    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed.     Proposal for the Update of PGIRS Programs in Chía, Cundinamarca

    Este trabajo desarrolla una propuesta de actualización al plan de gestión integral de residuos sólidos (PGIRS) del municipio de Chía, Cundinamarca; está fundamentada en el marco metodológico establecido en la Resolución 0754 de 2014, para la formulación, implementación, evaluación, seguimiento, control y actualización de los PGIRS. La propuesta de actualización se estructuro en tres fases: (1) actualización de la línea base que permitió caracterizar la situación actual del municipio respecto a la gestión de residuos sólidos, mediante parámetros económicos, sociales, ambientales, técnicos y operativos mediante información secundaria obtenida de las entidades territoriales. (2) identificación de las problemáticas centrales para gestión integral de residuos sólidos, mediante el análisis de causas y efectos (representado en árbol de problemas), seguido de la priorización de estas problemáticas, de la misma manera se planteó los árboles de objetivos como base para la resolución de las mismas. (3). Actualización de los programas del PGIRS, teniendo en cuenta el marco normativo, los cambios diagnósticos identificados en la línea base, la identificación de problemas y planteamiento de objetivos, tomando en cuenta además los programas y proyectos existentes en el PGIRS vigente del municipio de Chía, incluyendo medios de verificación e identificación de riesgos de cada uno de los proyectos que conforman los trece programas establecidos por la resolución 0754 de 2014, se incluye además el cronograma y plan financiero propuestos. A pesar de los esfuerzos institucionales, los niveles de aprovechamiento siguen siendo bajos y persiste una alta proporción de residuos dispuestos en el relleno sanitario (78% del total generado). Se identificaron causas estructurales como la desarticulación interinstitucional, falta de planeación, debilidades en la cultura ciudadana y baja cobertura de campañas educativas. Se destaca también la inestabilidad operativa de las asociaciones de recicladores y la necesidad de fortalecer su sostenibilidad e inclusión. En total se desarrollaron 13 programas y 17 proyectos, incluyendo tres programas que no estaban incluidos en el PGIRS actualmente vigente del municipio, elaborado en el año 2015. Esta propuesta de actualización responde a los cambios de dinámicas poblacionales, económicas y ambientales que ha sufrido el municipio, reforzando así la gestión integral de los residuos sólidos en todos los aspectos contemplados a nivel normativo mediante la formulación de nuevos proyectos y fortalecimiento de los ya existentes dentro de los programas del PGIRS vigente. Se destaca la gran importancia la ampliación de coberturas en distintas áreas de prestación del servicio de aseo, así como en el fortalecimiento estructural del servicio de aprovechamiento de residuos.This work presents a proposal for updating the Integrated Solid Waste Management Plan (PGIRS) of the municipality of Chía, Cundinamarca. It is based on the methodological framework established in Resolution 0754 of 2014 for the formulation, implementation,evaluation, monitoring, control, and updating of PGIRS. The update proposal was structured in three phases: (1) Updating the baseline, which allowed for a characterization of the municipality's current situation regarding solid waste management, using economic, social, environmental, technical, and operational parameters, based on secondary information obtained from local entities. (2) Identifying key issues in integrated solid waste management through a cause-and-effect analysis (represented in a problem tree), followed by the prioritization of these issues. Objective trees were also developed as a basis for resolving the identified problems. (3) Updating the PGIRS programs, taking into account the regulatory framework, diagnostic changes identified in the baseline, the identified problems, and the defined objectives. This also considered the existing programs and projects in the current PGIRS of Chía, including verification methods and risk identification for each project within the thirteen programs established by Resolution 0754 of 2014. The proposal also includes a timeline and financial plan. Despite institutional efforts, recovery levels remain low, and a high proportion of waste (78% of total generated) continues to be disposed of in the sanitary landfill. Structural causes were identified, such as lack of inter-institutional coordination, insufficient planning, weak public awareness, and limited coverage of educational campaigns. The operational instability of recycler associations was also noted, along with the need to strengthen their sustainability and inclusion. A total of 13 programs and 17 projects were developed, including three programs that were not included in the currently valid PGIRS of the municipality, prepared in 2015. This update proposal responds to changes in population, economic, and environmental dynamics experienced by the municipality, thus reinforcing integrated solid waste management in all aspects defined by current regulations. It emphasizes the importance of expanding service coverage in various areas of waste management and structurally strengthening the waste recovery system

