Standardized acceptance factor average (SAFA): Conceptual framework
No full textThis paper discusses the SAFA framework that facilitates the process of decision making - acceptance or rejection of an article for possible publication. Generally, such decision is made based on the reviewers' opinion in a complex way which is often very difficult to make because of associated human errors. Since all the assigned reviewers do not evaluate an article from the similar point of view and level of skills, there always may be a chance of biasness. If it is possible to minimize this bias as well as the impact of human error, a decision can be made with high efficiency. In this paper we intend to focus on the SAFA framework that proposes a way to minimize the above said bias and human error as well in evaluating an academic article for publication

SAFA was administered to a cohort of 97 patients, aged from 8.8 to 18, with an ED diagnosis. Age, body mass index (BMI) and BMI standard deviation score were analyzed. Furthermore, while looking for linkable risk factors, we evaluated other data that took an influence over the SAFA profile, like parental separation and family components’ number. Compared to the range of statistical normality (based on Italian population), patients with bulimia nervosa or binge-eating disorder showed higher and pathologic values in specific subscales. When analyzing sex, males showed more pathologic values in most anxiety-related, obsessiveness–compulsiveness-related and insecurity subscales. A correlation among age, BMI and specific subscales (low self esteem, psychological aspects) emerged in participants with anorexia nervosa. In order to plan more appropriate diagnostic and therapeutic approaches in children or adolescents suffering from ED, the SAFA test can be an important instrument to evaluate psychiatric symptoms. Therefore, we propose to include this useful, simple self-administered test as a new screening tool for ED diagnosis. Safa'nın gazeteciliğini ele almaktadır. Genellikle edebiyatçı yönüyle bilinen
Peyami Safa, uzun yıllar faal gazeteciliğin içinde olmuş, fıkra, makale, tefrika,
röportaj gibi pek çok gazete yazı türünde eserler vermiştir. Bu çalışmanın
amacı Peyami Safa'nın gazetecilik faaliyetlerini ve düşünce dünyasını ortaya
çıkarmaktır. Peyami Safa, zarurî sebeplerle çocuk yaşta çalışmaya başlamış,
okumaya olan istidadından dolayı kendi kendini inşa etmiştir. Yazar, 20. asrın
ilk yarısına şahitlik etmiş, Türkiye'nin pek çok meselesi üzerine kafa yormuş
bir münevverdir. Bu çalışma da bu dönemin siyasî ve içtimaî hadiselerinin bir
gazeteci gözüyle nasıl incelendiği sorusuna cevap arayacağı için önemlidir.
Peyami Safa, gazete yazılarında sanat, edebiyat, dil ve eğitim gibi kültürü
yakından ilgilendiren konular hakkında görüş, düşünce ve kanaatlerini
bildirmiş, tespit ettiği meselelere çözümler teklif etmiştir. Bu çalışma yazarın
kültürle ilgili düşüncelerini, dolayısıyla bir dönemin kültür meselelerini de
inceleyecektir. Peyami Safa'nın gazeteciliği, kültür ve fikir hayatında önemli
yeri olan meseleleri gazete sütunlarına taşıdığı ve bunları ilmî bir şekilde ele
aldığından dolayı fikir gazeteciliği çerçevesinde incelenmelidir. Tarihî ve
kronolojik bir yöntem uygulanan bu çalışmada Safa'nın sıklıkla üzerinde
durduğu konular tespit edilmiş ve tahlil edilmiştir.This study discusses the journalism of Peyami Safa, one of the important authors of
Turkish press and literature history. Known generally as a man of letters, Peyami
Safa has had included in active journalism for many years and produced many
works of art in newspaper article genre such as jokes, article, discursion, and
interview. The purpose of this study is to reveal the journalism activities and world
of thought of Peyami Safa. Peyami Safa started to work due to compulsory reasons
and developed himself by virtue of his aptitude in studying. The author is an
intellectual who witnessed the first half of 20th century and worked through many
problems of Turkey. This study is essential as it seeks an answer to the question of
how political and social issues of this period are investigated from the aspect of a
journalist. Peyami Safa has had reported his remarks, opinions and thoughts about
the subjects interesting culture such as art, literature, language and education
