IMPLEMENTASI PERMENDES PDTT NO. 7 TAHUN 2020 (Studi di Tiyuh Panaragan, Kecamatan Tulang Bawang Tengah, Kabupaten Tulang Bawang Barat)
ABSTRAK
Sebagaimana yang terdapat dalam Permendes PDTT No. 7 Tahun 2020 yang menyatakan
bahwa masyarakat yang berhak menerima BLT-DD ialah keluarga miskin dengan kriteria berupa
keluarga yang kehilangan mata pencaharian atau pekerjaan, belum terdata menerima program
keluarga harapan, bantuan pangan nontunai, bantuan sosial tunai dan kartu pra kerja, serta yang
mempunyai anggota keluarga yang rentan sakit menahun/kronis. Namun dari 185 Keluarga yang
masuk kategori penerima manafaat, hanya 141 Keluarga yang mendapatkan BLT-DD di Desa
Tiyuh Panagan, artinya adanya pembagian BLT-DD yang tidak merata di Tiyuh Panaragan. Oleh
sebab itu penulis memilih judul “Implementasi Permendes PDTT No. 7 Tahun 2020 (Studi di
Tiyuh Panaragan, Kecamatan Tulang Bawang Tengah, Kabupaten Tulang Bawang Barat)”
dengan rumusan masalah: 1. Bagaimana implementasi Permendes PDTT No. 7 tahun 2020 di
Tiyuh Panaragan?. 2. Bagaimana penyaluran program Bantuan Langsung Tunai dalam
meningkatkan taraf hidup masyarakat. Tujuan dari penelitian ini adalah 1. Untuk mengetahui
implementasi penyaluran program BLT-DD di Desa Tiyuh Panaragan. 2. Untuk mengetahui
penyaluran BLT-DD di Desa Tiyuh Panaragan.
Metode yang digunakan dalam penelitian ini yaitu penelitian kualitatif yang bersifat
deskriptif dengan jenis penelitian lapangan (field researh) dengan metode pengambilan sampel
yaitu purposive sampling. Teknik pengumpulan data yaitu observasi, wawancara dan
dokumentasi. Teknik pemeriksaan keabsahan data dalam penelitian ini adalah trigulasi teknik.
Berdasarkan dari hasil penelitian dapat disimpulkan bahwa; pertama, Implementasi PDTT No 7
Tahun 2020 di Desa Tiyuh Panaragan telah menghadirkan mashlahat bagi warga. Hal ini
dikarenakan langkah yang diambil oleh pemerintah Desa dalam menciptakan keadilan bagi
warga. Tebukti dengan adanya aturan main bagi yang warga yang tidak menerima manfaat BLT
DD namun masuk kategori penerima manfaat akan diberikan bantuan dalam bentuk lain, yaitu
bantuan yang dikeluarkan oleh pemerintah Kabupaten Tulang Bawang Barat. Sehingga dalam
implementasi PDTT No 7 Tahun 2020 di Desa Tiyuh Panaragan tidaka ada unsur mudharat,
melainkan telah mencapai mashalat bagi seluruh warga. Kedua, BLT-DD yang diterima oleh
masyarakat telah membantu menunjang perekonomian masyarakat. Pemberian bantuan dengan
menggunakan dana desa dan juga bantuan dari pemerintah Kabupaten merupakan pola distirbusi
dalam upaya meningkatkan taraf hidup masyarakat. Rangkaian bantuan yang disalurkan adalah
cara dalam menciptakan keadilan sosial dan menjadi salah satu penunjang perekonomian bagi
warga yang terdampak pandemi covid-19 di Desa Tiyuh Panaragan

ABSTACT
The provision of BLT-DD is part of the Covid-19 non-natural disaster management. As
stated in Permendes PDTT No. 7 of 2020 which states that people who are blessed to receive
BLT-DD are poor families with criteria in the form of families who have lost their livelihoods or
jobs, have not been registered to receive the family of hope program, non-cash food assistance,
cash social assistance and pre-employment cards, and who have members families who are
prone to chronic/chronic illness. However, of the 185 families that were included in the
beneficiary category, only 141 families received BLT-DD in Tiyuh Panagan Village. Therefore,
the author chose the title "Implementation of the Minister of Village Regulation No. PDTT. 7 of
2020 (Study in Tiyuh Panaragan, Tulang Bawang Tengah District, Tulang Bawang Barat
Regency)” with the formulation of the problem: 1. How is the implementation of Ministerial
Regulation PDTT No. 7 years 2020 at Tiyuh Panaragan?. 2. How of the distribution of the Cash
Direct Assistance program in improving the standard of living of the community. The objectives
of this study are 1. To determine the implementation of the distribution of the BLT-DD program
in Tiyuh Panaragan Village. 2. To find out the BLT-DD distribution in Tiyuh Panaragan Village.
The type of research in this thesis is field research. The nature of this research is descriptive
analysis. Sources of data obtained from this study are primary data obtained directly from the
source, either through observation, interviews, and documentation and is also equipped with
secondary data. Then the data is processed by editing and systemizing. After all the data was
collected, the writer conducted a qualitative data analysis to produce descriptive data using
inductive thinking methods.
Based on the results of the study it can be concluded that; First, the implementation of
PDTT No. 7 of 2020 in Tiyuh Panaragan Village has brought benefits for residents. This is due
to the steps taken by the village government in creating justice for the citizens. As evidenced by
the rules of the game for residents who do not receive BLT DD benefits but are included in the
category of beneficiaries, they will be given assistance in other forms, namely assistance issued
by the Tulang Bawang Barat Regency government. So that in the implementation of PDTT No. 7
of 2020 in Tiyuh Panaragan Village, there is no element of harm, but it has achieved mashalat
for all residents. Second, there are supporting factors and inhibiting factors in the process of
distributing BLT DD in Tiyuh Panaragan Village. Supporting factors include the enthusiasm of
the residents and the disclosure of information carried out by the government apparatus of Tiyuh
Panaragan Village. Meanwhile, the inhibiting factors are geographical conditions and limited
infrastructure facilities in Tiyuh Paragan Village, limitations of the Village Fund Budget (ADD),
and delays in fulfilling administrative requirements. The supporting and inhibiting factors in the
process of distributing BLT DD are a series in creating social justice and being one of the
economic supports for residents affected by the COVID-19 pandemic in Tiyuh Panragan Village.

Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. We have done our best to complete the author checklist relating to the use of animals in the hut study. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
