast, põllumajanduslikust keskkonnatoetusest, maheviljeluse kasulikkusest ning nõuetest mahetaimekasvatajatele. Töö kolmandas osas on kirjutatud mahepõllumajanduslikust taimekasvatusest Eestis, taotluste taotlemisest ning analüüsitud ankeetküsimustike tulemusi.
Tootjatele ostutus kõige keerulisemaks nõudeks mahe sertifitseeritud seemne kasutamine. Selle põhjuseks on välja toodud seemne kättesaadavus. Lisaks otsustus keerukaks eristatavuse tagamine põllumassiivide külgnemisel tavatootjaga.
PRIA statistika alusel on toetustest ilma jäämise peamiseks põhjuseks kohustuse liigne vähendamine, mistõttu on toetussumma vähenenud nulli või tekkinud tagasinõue.Organic farming in Estonia has been growing rapidly. Over the years both the number of companies and area of organic production have increased. One of the reasons for the fast development is the economical support for organic farming, which has been paid to farmers since the year 2000
The aim of this BA thesis is to find out what are the main problems in applying grants for organic farmers, aswell as what are the main reasons for Estonian Agricultural Registers and Informatsion Board, as the organizer, to not fund the applications.
To find out the main problems for farmers in organic farming the author conducted questionnaire survey among Estonian organic farmers and questionnaire survey with a representative of ARIB to get to know their main reasons for rejecting the applications.
First part consists of European Union common agricultural policy, agricultrural enviromental support, benefits of organic farming and requirements for organic farmers. Third part consists of organic plant farming, applying for applications of support and analysis of questionnaire survey results.
The most difficult requirement for the farmers to fulfill is to use certified organic seed, because certified organic seeds are not available to everyone. In addition, another difficult requirement to meet was to ensure the identifiability of organic agricultural land while being beside non-organic land.
ARIB statistics of the year 2014 shows that the main reason for not getting the support is that the reduction of the commitment was too big and therefore the grant has been reduced to zero, or has even been required to be refunded
Implementasi Animasi Motion Graphic Sebagai Media Pembelajaran Bahasa Arab di Madrasah Tsanawiyah Negeri (MTsN) 2 Palembang
The rapid development of technology, especially in learning, must be utilized. Therefore, to compensate for these technological developments, the use of motion graphic learning animation media will facilitate and assist in the teaching and learning process.
With this background, the researcher will develop 2D motion graphic learning media for Grade 8 Arabic Language Learning. Researchers use the Luther method which has 6 stages, namely Concept, Design, Material Collecting, Assembly, Testing, and Distribution (Implementation). To determine the level of feasibility, the author used testing on 5 expert respondents and 30 respondents of 8th grade students of Madrasah Tsanawiyah Negeri (MTsN) 2 Palembang who studied Arabic language subjects with Likert scale calculation techniques.
The results of this test get an assessment from the expert side on average calculated based on the Likert scale getting a score of 92% and is in the "Strongly Agree" category and an assessment from the student side on average calculated based on the Likert scale getting a score of 85.7% and is in the "Very Good" category.Perkembangan teknologi yang sangat pesat terutama di bagian pembelajaran harus dimanfaatkan. Oleh karena itu untuk mengimbangi perkembangan teknologi tersebut penggunaan media animasi pembelajaran motion graphic akan mempermudah dan membantu dalam proses belajar mengajar.
Dengan latar belakang tersebut, maka peneliti akan mengembangkan media pembelajaran berbagis motion graphic 2D untuk Pembelajaran Bahasa Arab kelas 8. Peneliti menggunakan metode Luther yang memiliki 6 tahapan, yaitu Konsep (Concept), Desain (Design), Pengumpulan Bahan (Material Collecting), Pembuatan (Assembly), Pengetesan (Testing), dan Distribusi (Distribution (Implementation)). Untuk mengetahui tingkat kelayakan, penulis menggunakan pengujian terhadap 5 responden ahli dan 30 responden siswa/I kelas 8 Madrasah Tsanawiyah Negeri (MTsN) 2 Palembang yang mempelajaran mata pelajaran Bahasa Arab dengan teknik penghitungan skala likert.