    El presente trabajo de pasantía tiene como objetivo apoyar las actividades encaminadas al diseño e implementación del plan institucional de gestión ambiental (PIGA) para la alcaldía municipal de Soacha. En el desarrollo y cumplimiento de la propuesta se realizó inicialmente un diagnóstico de la gestión ambiental en la entidad, en 10 sedes propias de la alcaldía, por medio de un análisis de la situación actual donde se establece el uso del recurso hídrico y energético en las actividades que aquí se desarrollan, así como el manejo de los residuos sólidos, buscando con esto establecer medidas adecuadas de gestión, orientadas a lograr una mejora racional en el uso de los recursos naturales. El diagnóstico realizado incluyó de forma inicial un análisis preliminar de la información de las sedes la cual fue suministrada por parte de la alcaldía municipal, se seleccionaron 10 sedes propias donde se implementará inicialmente la propuesta de PIGA por concentrarse en ellas la mayor parte de las dependencias de la administración municipal, posteriormente se realizó una revisión ambiental inicial (RAI) a través de inspecciones a las sedes relacionadas, donde fue posible realizar la identificación de aspectos e impactos ambientales, los cuales, fueron evaluados de manera posterior con el fin de enfocar los programas de gestión ambiental a los impactos más significativos. Al terminar el diagnóstico fue posible realizar una formulación de los diferentes programas y las actividades que los integran, en búsqueda de fortalecer las buenas prácticas ambientales en los trabajadores de la entidad, de esta forma se planteó el desarrollo de cuatro programas integrados en el plan, nombrados de la siguiente forma: programa de ahorro y uso eficiente del agua, programa de ahorro y uso eficiente de la energía, programa de manejo integral de residuos sólidos y programa de movilidad sostenible. Posteriormente fue posible obtener el documento compilatorio donde se describen los programas y actividades a desarrollar en la fase de implementación del plan institucional de gestión ambiental PIGA para la alcaldía municipal de Soacha.The objective of this work is to support the activities aimed at the design and implementation of the institutional environmental management plan for the Soacha mayor's office. In the development and fulfillment of the proposal, a diagnosis of environmental management was initially carried out in the entity, in 10 offices of the mayor's office, through an analysis of the current situation where the use of water and energy resources is established in the activities that are developed here, as well as the management of solid waste, seeking with this to establish adequate management measures, aimed at achieving a rational improvement in the use of natural resources. The diagnosis carried out initially included a preliminary analysis of the information on the venues which was provided by the municipal mayor's office, 10 of their own venues were selected where the proposal will be initially implemented because they have most of the dependencies of the municipal administration, later an initial environmental review was carried out through inspections of the related sites, where it was possible to identify environmental aspects and impacts, which were later evaluated in order to focus the environmental management programs on the most significant impacts. At the end of the diagnosis, it was possible to make a formulation of the different programs and the activities that integrate them, in search of strengthening good environmental practices in the entity's workers, in this way the development of four integrated programs in the plan was proposed, named as follows: program for saving and efficient use of water, program for saving and efficient use of energy, program for comprehensive management of solid waste and program for sustainable mobility.     El presente documento tiene como finalidad realizar una guía metodológica para la elaboración de planes de gestión integral de residuos sólidos, haciendo énfasis en supermercados de mediana complejidad, debido a que no existe una guía como tal que ayude a estas pequeñas empresas a formar parte de la conciencia ambiental, con el manejo de sus basuras, siendo esta una problemática ambiental, que por normatividad debe ser gestionada, de manera que pueda ser acogido por cualquier organización que esté en esta categoría con el objetivo de brindar una herramienta clave para el mejoramiento de la eficiencia en la gestión de residuos. El documento tiene varias etapas, en donde explícitamente se da a conocer el paso a paso para su correcta implementación, por ende, consta de un diagnóstico general, un análisis técnico, solución de problemas por medio de la implementación de programas y proyectos seguido de un plan financiero y la implementación evaluación y seguimiento del plan de gestión integral de residuos sólidos, por último pero no menos importante encontramos la revision y actualizacion si es necesario, para culminar con esta guía metodológica, dejando algunas recomendaciones, guiadas por la normatividad vigente de los residuos sólidos y en constancia de nuestros conocimientos.The purpose of this document is to produce a methodological guide for the development of comprehensive solid waste management plans, with emphasis on medium-complexity supermarkets, since there is no guide as such that helps these small companies to be part of the environmental awareness, with the management of its garbage, this being an environmental problem, which by regulations must be managed, so that it can be accepted by any organization that is in this category with the aim of providing a key tool for the improvement of the efficiency in waste management. The document has several stages, where the step-by-step for its correct implementation is explicitly disclosed, therefore, it consists of a general diagnosis, a technical analysis, problem solving through the implementation of programs and projects followed by a financial plan and implementation, evaluation and monitoring of the comprehensive solid waste management plan, last but not least we find the review and update if necessary, to culminate with this methodological guide, leaving some recommendations, guided by the current regulations of the solid waste and in keeping with our knowledge

    “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.     Dispelling the Myths Behind First-author Citation Counts

    We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more sophisticated methods