particularly in his columns and offered solutions to determined problems. This study
is going to investigate the cultural issues of a period besides the opinions of the
author concerning culture. The journalism of Peyami Safa, as he conveyed the
problems having an essential place in culture and opinion world in his columns and
discussed them as scientific studies, should be examined within the scope of
Opinion Journalism. In this study, in which historical and chronologic methods are
applied, the subjects that Safa put emphasis on frequently have been determined
and analyzed
A preemption-based scheduling algorithm for WiMAX networks
No full textSeveral scheduling techniques were designed for the base station (BS) of IEEE 802.16e wireless interoperability of microwave access networks. However, depending on the BS scheduler alone to determine the servicing order of each connection might affect the accuracy of the scheduling process because the BS does not necessarily have enough up-to-date information about the current state of the connections at the subscriber station. In this paper, we propose a preemption-based scheduling algorithm that focuses on improving the quality of service requirements of real-time service flow classes. The proposed algorithm incorporates two schedulers, one at the BS and another one at the subscriber station. We have implemented and integrated the proposed algorithm with the network simulator NS2 using the Network and Distributed Systems Laboratory wireless interoperability of microwave access module. No full textTo promote a common concept of sustainability assessment, the FAO published guidelines for the Sustainability Assessment of Food and Agriculture Systems (SAFA).
The aim of this paper is to present and discuss a method, which operationalises the SAFA-Guidelines at farm level, based on the concept of Multi-Criteria Analysis. The
assessment method determines the degree of goal achievement of the 58 SAFA subthemes using a set of over 300 indicators, which is adapted according to farm type and region. It is therefore globally applicable, able to identify differences in different areas of sustainability between farms and can complement existing methods such as LCA

No full textOn dokuzuncu yüzyılın önemli düşünürlerinden olan Peyami Safa birçok konuda eser yazmıştır. Bu çalışmada; düşünürün yazdığı eserlerden yola çıkarak Peyami Safa ahlâk anlayışı ele alınmıştır. Çalışmamızda, Peyami Safa'nın hayatı, ilmi kişiliği ve eserleri hakkında bilgilere yer verildi. Ahlâk konusuna genel bir bakış yapılarak, Peyami Safa'nın ahlaka bakışı teorik ve pratik ahlak anlayışı başlıkları altında incelenmeye çalışılmıştır. Peyami Safa'ya göre ahlak, ilk insandan günümüze kadar hayatın her alanını ilgilendiren önemli bir olgudur. Ahlâk birey için önemli olduğu kadar toplumsal yaşantı için de önemlidir. Çünkü insanları ayakta tutan ahlâk, bu sayede toplumların ayakta kalmasını sağlamaktadır. Bu bağlamda her milletin kendine özgü bir ahlâk anlayışı vardır denilebilir. Dolayısıyla toplumdan topluma ahlâk kuralları zaman zaman değişiklik arz edebilir. Peyami Safa'nın ahlak anlayışı din kaynaklı olup toplumun ve ailenin korunması temeli üzerine kuruludur.Peyami SAFA the important thinkers of the nineteenth century, has written a lot of works, on variety of subjects. In this study, based on the works written by thinker, Peyami SAFA?s ethics are discussed. In our study the information about Peyami SAFA?s life, scientific personality, and works was included. By making a general point of view of morality, it is examined under the headings of Peyami SAFA?s view of morality, and his theoretical and practical understanding of moralitiy. Moralitiy according to Peyami SAFA; from the first person to present, a significant phenomenon concerning all spheres of life as the morality is important for individual; it is also important for social life as well. Because it is the morality which is holding people standing so that it remainssociety standing. In this context, it can be said that every nation has a unique understanding of morality. So, code of ethics may sometimes vary from society to society. Peyami SAFA?s sense of morality from religion is built on the foundation of protection of society and family