Hasil pengujian ini mendapatkan penilaian dari sisi ahli rata-rata dihitung berdasarkan skala likert mendapatkan skor 92% dan berada di kategori “Sangat Setuju†dan penilaian dari sisi siswa/i rata-rata dihitung berdasarkan skala likert mendapatkan skor 85,7% dan berada di kategori “Sangat Baikâ€
Endülüs Müslümanlarının Avrupa tarım literatürüne katkılarına bir örnek İbnü'l-Avvam'ın Kitabü'l-Filâha adlı eseri ve tarihi değeri
İslam dünyasının tarım el kitapları (Kitâbü’l-Filâha) ile tanışması tercüme faaliyetleri sırasında gerçekleşmiştir. Demokritos’un Kitâbü’l-Filâha’sı, Apsyrtus’un Kitâbü’l-Filâha’sı, Golinos’un Kitab fi’n-Nebat ve makale fi istihraci miyah el-haşayiş adlı kitapları, Anatolius ve Tyanalı Apollinus’un Kitâbü’l-Filâha’ları bilinmeyen mütercimler tarafından Arapçaya çevrilmiştir. Arap dünyasında Kustas er-Rûmî diye bilinen Cassianus Bassus’un eseri de bu dönemde Yunancadan çevrilen tarım kitaplarındandır. Aristo’nun Kitab fi’n-Nebat’ı Huneyn tarafından tercüme edilmiş Sabit tarafından da ıslah edilmiştir. Bu faaliyetlerin dönüm noktasını İbn Vahşiyye’nin Kitabü’l-Filahati’n-Nabatiyye’yi tamamlaması oluşturmuştur. Bu çok büyük eser, bazısı miladi ilk asırlara kadar geriye giden ve yazarları bilinmeyen Süryanice tarım eserlerinin bir çevirisi görünümündedir. Ancak İbn Vahşiyye, bu esere kendi zamanındaki Dicle-Fırat vadileri tarım uygulamalarını yansıtan birçok yeni materyal eklemiştir. Early time works introduced to Arab world some agricultural information. Some of the ancient philosopher has added to this some new information in this Islamic era. More original works of the Islamic world has appeared in many parts of the world. Their oldest one has been written by five prominent scientist in Muslim Spain at the end of the XIth century. İbn Vafid, İbn Bessal, İbn Haccac el-İşbilî, Ebü’l-Hayr el-İşbilî and Tığneri. The works of these authors are in contact with each other created a school related to agriculture including with experiment and folklore studies, plant inspection, observational travel and the ancient texts. Many of these writers was under the patronage of the monarch. They turned to the botanical gardens and experimental farm lands of monarch. İbnü’l-Avvam’s Kitâbü’l-Filâha is the comprehensive work of Spanish-Arab studies in the second half of the XII nd century. Thirty-five-parts work of manuscripts have translated both in Arabic and various languages and have been published many times reaching present-day. In this work İbn Vahşiyye is mainly used and author often speaks of Spanish-Arab predecessors. This work translated into Turkish by Muhammad b. Mustafa b. Lütfullah in 998 (1590).This book, although there was often referring to earlier Works, it was shown an original work by Lucie Bolens from the University of Geneva. The first three sections of the book is related with the plants and five sections of it is dedicated to the cultivation of the pets. In the section on agriculture, 585 plants are introduced and fifty-five of them are fruit trees.Various diseases of trees and grapevines owned, vaccination technique, structural characteristics of the soil, fertilization procedures and treatment methods are explained. The expediency of changing the chopping requirements based on the example of Viljandi and Valga County
Magistritöö Linna- ja tööstusmaastike korralduse õppekavalToetused on muutunud põllumajandustootjatele lisasissetulekuallikaks. Hekseldamise
nõude ümber oleva problemaatika vähendamiseks on oluline selgeks teha, miks seda on
hakatud piirama. Magistritöö eesmärk on koostada analüüs hekseldamise nõude
muutumise otstarbekusest ning selgitada välja, kas heksli maha jätmise keelamine on
põhjendatud või toimitakse põllumajandustootjate suhtes ebaõiglaselt. Töö aitab kaasa
arusaamisele, miks hekseldamist on hakatud piirama. Töö eesmärgi täitmiseks on seatud
järgmised uurimisülesanded:
• anda ülevaade hekseldamise nõude muutumisest ning milline on see aastatel 2017-
2019;
• välja selgitada hekseldamise positiivsed ja negatiivsed mõjud
põllumajandustootjatele ja keskkonnale;
• välja selgitada Viljandi- ja Valgamaa põllumeeste suhtumist hekseldamise
piiramisse;
• välja selgitada, kuidas suhtuvad PRIA, Keskkonnaamet ja Maaeluministeerium
hekseldamise piiramisse.
