The History and Sustainability of the CBA in Estonia
Estonia has had a currency board arrangement (CBA) for more than 10 years. Due to the successful performance of the Estonian economy under a CBA the current position of the Bank of Estonia is to maintain its exchange rate regime until full participation in the EMU, inter alia, during Estonia’s participation in ERM 2. Therefore, it is necessary to analyse the reasons for maintaining the CBA in the past and whether it is a viable option in the future. The main aim of this paper is therefore to give an overview of the history of the Estonian CBA and examine the different aspects of its sustainability. In section 2 the article describes the basic features of the CBA in general and the Estonian CBA in particular and discusses the rationale for the choice of a CBA in Estonia. The third section of the article describes the main developments of the Estonian economy during the last 10 years. Both financial sector and real sector developments are briefly discussed. In the fourth section, we assess the sustainability of the Estonian CBA. We specifically analyze whether the preconditions for the successful performance of the CBA are in place. First, we examine the fiscal policy stance after the introduction of the currency board with special emphasis upon the period strongly influenced by external shocks (1997–1999). Secondly, we discuss the flexibility of the real sector of the economy. For this purpose the flexibility of wage setting, movements in the real exchange rate and changes in foreign trade are discussed. Thirdly, we analyse the resilience of the banking sector by looking at its performance during the external shocks experienced during the Asian and Russian crises. The article concludes that the Estonian economy fulfils the main economic preconditions for the sustainability of the CBA – sufficient fiscal discipline, flexibility of the real sector and resilience of the financial sector. Therefore, the CBA could be considered a suitable exchange rate arrangement before Estonia’s entry to the third stage of the EMU.Estonia; Currency Board
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. "Closing the R&D Gap, Evaluating the Sources of R&D Spending"
Both spending and tax policies have been implemented in the United States with the goal of stimulating private sector research and development (R&D). Karier questions whether current R&D policy, especially the research and experimentation tax credit, can contribute to closing the gap between nondefense expenditures on R&D in the United States and such expenditures in other countries, such as Japan and Germany. He also explores possible changes to our current R&D policy to make it more effective.

Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

Language and Aisthesis. From Herder's genetic model to Plessner's reticular model
The article describes the logic of the senses shared by Herder and Plessner. This logic contrasts the "linguistic reductionism", that is, the error of bringing all the experience back into the verbal context. This reductionism in fact denies the sensorial differentiation, that is the ontological value of the plural ways we experience. In the final part the differences between Herder and Plessner are shown, While the former has a rather traditional "bottom up" approach (from the senses to the ideas), the latter has a synergistic approach, where sensitivity carries out its permanent influence on intellectual operations, both incoming (from perception to idea) and outgoing (from idea to perception, that is, to the embodiment of thought into signs and symbols)
Standard cocycles: Variations on themes of C. Kassel's and R. Wilson's
Central extensions of Lie algebras can be understood and classified by means of 2-cocycles. The Lie algebras we are interested in are "twisted forms" (defined by Galois descent) of algebras of the form g⊗ kR with g split finite-dimensional simple over a base field k of characteristic 0 and R a commutative unital and associative k-algebra (such algebras are ubiquitous in modern infinite-dimensional Lie theory). We introduce a special type of cocycle that we called standard. Our main result shows that any cocycle is cohomologous to a unique standard cocycle. As an application we give a precise description of the universal central extension of the twisted forms of g⊗ kR mentioned above. This yields a new proof of a classic theorem of C. Kassel [8]. For multiloop algebras, we obtain a "twisted" version of Kassel's result (which is due to R. Wilson [21] in the case of the affine Kac-Moody Lie algebras).Fil: Pianzola, Arturo.
