Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

The existing EU legal frameworks (e.g., clinical trials and advanced therapy medicinal products, data protection, in vitro diagnostic medical devices, medical devices, and fundamental rights) are relevant for regulating human genomic technologies and should be able to cope with many of the challenges that they pose. However, SIENNA research has identified various gaps and challenges that must be addressed in order to ensure ethical and human rights respectful design, development, deployment, and use of genomic technologies and to further the right to enjoy the benefits of scientific progress and its applications. This brief presents some of the urgent actions required and recommendations for the European Union institutions, and the Member States.

Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Pētījumā tiek analizēti administratīvās atbildības loma veselības aprūpe, tās formulējums, pārkāpumu sastāvi un to piemērošanas problēmas. Rezultātā tika konstatētas problēmas sakarā ar privāto un publisko tiesību sadalījumu, fizisko un juridisko personu atbildības nodalīšanu un sankciju samērīguma noteikšanu un secināts, ka ņemot vērā jaunu sabiedrisko attiecību attīstību ir pieaudzis ar administratīvo atbildību aizsargājamo tiesību un tiesisko interešu būtiskums. Līdz ar to, administratīvajai pārkāpumu lietai veselības aprūpē vienmēr ir jāvērtē tās krimināllietas potenciāls, uz to attiecas soda neizbēgamībās princips, augstāki pierādīšanas standarti, kuri sevī ietver seku novērtēšanas pienākumu. Darbs sastāv no 78 lappusēm.The topic of the master's thesis is "Administrative responsibility in health care". The paper analyses the role of administrative responsibility in health care, its formulation, the composition of offences and the problems of their application. As a result, problems were identified with the division of private and public law, the separation of responsibilities between natural persons and legal entities and the proportionality of sanctions. In conclusion author concluded that the importance of administrative and legal interests has increased in the light of emerging of new public relations. Thereby, an administrative violation case in health care must be always evaluated as the potential criminal case, so it is subject to the principle of inevitability of punishment and has higher standards of proof, which includes the obligation of assessing the consequences. Legal aspects of germ cell donation and topical problems in Latvia

Maģistra darba nosaukums ir „Dzimumšūnu ziedošanas tiesiskie aspekti un aktuālās problēmas Latvijā”. Dzimumšūnu ziedošanas koncepts ietver plašu sabiedrības daļu – dzimumšūnu donorus, par kuriem brīvprātīgi var kļūt ikviena persona konkrētā laika posmā.
Autore uzskata, ka darbā aplūkotais temats ir aktuāls, jo valstī pastāv liela nepieciešamība pēc ziedotajām dzimumšūnām, par ko liecina ik gadu pieaugošie neauglības rādītāji valstī.
Autore rezumē, ka ziedotās dzimumšūnas kalpo kā palīglīdzeklis pilnīgas seksuālās un reproduktīvās dzīves īstenošanā, tādēļ ir nepieciešama stingra noteiktība tiesiskā regulējuma ietvaros, tādējādi valstiskā līmenī izpildot Satversmes 110.pantā un Seksuālās un reproduktīvās veselības likuma 1.pantā noteikto valsts pienākumu personu pamattiesību īstenošanā un aizsardzībā. Latvijas normatīvā regulējuma ietvaros pastāv nenoteiktība attiecībā uz tādām būtiskām dzimumšūnu ziedošanas etapa sastāvdaļām, kā vienota kompensācijas apmēra noteiktība valstiskā līmenī un problemātiska dzimumšūnu donora definējuma piemērojamība atšķirīgos apstākļos.
Maģistra darba mērķis ir, izpētot aktuālo problemātiku dzimumšūnu donoru tiesiskajās attiecībās ar valsti, identificēt problēmas tiesību aktu ietvaros un izvirzīt priekšlikumus attiecībā uz izmaiņām dzimumšūnu ziedošanas reglamentējošo tiesību aktu ietvaros.
Maģistra darba empīriskās daļas pētījuma rezultātā tika secināts, ka ar Latvijā spēkā esošo tiesisko regulējumu attiecībā uz dzimumšūnu ziedošanu, nav iespējams nodrošināt pilnīgu personu seksuālo un repoduktīvo tiesību aizsardzību. No darba ietvaros gūtajiem pētījuma rezultātiem izriet, ka patreiz spēkā esošais tiesiskais regulējums atzīstams par neelastīgu jo negarantē ik vienas dzimumšūnu ziedošanā iesaistītās personas pamattiesību aizsardzību salīdzinošos apstākļos.
Maģistra darba saturiskais apjoms ir 78 lapas.The title of the master's thesis is "Legal aspects of germ cell donation and topical problems in Latvia”". The concept of germ cell donation includes a wide section of society - gamete donors, who can become volunteers on a voluntary basis. The author believes that the topic discussed in the work is topical, because there is a great need for donated germ cells in the country, which is evidenced by the growing number of infertility rates in the country.
The author summarizes that donated germ cells serve as an aid in the implementation of full sexual and reproductive life, therefore strict certainty is needed within the legal framework, thus fulfilling the state obligation in the implementation and protection of fundamental rights of persons at the state level . Within the framework of Latvian regulatory framework, there is uncertainty regarding such essential components of the germ cell donation stage, such as the certainty of a uniform amount of compensation at the national level and the problematic applicability of the germ cell donor definition in different circumstances.
The aim of the master's thesis is to study the current problems in the legal relations of gamete donors with the state, to identify problems within the framework of legal acts and to put forward proposals regarding changes within the framework of legal acts regulating gamete cell donation.
As a result of the research of the empirical part of the master's thesis, it was concluded that with the legal regulation in force in Latvia regarding germ cell donation, it is not possible to ensure full protection of sexual and reproductive rights of persons. It follows from the results of the research that the current legal regulation is considered inflexible because it does not guarantee the protection of the fundamental rights of every person involved in the donation of gametes in comparative conditions.