Esimese uurimisülesande täitmiseks on kasutatud peamiselt PRIA publikatsioone ja
artikleid, mis olid seotud otsetoetuste nõuetega. Teise uurimisülesande täitmiseks on
kasutatud vaatlust, teadusartikleid rohumaade hooldamise teemal ning sarnaseid
uuringuid. Materjalide läbitöötamisel on kasutatud kvalitatiivset tekstianalüüsi ja
kvantitatiivset uurimismeetodit. Magistritöö kolmanda uurimisülesande täitmiseks
koostati küsimustik Viljandi- ja Valgamaa põllumajandustootjatele. Neljanda uurimisülesande täitmiseks viidi läbi kaks poolstruktureeritud intervjuud PRIA ja
Keskkonnaameti ametnikega ning saadeti küsimustik Maaeluministeeriumi ametnikule.
2019. aastal tuleb hekseldatud rohi kokku koguda, põhjuseks on toetuste suunamine
aktiivsetele põllumajandustootjatele. Hekseldamise negatiivsed mõjud on järgmised:
hekseldamisest on saanud eraldi tegevusharu, hekseldamine piirab aktiivset tootmist,
tõusevad maade hinnad, põllulindude arvukus langeb, liigirikkus väheneb, toitainete
sisaldus suureneb jne. Positiivseteks mõjudeks on sissetulek, sobivus taastamisvõtteks,
kasutamine halva ligipääsetavuse ja madala haljasmassi kvaliteediga põldudel ning
vaadete avatud hoidmine. PRIA ja Keskkonnaameti ametnike arvates on hekseldamise
nõude karmistumine põhjendatud, sest sellest on kujunenud eraldi tegevusharu.
Hekseldamise positiivseks mõjuks on rohumaade taastamine. Maaeluministeeriumi
ametniku arvates on hekseldamine marginaalsel tasemel, kuna see moodustab vaid 6 %
väljamakstavast toetussummast.
Magistritöö autori arvates on hekseldamise nõude karmistumine põhjendatud, sest sellel
on eelkõige negatiivne mõju keskkonnale. Käesolev magistritöö aitab
põllumajandustootjatel paremini mõista, miks hekseldamise kasutamine rohumaade
hooldamisel ei ole hea mõte.Area payment schemes have altered to additional source of income for agricultural
producers. To lessen the problematic discussions over chopping requirements it’s essential
to explain why it is being restricted. The aim of current master’s thesis is to compose an
analysis about the expedience of changing the requirements on grasslands chopping in
Estonia and to ascertain the justification of prohibition of leaving chopped grass on fields
and the possibility that legislators are acting unfairly towards agricultural producers. It
should contribute to the understanding of why chopping the grasslands is restricted. To
achieve the goal author raised four research tasks:
• to give an overview, how the requirements on chopping the grasslands in Estonia
have changed in past and what are the distinctions in 2017-2019;
• to ascertain negative and positive impacts of chopping the grasslands to
environment and agricultural producers;
• to find out the attitude in relation to restrictions of chopping among farmers in
Viljandi and Valga county;
• to survey the stands towards restrictions of chopping the grasslands among public
servants in Estonian Agricultural Registers and Information Board (ARIB),
Environmental Board and Ministry of Rural Affairs.
