    Collusion in the Private Health Insurance Market: Empirical Evidence for Chile

    In September 2005, the Chilean Competition Authority filed a complaint against the 5 largest private health insurance providers for violation of antitrust laws. The 5 providers were accused of colluding to reduce the coverage of the plans offered to customers between March 2002 and March 2003. The main fact is that during that period these 5 providers reduced the coverage offered from 100% for hospitalization and 80% for ambulatory care to 90% and 70% respectively. As usual the observation of parallel conduct is not enough to infer collusion and it is required to observe additional factors that allow us to reject the hypothesis of providers behaving competitively. In this paper, we show that some specific characteristics of the health insurance markets generate barriers to entry and switching costs that allow the possibility of a collusive agreement. Then, we adapt an imperfect competition model of product differentiation to derive some testable propositions that allow us to distinguish between competition and collusion outcomes in the health insurance market in Chile. Finally, we show econometric evidence consistent with a collusive agreement among the 5 largest providers and inconsistent with a competitive equilibrium. . In particular, by comparing the prosecuted and non-prosecuted open Isapres before and during the collusive period, we show that sales efforts of the accused Isapres were reduced during the transition period toward lower-quality plans, that the profitability of the two groups of Isapres increased, and that the rate of transfers within the group of accused Isapres fell during the transition period.Tacit Collusion, Isapres, Health Insurance, Conscious Parallelism, Plus Factors.

    Modelos agropecuarios sustentables para el partido de Saavedra (Buenos Aires)

    p.153-165El objetivo de esta última etapa en el partido de Saavedra (provincia de Buenos Aires) fue la elaboración de modelos sostenibles mediante la rotación de actividades ganaderas y agrícolas. Se empleó la programación Monte Carlo con supuestos provenientes de tecnologías utilizadas por los productores y se obtuvieron alrededor de 30.000 modelos. Aquí se presentan sólo 30 modelos tecnológicamente descriptos. Se calcularon los siguientes indicadores: carga animal (EV-ha), producción de carne (kg,ha), eficiencia del stock (porcentaje), margen bruto (MB) ganadero, MB agrícola y MB total. Los promedios de los indicadores en Saavedra, en el orden precitado, fueron, en los modelos: 0,71; 141,1; 52,8; 46,0; 183,8 y 92,9, respectivamente, y en los sisemas reales: 0,54; 86,0; 34,8; 40,7; 88,2 y 58,0, respectivamente. Los resultados demostraron que los sistemas de Saavedra tienen mayores potenciales productivos y económicos que los actuales y que es factible alcanzarlos con tecnología conocida y de bajo costo

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed.     An overview of "omic" analytical methods applied in bioactive peptide studies

    Nowadays, there is an increased interest in health-promoting functional foods, whereby consumers hold higher expectations of health-promoting Benefits beyond basic nutrition. Dietary proteins provide a rich source of bioactive peptides, which are hidden in a latent state within the native protein, requiring enzymatic proteolysis for their release. Bioactive peptides can be produced during in vivo gastrointestinal digestion and/ or food processing. Lactic acid bacteria are among the most widely microorganisms used as starter cultures for the production of fermented foods, and through their proteolytic system, they contribute to the release of bioactive peptides from dietary proteins. In vitro and in vivo studies demonstrated several biological functions attributed to bioactive peptides, such as antimicrobial, immunomodulatory, enhancement of mineral absorption, antithrombotic, antihypertensive, opioid and antioxidant activities. The great complexity and the wide dynamic range of relative peptide abundance in these products severely challenge the capabilities of existing analytical methodologies. However, functional and comparative genomic studies as well as proteomic approaches provide a wealth of knowledge in the way in which these lactic acid bacteria can use food proteins releasing bioactive peptides.Fil: Saavedra, Maria Lucila.     Breadwinner or caregiver? - how household role affectslabor choices in Mexico

