    Energy, economic and environmental reasons lead to a review of the role of railway lines in the general awareness of the need for a paradigm change regarding mobility and transport, as desired by the European Union. In particular, this is important in marginal and distressed contexts. The paper focuses on the African front of Sicily which is in conditions of economic and social marginality. And this is different from what happens in the remaining coastal areas where the metropolitan cities are. The narrow gauge railway line from Porto Empedocle to Castlvetrano, born at the service of the inland mines, it is strategic because the absence of high-speed roads has led to the safeguarding of the coastal territory that crosses. Reactivate this railway line can also contribute to the local development of small municipalities characterized by depopulation

    Gli scenari sui cambiamenti climatici legati alla presenza dell’acqua nei territori abitati impongono una riflessione e invitano a elaborare progetti che diano luogo a sistemi urbani integrati nel paesaggio, dove comunità e patrimonio naturale e culturale siano risorse preziose in un'ottica di resilienza e di sostenibilità. Il caso studio affronta metodologicamente un'ampia porzione di territorio del comune di Agrigento che ha sempre voltato le spalle all'acqua e che ne ha solo "sfruttato" la bellezza, spesso in modo improprio. Le visioni proposte mirano a ridisegnare la struttura del sistema urbano in un’ottica reticolare, di una maggiore permeabilità degli spazi e di adattabilità degli insediamenti, e mirano altresì a riallacciare relazioni con il livello metropolitano e con il contesto rurale di riferimento. In quanto progettare il fragile limite terra/acqua implica un approccio multiscalare, una compresenza di usi, funzioni e flussi, un ripensamento del metabolismo delle città fluide dal margine “spugnoso” (Moccia, 2010). Le analisi, le riflessioni e le visioni qui proposte e altre sono l'inizio di un ragionamento sull’acqua, sul suo essere contemporaneamente risorsa e criticità.Climate change scenarios related to the presence of water in inhabited territories provoke reflections and invite projects that can give rise to urban systems where community, landscape and natural and cultural heritage are valuable in a resilient and sustainable perspective. The case study methodologically addresses a large portion of the territory of the municipality of Agrigento that has always denied the presence of water and has only "exploited" its beauty, even improperly. The visions in the paper aim to redesign the urban system from a reticular perspective, with greater permeability and adaptability of settlements, to reconnect with the metropolitan level and with the rural context of reference. As designing the fragile land/water boundary implies a multiscalar approach, a co-presence of uses, functions and flows, a rethinking of the metabolism of fluid cities from the "spongy" edge (Moccia, 2010). The analyses, reflections and visions proposed here and others are the beginning of a reasoning about water, about its being simultaneously a resource and a criticality

    Il contributo costituisce l'editoriale del numero della rivista multidisciplinare dedicato alle recenti tematiche progettuali esito dell'antropocene. La riflessione sottolinea l'attualità del passaggio dal modello della "riqualificazione urbana" a quello della "rigenerazione" che implica il coinvolgimento proattivo della collettività con azioni minute portino verso il blocco della cementificazione, la riattivazione delle architetture esistenti dismesse, la riappropriazione degli spazi pubblici all'aperto, la tutela del patrimonio storico-artistico, la presenza diffusa di aree verdi e di superfici permeabili, l’utilizzo di energie rinnovabili, un uso sostenibile delle risorse naturali e culturali, in un approccio sistemico. In questo quadro le aree interne del Mediterraneo, patrimonio inespresso ricco di risorse e testimone di una dimensione “naturalmente” sostenibile, divengono un serbatoio vergine di sperimentazione di progetti, politiche e questioni dell’abitare, nei diversi aspetti

