Universal Statistical Properties of Inertial-particle Trajectories in Three-dimensional, Homogeneous, Isotropic, Fluid Turbulence
We obtain new universal statistical properties of heavy-particle trajectories in three-dimensional, statistically steady, homogeneous, and isotropic turbulent flows by direct numerical simulations. We show that the probability distribution functions (PDFs) P(Φ), of the angle Φ between the Eulerian velocity u and the particle velocity v, at a point and time, scales as P(Φ) ∼Φ−, with a new universal exponent ≃ 4
"The fruits of independence": Satyajit Ray, Indian nationhood and the spectre of empire
Challenging the longstanding consensus that Satyajit Ray's work is largely free of ideological concerns and notable only for its humanistic richness, this article shows with reference to representations of British colonialism and Indian nationhood that Ray's films and stories are marked deeply and consistently by a distinctively Bengali variety of liberalism. Drawn from an ongoing biographical project, it commences with an overview of the nationalist milieu in which Ray grew up and emphasizes the preoccupation with colonialism and nationalism that marked his earliest unfilmed scripts. It then shows with case studies of Kanchanjangha (1962), Charulata (1964), First Class Kamra (First-Class Compartment, 1981), Pratidwandi (The Adversary, 1970), Shatranj ke Khilari (The Chess Players, 1977), Agantuk (The Stranger, 1991) and Robertsoner Ruby (Robertson's Ruby, 1992) how Ray's mature work continued to combine a strongly anti-colonial viewpoint with a shifting perspective on Indian nationhood and an unequivocal commitment to cultural cosmopolitanism. Analysing how Ray articulated his ideological positions through the quintessentially liberal device of complexly staged debates that were apparently free, but in fact closed by the scenarist/director on ideologically specific notes, this article concludes that Ray's reputation as an all-forgiving, ‘everybody-has-his-reasons’ humanist is based on simplistic or even tendentious readings of his work

I/O-Automata based formal approach to Web Services Choreography
Web Services are heterogeneously developed software components invoked over the network viz. the internet. Their main objective is to provide desired outputs in exchange of specified inputs. In the setting of service oriented architecture, Web services play a vital role by allowing computations to be carried out in a distributed fashion via communication between services over the network. This is commonly referred to as Web service composition. This amounts to investigating whether (and how) various services can be utilized in tandem to develop new services desired by a client.
A wide range of problems needs to be addressed before service composition can be deployed in practice. These problems range from developing standard language representation for composite services to resolving semantic/vocabulary mismatch between services participating in a composition. In this dissertation we study the problem of synthesis of a mediator/choreographer in Web service composition
for a given set of services and a goal. Services and goal are represented using i/o automata.
The central theme of our technique relies on generating i/o automata representation of all possible choreographed behaviors of existing services (captured in form of universal service automaton, a concept introduced) and verifying that the goal can be simulated by the universal set of choreographed behaviors. Such a technique is subject to state-space explosion. In light of this, we have developed a tabled logic programming technique which generates and explores compositions in a goal-directed fashion to prove/disprove the existence of choreographer and to infer whether the desired functionality is realizable. We present a prototype implementation and show the practical applicability of our technique using composition problems with the corresponding computational savings in terms of number of states and transitions explored.
However, such a centralized choreography mechanism can involve communication/computation overhead that can be reduced through its decentralized realization. With this as motivation, we next
study the problem of synthesizing a decentralized choreography strategy that will have an optimum overhead for service composition by developing a set of site-specific choreographers working concurrently to implement a desired goal service. Each communication/computation is quantified by a cost. We develop algorithms that takes as input the existing services, the goal service, the costs and produces as an output a set of site-specific choreographers that optimally realize the goal service using the
existing services. The optimization would be different in cases of the goal automaton without loops (workflow) or with loops (certain operations can be repeated any number of times).
The contribution of this work lies in the automata-theoretic formal approach to the formulation and the systematic solution of the choreographer synthesis problem as well as formulation of the optimal decentralized choreographer synthesis problem and its solution. The contributions include a methodology for computing cost of automata (with or without cycles), given cost of its transitions, and a generalized solution of the optimized decentralization service composition problem.</p
Durba Mitra. Indian Sex Life: Sexuality and the Colonial Origins of Modern Social Thought
In Indian Sex Life, the Harvard University professor of Women, Gender and Sexuality, Durba Mitra, seeks to explore the presence of the prostitute in Indian imaginary as an epistemological concept that she believes to be the key to comprehending the consolidation of Indian social sciences. In fact, the author defines the presence of the prostitute as an official subterfuge that was used by the colonial government in order to control women’s desires and sexuality. Mitra opens her book by stati..
The combined incidence of taxes and public expenditures in the Philippines
Incidence studies of fiscal policy in developing countries typically examine either the distribution of tax burdens or the incidence of public expenditures. But the central issue for policymakers is the combined or net incidence of fiscal activities. One reason that combined incidence studies are so rare is that they require detailed data on both taxation and public spending. The authors show that the net incidence of fiscal policy in a country with average data - the Philippines - can be estimated using a variety of data sources and tools, using simplifying assumptions. For 20 years, the Philippine economy has experienced a series of balance of payments crises triggered by fiscal crises. It has had an unsatisfactory record of poverty alleviation. The authors examine net fiscal incidence to find out how poverty will be affected by the rise in taxes and the cut in spending. They found that: 1) the incidence pattern of taxes is basically neutral. Contrary to expectations, indirect taxes are only slightly regressive; and 2) it is the pattern of expenditures that drives the combined incidence, which is progressive.Public Sector Economics&Finance,Environmental Economics&Policies,Health Systems Development&Reform,Economic Theory&Research,Health Economics&Finance,Environmental Economics&Policies,Public Sector Economics&Finance,Economic Theory&Research,Health Economics&Finance,Banks&Banking Reform
Towards a relevant legal aid logic and strategy in India
The author explores a system of legal aid that will work towards alleviating the inaccessibility of the legal system that has pervaded India since its colonial past. This inaccessibility in terms of jargon and process is further exacerbated by the dialectic system of justice. In exploring the triangulation of justice through trigonometric analysis, Mitra underscores that the dialectic process is a clear interaction of systemic need, further highlighting the need for a legal aid strategy. The arguments for legal aid can be based on welfare under Article 39A of the Constitution, on due process under Articles 21 and 22 of the Constitution, and thirdly, as the author argues as a dialectic systemic need. To work towards this systemic rationale for legal aid the author argues the need for a legal literacy programme shall try to make two sections of the people nearer so that conflict-management can be easier.