To achieve first research task mainly articles and publications related to requirements of
area-related aid from Estonian Agricultural Registers and Information Board were
elaborated. To achieve second research task observation and elaborating scientific articles
and similar surveys about maintaining the grasslands were used. To work through the
material qualitative and quantitative text analysis were used. To achieve third research task a questionnaire was prepared for agricultural producers in Viljandi and Valga county.
To achieve fourth research task two semi-structured interviews were conducted with the
public servants of Estonian Agricultural Registers and Information Board and
Environmental Board and one questionnaire was distributed to the servant of Ministry of
Rural Affairs.
From 2019. and further on its prohibited to leave chopped grass on fields. The requirement
is established to refer subsidies to active agricultural producers. Negative impact of
chopping the grasslands is related to fact that chopping has become a source of subsistence
for non-producers, which limits the possibilities of expanding for active agricultural
producers, increases the land prices, decreases the direct support unit rates, the multiplicity
of wild birds, declines the biodiversity and increases the soil fertility. As a counterbalance
to this positive impact of chopping the grasslands is a considerable income for owners of
permanent grasslands, it’s suitable for grassland restoration and puddles cleaning likewise
is the best option for maintaining grasslands with poor access and low grass quality.
Public servants from Estonian Agricultural Registers and Information Board and
Environmental Board believe that restricting the requirements is reasonable as chopping
has become an individual branch of economy. In their opinion positive effect related to
chopping is the restoring of unused grasslands. The servant from Ministry of Rural Affairs
considers chopping grasslands marginal as it forms only 6 % from the amount paid out for
area-related support.
Author of current master’s thesis considers the restriction of chopping requirements
grounded as it first and foremost has negative impact to environment. Current master’s
thesis helps agricultural producers realize why chopping is not the best way to maintain
grasslands
Verification of the handwritten book of Ebu?l-Fazl Muhammed b. Ca'fer el-Herevî Mefâhiru?l-Makâl fi?l-Mesâdiri ve?l-Ef`âl from 191 page to the end
Biz bu çalışmamızda hicrî IV. asrın önemli müelliflerinden biri olan Ebu'l-Fa?l Muhammed b. Ca'fer el-Munzirî el-Herevî (ö. 329/940)'yi ve ona ait olan Mef?hiru'l-Mak?l fi'l-Mes?diri ve'l-Ef'?l adını taşıyan eseri tahkik etmeye ve eserin bir sözlük olması hasebiyle sözlükbilim hakkında kısaca bilgi vermeye çalıştık. Tez, giriş ve üç bölümden oluşmaktadır. Giriş bölümünde, eser bir sözlük olması nedeniyle ve eserin daha iyi anlaşılması için genel olarak sözlük ve sözlükbilim, ve Arap dili ve edebiyatında sözlük ve sözlük türleri hakkında bilgi vermeye çalıştık. Birinci bölümde, müellifin şahsi ve ilmi kişiliğini araştırdık ve inceledik. Gördük ki, Ebu'l-Fa?l Muhammed b. Ca?fer el-Herevî, pek fazla tanınmayan ancak zamanının en ünlü hocalarından dersler alan, Arap dili ve edebiyatına vâkıf ve bu alanda eserler veren bir müelliftir. Ebu'l-Fa?l Muhammed b. Ca?fer el-Herevî, tamamı Arap dili ve edebiyatıyla ilgili olan dört adet eser yazmıştır. Bu eserlerden sadece tahkikini yaptığımız bu esere ve onun da İstanbul Köprülü Kütüphanesi'nde bulunan tek nüshasına ulaşabildik. Diğer eserlerininde, bu denli kapsamlı ve geniş eserler olduğunu ve Arap dili ve edebiyatında bir boşluğu kapatacağını düşünmekteyiz. İkinci