Re-questioning the Dialectic of Cultural Economies, Productive Forces and Production Relations in the Era of On-Demand Platforms
This study has aims to discussion on the new era of cultural economies and the on-demand platforms dialectics between platforms through a discussion that it has set up in Turkey. To a large degree, discussing the impact of a limited number of global platforms brought to the fore by the new era of capitalism, also called platform capitalism, on the restructuring of the media industry and its components, the study questions the function of platforms in the production of capitalist value through the critique of political economy and comparative policy analysis method. In the conclusion part of the study, it evaluates Turkey's near-term national development plan and develops a series of alternative proposals for Turkey in the field of cultural economies

RECONSIDERING AN ALTERNATIVE COMMUNICATION POLICIES IN ACCOMPAINED BY DIGITAL TRANSFORMATION
Bu çalışma, ulusal medya ekosistemleri üzerinde yükselen platform yayıncılığı dönemine dair alternatif bir iletişim ve kültür siyasası modelinin nasıl gelişebileceğini tartışmayı amaçlamaktadır. Karşılaştırmalı bir iletişim ve kültür siyasası analizi ile ekonomi politiğin eleştirisi yöntemlerini kullanan çalışma, Türkiye örneğinde platform yönetişimine dair bir dizi alternatif öneri getirmektedir. Küresel kültürel akış dikkate alındığında, medya ekosisteminin yeni oyun kurucusu olan platformların yerel kültür üreticileri için bir dizi olumlu katkısının olduğunu çözümleyen çalışma içerisinde, küresel ve yerel diyalektiği kültürel akış üzerinden değerlendirilmektedir. Bu doğrultuda çalışma boyunca, çoğulcu ve çok sesli bir iletişim ve kültür politikasının alternatif bir yönetişim eliyle nasıl düzenlenebileceğine dair somut öneriler geliştirilmiştir.This study has aimed to open a discussion on the possibilities and restrictions of alternative communication and cultural policies under the hegemony of platform broadcasting era which is rising on the national media ecosystems. In this sense, the present study employed a comparative communication and cultural policy analysis and criticism of political economy. After the comprehensive analysis of the opportunities of alternative communication and cultural policy options, the present study offers a number of alternative proposals for platform governance, specifically, in the case of Turkey. Considering the global cultural flow, the present study analyses that the platforms, which are the new playmakers of the media ecosystem, have a number of positive contributions to local cultural producers, and the global and local dialectic is evaluated through the cultural flow. In this direction, concrete suggestions have been developed throughout the study on how a pluralistic and polyphonic communication and cultural policy can be regulated by an alternative governance

Creative Industries, Communication Studies and Higher Education Ecosystem: Rethinking Communication Studies Within the Case of Creative Industries
This study has aimed to open a discussion on the mutual interactions between creative industries and the higher education ecosystem. It should be noted that while creative industries are seen as the new welfare and employment source of countries within the dynamics of cognitive capitalism conditions, it poses an important question to the higher education ecosystem, exactly how intellectual capital is needed in the transformation of knowledge societies can be developed. Nevertheless, these industries' have not gained prominence in the higher education ecosystem, but for their economic functions, at least, in the case of Turkey's higher education. However, the fact that not having found a place with a holistic and consistent higher education ecosystem as the creative industries, at least in Turkey, apart from the economic functions. In this way, the study evaluates the reciprocal dialectics between creative cultural industries and the higher education ecosystem in accordance with the global experiences and noteworthy cases for the different countries. This study conducted questioning of the dialectic between the creative industries and higher education by performing a comparative education policy analysis for the first time in the literature developed a set of alternative governance proposals on the higher education ecosystem of Turkey. In this context, the present study has offered a number of alternative governance models for Turkey's creative industries education. Towards the dominant debates in the literature, this study led to a new discussion on a new set of values in the direction of the socially innovative university, instead of the entrepreneurial university model of the neo-liberal policy in the higher education ecosystem accompanied by the creative industries
From state-controlled media to video-on-demand platforms: Rethinking global cultural flows and television viewers’ changing habits in the case of Turkey
This study aims to open a discussion on the changing face of cultural imperial-ism within the context of contemporary capitalism's conditions and the changing habits of Turkish television viewers. Although the past two decades have witnessed a growing interest in both the changing patterns of television viewing habits and viewers' class status, this process has focused almost exclusively on the West and specifically Euro-American metropolitan viewers' experiences. By contrast, very few studies have directly addressed other contexts, specifically, television view-ers in non-western countries. Based on cultural proximity and cultural discount theories, this study analyses the reasons and outcomes behind Turkish televi-sion viewers' ongoing tendency towards the video-on-demand platforms, such as Netflix, HBO, Hulu, Amazon Prime Video or their domestic counterparts, like Puhu or Blu TV, under Turkey's ongoing modernization process. The results suggest that video-on-demand platforms provide particular interest for televi-sion viewers while offering relative freedom from state-controlled public media or strictly regulated private channels. Nevertheless, these platforms have appealed to both Turkish upper-middle-class viewers and younger viewers who have the cultural background to enjoy and appreciate the content on offer. This study also indicates how access to streaming platforms in Turkey mainly relies on the class status of television viewers, and that this kind of cultural flow, to some extent, creates a digital divide in Turkey
An Assessment on the Internet of Things as Both a Space and an Apparatus of the Public Policies
Bu çalışma, isminde de yer aldığı üzere, kamu politikalarının uzamı ve aracı olaraknesnelerin internetini karşılaştırmalı bir siyasa analizi üzerinden özellikle gelişmekteolan ülkeler bağlamında ele almaktadır. Ülkelerin bilgi toplumuna dönüşüm süreçlerininönemli bir bileşeni olarak nesnelerin interneti ekosistemini, gelişmiş ülkelere göre sosyal,siyasal, kültürel ve ekonomik bağlamlar öncelikli olmak üzere yapısal farklılıkları bulunangelişmekte olan ülkeler perspektifinden bakarak değerlendirmek anlamlı bir çaba olarakdeğerlendirilmelidir. Bu doğrultuda çalışma, nesnelerin interneti ve bileşen bilgiteknolojilerini Türkiye örneğinde bir “fırsatlar” ve “tehditler” alanı olarak tartışmaktadır.Çalışmanın sonunda, Türkiye için nesnelerin interneti yönetişimi bağlamında bir diziöneri geliştirilmiştir.This study, as mentioned in its title, deals with the internet of things as both a space or medium and an apparatus of public policies, specifically in the context of developing countries via the lens of comparative political analysis. To assess the internet of things ecosystem as an important component of the transformation process of the countries into the knowledge society from a perspective of developing countries which are differentiating primarily political, cultural and economic contexts, should be considered as a meaningful effort. In this sense, the present study debated the internet of things ecosystem and associates information technologies synchronically “opportunity” and “threats” realm for developing countries in the case of Turkey. At the end of the study, the present study would offer some recommendations for Turkey’s newly established internet of things ecosystem governance
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