    Recent volatility in the Mexican economy, has required households to alter patterns of participation in the labor force, voluntarily or not. The author uses panel data to examine patterns of labor force entry among adult men, and women with different household responsibilities, asking whether gender is a primary determinant, shaping these patterns. She finds that labor supply patterns are driven more by household role, than by gender. Heads of households, regardless of sex, behave similarly. Women who have neither spouses, nor children behave more like men, than like married women. They are also more likely than any other group to have inflexible, higher-paying jobs in the formal sector - which raises the question: Do employers discriminate, based on gender, or on household structure? She also detects a strong added-worker effect among secondary workers, a result not detected in the labor markets of developed countries that have social insurance programs. Finally she finds that wives'choice of sector during downturns, is subject to the households'earning needs, that husbands use informal wage, or contract employment as an employer of last resort, only in response to negative income shocks to the household, and that single mothers do not select the informal sector over the formal sector in response to either expected, or realized negative income shocks. The policy implications? Interventions that target women aren't necessarily appropriate, because women are heterogeneous.     A partir del 2003 en Argentina comenzaron a cobrar un rol más relevante las políticas socio-productivas destinadas a la creación y apoyo de experiencias de trabajo asociativo, cooperativo y autogestionado, buscando promover la integración social y económica de personas en situación de desempleo, pobreza y/o vulnerabilidad social (Vuotto, 2011; Coraggio, 2013; Saavedra, 2016, entre otros). En este marco, este trabajo presenta los primeros hallazgos empíricos de una investigación en curso en torno a seis organizaciones asociativas de José C. Paz y zonas aledañas, haciendo hincapié en los factores que moldean, desde una mirada relacional, las características y procesos de desarrollo socioeconómicos de estas organizaciones. Para lo cual se relevó información estructurada y no estructurada mediante entrevistas semiestructuradas a referentes claves por su actuación en el proceso de conformación y desarrollo de las respectivas organizaciones, que fueron seleccionados por un muestreo intencional obtenido por entrevistas a expertos en la temática en el entramado productivo local

Abstract PURPOSE: To evaluate the role of topical mitomycin C in corneal wound healing (CWH) after photorefractive keratectomy (PRK) in highly myopic eyes. DESIGN: Prospective, double-masked, randomized clinical trial. PARTICIPANTS: Seventy-two eyes of 36 patients affected by high (>7 diopters) myopia. METHODS: In each patient, one eye was randomly assigned to PRK with intraoperative topical 0.02% mitomycin C application, and the fellow eye was treated with a placebo. Postoperatively, mitomycin C-treated eyes received artificial tears (3 times daily, tapered in 3 months), whereas the fellow eye was treated with fluorometholone sodium 2% and artificial tears (3 times daily, tapered in 3 months). MAIN OUTCOME MEASURES: Uncorrected visual acuity (UCVA) and best-corrected visual acuity (BCVA), contrast sensitivity, manifest refraction, and biomicroscopy. Contrast sensitivity was determined using the Pelli-Robson chart. Corneal confocal microscopy documented CWH. RESULTS: Mean follow-up was 18 months (range, 12-36). No side effects or toxic effects were documented. At 12-month follow-up examination, UCVAs (logarithm of the minimum angle of resolution) were 0.4+/-0.48 and 0.5+/-0.53 (P = .03) in mitomycin C-treated eyes and corticosteroid-treated eyes, respectively. At 1 year, corneal haze developed in 20% of corticosteroid-treated eyes, versus 0% of mitomycin C-treated eyes. At 12, 24, and 36 months, corneal confocal microscopy showed activated keratocytes and extracellular matrix significantly more evident in untreated eyes (Ps = 0.004, 0.024, and 0.046, respectively). CONCLUSION: Topical intraoperative application of 0.02% mitomycin C can reduce haze formation in highly myopic eyes undergoing PRK. Comment in Ophthalmology. 2006 Feb;113(2):357; author reply 357-8
