    "Put your own house in order first": local perceptions of EU influence on Romani integration policies in the Czech Republic

    This article examines the influence of the European Union (EU) on the development and implementation of Romani integration policy in the Czech Republic from the perspective of those responsible for policy delivery. Based on analysis of key policy documents and research conducted in the Czech Republic, this article first examines how Romani integration became a more important issue during membership negotiations and then discusses how the criticism of the European Commission's Regular Reports was received by those responsible for implementing pro-Romani policies. Finally, the paper assesses how the status of full EU membership has impacted on integration policy. The article concludes that while funding for Romani integration projects has benefitted some groups, the overall impression of the EU is of a remote institution, quick to criticise and unwilling to practise what it preaches

    Towns in the regional policy of activation of peripheral areas – choosing problems – the case of northern Poland

    In Polish regions there are big differences of the level of development between metropolitan areas (and others surroundings of big cities) and peripheral ones. These differences refere also to the factors and chances of development – in the peripheral areas there are little of them. What could help the activation of those areas is the development of some of the cities, including the localization of the investments. But the development usually requires the support of regional politics resources. In the area of the authors' interests there are problems of regional politics, 1) Which cities should be supported to activate the best peripheral areas of the regions? 2) What kind of transformations of the city space should be supported as part of that politics? Author analyses the problems and relations presented above and designs scenarios of activation of the chosen peripheral areas of provinces in northern Poland.

    The author is a librarian of the HathiTrust partnership, California. He describes the beginning and the development of a huge collaborative project comprising around 60 American libraries. Its mission is “To contribute to the common good by collecting, organizing, preserving, and sharing the record of human knowledge”. HathiTrust has organized a great common repository of digitized library materials. The reposytory provides open access to over 10 million digital units.     De Rijksplanologische Dienst (thans het DG Ruimte) wil weten wat er gebeurt met ruimtelijke planningsstelsels onder de invloed van de EU en Europa zonder grenzen. De Delftse onderzoekers Martin de Jong en Jochem de Vries hebben zich verdiept in de Vlaamse wereld van de ruimtelijke planning. Ze onderzochten of beleidsoverdracht vanuit Nederland plaats heeft gevonden en hoe dat werkte. Door de gemeenschappelijke taal zou dat toch geen al te grote problemen moeten geven. Ze beschrijven de verschillende bestuursculturen en constateren, dat de Vlamingen voor hun Ruimtelijk Structuurplan uit 1997 van o.a. de Nederlanders geleerd hebben, maar dat de Nederlandse planners nogal op zichzelf gericht zijn. Ze bevelen aan om meer kennis uit te wisselen, met name bij grensoverschrijdende projecten.OT

    The paper deals with doing business support on the part of all the towns (138) in the Slovak Republic. It analyses the ways how Slovak towns currently support doing business in their territories. A special attention is paid to the instruments used in a practice on the part of the towns and also a place of doing business support in the strategic documents of the towns. It results from the strategic documents (mainly from the strategies of economic and social development of the towns), but also from own empirical investigations done in the period 2008 – 2010 within solving some projects in which the author was involved.

    Education for labour market on the school level is neglected in Poland. Concentration on university degree and general education caused the decrease of interest of vocational education of qualified workers (needed on labor market). To the most important problems in management in the area of vocational education belong: 1. Increasing number of lower secondary schools graduates choosing general secondary schools and willing to continue education at universities. 2. Decreasing interest of vocational education. 3. Lack of information of labour market requirements and very inefficient cooperation between labour market and educational system. 4. Graduates knowledge, qualifications, skills and attitudes does meet labour market needs. To solve these problems the Author suggests to create the cluster initiative in educational system (as a part of research of the project “Creation the cluster initiatives in education systemâ€Â; caring out in Silesian University of Technology; financed by Ministry of Science and Higher Education; no 0193/B/H03/2010/39). The paper presents good practices in vocational education to implement in the initiative and a map of categories of solution. Research also indicated barriers and abilities of the implementation those solutions (or elements of them). The proposal to adapt the education to labour market requirements is based on integrated research and monitoring on cluster initiative’s participants. They are: pupils, educational area (mainly: schools directors and teachers), employers and local governments. The paper also highlights the model of cluster initiative in education. Research helped to indicate areas of the best climate to create cluster initiative, barriers and difficulties, ways of communication, range of corporation in the initiative. Indicated operations, processes and role of participants in cluster initiative will help to create the expert system to support educational management in conjunction with labour market needs. The idea of expert system is to activate communication between potential participant in cluster initiative. Making decisions on the basis of scientific research will make them rational. A tool used by every participant will help to create cluster initiative in education (firstly very narrow) and to support functioning of the cluster initiative.

    Overview of the 2019 open-source IR replicability challenge (OSIRRC 2019)

    The Open-Source IR Replicability Challenge (OSIRRC 2019), organized as a workshop at SIGIR 2019, aims to improve the replicability of ad hoc retrieval experiments in information retrieval by gathering a community of researchers to jointly develop a common Docker specification and build Docker images that encapsulate a diversity of systems and retrieval models. We articulate the goals of this workshop and describe the "jig" that encodes the Docker specification. In total, 13 teams from around the world submitted 17 images, most of which were designed to produce retrieval runs for the TREC 2004 Robust Track test collection. This exercise demonstrates the feasibility of orchestrating large, community-based replication experiments with Docker technology. We envision OSIRRC becoming an ongoing community-wide effort to ensure experimental replicability and sustained progress on standard test collections.Web Information System