bölümde, tahkîkini yaptığımız Mef??iru'l-Ma??l fi'l-Me??diri ve'l-Ef??l adlı eser hakkında bilgi vermeye çalıştık. Eser, Muhammed b. Ca?fer el-Herevî tarafından, kendisinden bu alanda çalışma yapılması istenmesi üzerine, döneminin ilmi birikimiyle, son harfine göre hazırlanan, bablara göre kısımlandırılan alfabetik bir sarf sözlüğüdür. Müellif, bu eserde az kullanılan, ?arib ve ilk bakışta anlaşılamayan kelimeleri sarf babları altında ve son harf sistemine göre inceleyerek yazmıştır. Kelimelerin önce tanımlarını vermiş sonra da bu kelimenin geçtiği ayet, hadisleri, sahabe ve tabiin sözlerini kısaca, iki üç kelimeyle zikretmiştir. Müellif şahit getirirken de döneminin özelliği gereği kaynak göstermemiştir. Üçüncü bölümde ise eserin tahkikini yaparak çalışmamızı tamamladık. Bu tahkiki yaparken yazma eserler ve tahkik yolları hakkında ön bilgiler edindikten sonra, ilmi kriterlere uygun olarak yapmaya özen gösterdik. Araştırmamızın, inceleme ve tahkikimizin birinci hedefi bu eseri gün yüzüne çıkarmak idi. Bunu ne kadar muhkem ve mükemmel bir şekilde ilim dünyasının kazandırabilirsek kendimizi o kadar başarılı sayabiliriz.In this study, we tried to mention about Muhammad b. Abu'l-Fazl Ja'fari Munzir el-Herevi (d. 329/940) which was one of the important writer of the IV.century, and verify his work ?Mef?hiru'l-Makal Fi'l- Mes?diri vel-Ef'?l? and tried to give an overview of `sözlükbilim? because it is a dictionary. Thesis consists of three parts with the introduction. In the introduction part, we tried to provide information about the dictionary and lexicology in general to make the work understood better because it is a kind of dictionary,and also mentioned about dictionary and the types of dictionary in Arabic language and literature. In the first section, we have examined and investigated the writer's personal and scientific personalities. We have seen that, Abu'l-Fazl Muhammad b. Ja'far al-HEREVI, a writer which was not much recognized, but got education from the most famous teacher of his time, was aware of the Arab language and literature and had works in this area. Abu'l-Fazl Muhammad b. Ja'far al-HEREVIN, had written four works all that is associated with the Arab language and literature.We were able to reach only this work which we tried to verify and the only copy of it which is kept in İstanbul Bridge Library .We think that his other works,that such comprehensive and extensive works, will bridge a gap in Arab language and literature. In the second part, we tried to provide information about the work named ?Mef?hiru'l-Makal Fi'l -Mes?diri vel- Ef?l?. The work, is an alphabetical dictionary which is divided into chapters ,and prepared according to the last letter with the accumulation of knowledge of his period, by Muhammad b. Ja'far al-HEREVI for the request upon this field of study. Author wrote the words which are freak and can not be obvious at first glance with the last letter system according to the chapter, rarely used in this work. He, at first gave the definitions of words, then mentioned the verses, hadith, sahaba and tabi?un speeches briefly with two or three words which it took place. Author did not show the source as the characteristics of the period while bringing a witness. In the third section of the work we have completed our work by doing the verification. While writing these works, we paid attention to do it in accordance with scientific criteria after gaining advance information about verification ways and handwritten works. The first goal of our research, review and verification is to bring this work to light. How perfectly we can bring this work into science world, so much we can accept ourselves as successful
