Nonlinear conductivity in CaRuO3 thin films measured by short current pulses
Metals near quantum critical points have been predicted to display universal out-of-equilibrium behaviour in the steady current-carrying state. We have studied the nonlinear conductivity of high-quality CaRuO3 thin films with residual resistivity ratios up to 57 using microsecond-short, high-field current pulses at low temperatures. Even for our shortest pulses, Joule heating persists, making it impossible to observe an intrinsic nonlinearity. Comparing with THz spectroscopic results, we can establish a clear window for the pulse duration needed to observe the predicted universal nonlinear conductivity

From Stakeholder Management to Stakeholder Accountability
Confronted with mounting pressure to ensure accountability vis-Ã -vis customers, citizens and beneficiaries, organizational leaders need to decide how to choose and implement so-called accountability standards. Yet while looking for an appropriate standard, they often base their decisions on cost-benefit calculations, thus neglecting other important spheres of influence pertaining to more broadly defined stakeholder interests. We argue in this paper that, as a part of the strategic decision for a certain standard, management needs to identify and act according to the needs of all stakeholders. We contend that the creation of a dialogical understanding among affected stakeholders cannot be a mere outcome of applying certain accountability standards, but rather must be a necessary precondition for their use. This requires a stakeholder dialogue prior to making a choice. We outline such a discursive decision framework for accountability standards based on the Habermasian concept of communicative action and, in the final section, apply our conceptual framework to one of the most prominent accountability tools (AA 1000). THE AIM OF THIS PAPER IS TO INVESTIGATE THE IMPORTANCE OF THE INTERPRETATION IN THE JOSEF ESSER'S CONCEPTION AND THE INFLUENCE OF HIS THOUGHT IN THE CONTEMPORARY LEGAL CULTURE. FOLLOWING THE AUTHOR'S THOUGHT, THE SUBJECT'S APPROACH IS FOCUSED ON THE PROBLEM OF LAW'S INTERPRETATION/APPLICATION, THAT LEADS, EQUALLY, TO A REEVALUATION OF THE METHODOLOGICAL QUESTION. THEREFORE, THE STUDY GOES TO THE ANALYSIS OF SOME CONCEPTS USED BY ESSER, AS WELL AS TO THE METHODOLOGY DEVELOPED BY THE AUTHOR, INSTRUMENTS THROUGH WHICH IT DISCLOSES THE INTERPRETATIVE PROCESS HE CONSIDERED. Duale Ausbildung, ›Jugendgarantie‹ oder zusätzliche Hilfsfonds: Was tun gegen die Jugendarbeitslosigkeit in Europa?
Wie ist das Problem der Jugendarbeitslosigkeit zu lösen? Volker Rieke, Bundesministerium für Bildung und Forschung, stellt die bilateralen Berufsbildungskooperationen des BMBF als Beitrag für mehr Jugendbeschäftigung in Europa vor. Gerhard Bosch, Universität Duisburg-Essen, betont, dass die hohe Jugendarbeitslosigkeit strukturelle und konjunkturelle Ursachen, die man mit unterschiedlichen Maßnahmen angehen muss, hat. Die Einführung dualer Berufsausbildung erfordere einen Umbau von Institutionen, der nur langfristig zu erreichen sei. Friedrich Hubert Esser, Bundesinstitut für Berufsbildung, Bonn, unterstreicht, dass das Arbeitsmarktrisiko von jungen Menschen sehr stark von der aktuellen Situation der jeweiligen nationalen Arbeitsmärkte geprägt wird, die wiederum entscheidend von den Wirtschaftsstrukturen und der Wirtschaftskraft abhängt. Die aktuellen Probleme, die viele Länder in Südeuropa in diesem Bereich haben, könnten deshalb auch nicht allein durch eine Reform ihrer Berufsbildungssysteme behoben werden. Klaus-Dieter Sohn und Sebastian Czuratis, Centrum für Europäische Politik, Freiburg, sehen vier Bereiche, die reformiert werden sollten: 1. müsse sich die Ausbildung an den Bedürfnissen der Unternehmen orientieren, ein erfolgreicher Weg sei die duale Ausbildung, 2. solle der Mindestlohn abgeschafft werden, 3. müsse die Arbeitnehmermobilität gefördert und 4. der Arbeitsmarkt flexibilisiert werden. Auch Felix Rauner, Universität Bremen, sieht in der Einführung der dualen Berufsausbildung das Instrument zur Bekämpfung der Jugendarbeitslosigkeit. Er weist aber auch darauf hin, dass ihre Einführung langfristige ökonomische Entwicklungsprozesse und den Wandel von Bildungstraditionen voraussetze. Günter Lambertz, Deutscher Industrie- und Handelskammertag, hebt hervor, dass für den Erfolg des im deutschsprachigen Raum verbreiteten Systems der Berufsausbildung die enge Verknüpfung von Ausbildungs- und Arbeitsmarkt entscheidend ist

Author of the classic Democracy in America, the French thinker Alexis de Tocqueville (1805-1859) also revealed himself to be a refined analyst of the social question, in two essays he wrote on the question of pauperism, between 1835 and 1837. These texts, which remained practically unpublished in Brazil, were translated by Professor Helena Esser dos Reis (UFG), in the book Democracy and Misery (Almedina Brasil, 2020), which also contains a series of six essays by renowned interpreters of the author\u27s work. The work in question not only sheds light on aspects still little investigated in Tocquevillian thought, but also represents a great contribution to the current debate on the problem of poverty and social inequality.Autor del clásico Democracia en América, el pensador francés Alexis de Tocqueville (1805-1859) también se reveló como un refinado analista de la cuestión social, en dos ensayos que escribió sobre la cuestión del pauperismo, entre 1835 y 1837. Esos textos, que quedaron prácticamente inéditos en Brasil, fueron traducidos por la profesora Helena Esser dos Reis (UFG), en el libro Democracia y miseria (Almedina Brasil, 2020), que también contiene una serie de seis ensayos de reconocidos intérpretes de la obra del autor.