    Consapevoli della necessaria nuova “alleanza” tra territorio e paesaggio, il testo si sofferma sul valore in particolare del paesaggio rurale e sulla sua consistenza, in sinergia con l’attualità dei temi connessi alla riscoperta delle tematiche ambientali. Nella improcrastinabile necessità di “cambiare l’urbanistica” in modo da consentire una gestione corretta delle trasformazioni, si ritiene che nel dialogo tra ambiente e paesaggio il paesaggio rurale, in specie quello minore - tipico delle aree interne - , possa svolgere un ruolo cardine nelle sue molteplici dimensioni: produttiva, culturale, turistica quale nuovo “modello territoriale” ove innescare un processo di rinascita culturale autosostenibile

    Strategy to re-active an urban landscape

    To re-activate an urban landscape, through a complex system of relationships, needs a goal: trigger a course of identification based on cultural heritage like an “ID card”. To do this, without losing the historical common memory, culture doesn’t have to be only for the “elite” but has to begin the raw nerve of the development. When Kevin Lynch wrote about wayfinding, it was not for tourists but for inhabitants whom daily live in that place: the field of “orientation” was essential for him like it was for Camillo Sitte. This theorist of urban planning (not fully understood) said that “the space and the city are important if they are active” and Wieczorek explains that “active” means the rule of the spectator in the perception process. Recently, the experience of study, design and realization of Wayfinding Agrigento, has a aim: a local sustainable development that causes Agrigento to be a creative city, to re-start from its own identity, from its abandoned places, from its neglected architectures, from the difficult orography that characterizes its urban pattern. This project guides urban users throughout Girgenti (the historical center of Agrigento), into a slow rhythm of life, to stand out to the urban patterned identity, in a social progress of discovering and rediscovering of the historical heritage. The suggested paths are connected with a website that can also analyze city users’ movements in the historical center to plan services and public urban “gears” for the community. Girgenti starts to begin a real living organism that communicates and interacts with its urban users, reacts and dialogues with them, produces knowledge and triggers its regeneration

    Imparare dal passato : la componente ecologica della rigenerazione urbana

    This paper, starting from the declinations of resilience, considers the urgent need for a trans-scalar and trans-disciplinary approach to remedy the errors of the past and to prevent the effects of global climate change. At an urban scale, vegetation performs ecosystem services aimed at urban resilience, thus contributing to public health and increasing the quality of life of citizens. In the current catastrophic effects of climate change, we reflected on the results of planning choices made in the past following natural events of extraordinary intensity and importance. These choices are often caused by urgency. And we know that today are much worse than the events themselves, having triggered, downstream, other problems of a hydrogeological type but also critical environmental and social issues. The case study concerns a coastal town in Sicily which, following a catastrophic flood, reacted in the 1970s by abandoning the heart of the historic city and planning in an anonymous way where it should not have been urbanized. The contribution illustrates the possible solutions in terms of urban policies for a regeneration that looks at the ecological-environmental component. This component has repercussions also from the social point of view. In particular, it is expected to arrive at a draft methodology which, taking advantage of the different declinations to resilience known in the literature and the good practices already tested, triggers strategies, projects and policies inspired by sustainability criteria that lead to planning approaches aimed at reducing the harmful effects of human action on the environment

    Vita : spazio inclusivo e percorrenza

    Vita is a municipality in the province of Trapani. Like many inner towns in Sicily, it has suffered from depopulation over the years due to the lack of services and infrastructure, job opportunities, the fragility of the local labor market, economic regression, built environment decay, and the abandonment and depletion of agricultural land. At moment, the city hall and some religious buildings make the old center a place to cross but not a place to live. In this part of the historic city, the land’s orography is characterized by steep slopes, stairways, and curbs. Sometimes, it offers striking glimpses of the surrounding landscape but poses physical barriers to weak users. The effects of the earthquake on the buildings have continued over the years since the catastrophe, to the point of impeding both the viability of some streets in the historic center and the use of houses. This has led the administration to demolish housing units in dangerous structural conditions, thus generating spaces without identity that we might call “urban voids” and losing part of the housing stock. Four themes to solve were identified to design a new vision of mobility, accessibility, greening, and the reappropriation of real estate and public spaces

    Oggi per collegare territori, più che “costruire” strade e aeroporti, è indispensabile la tecnologia, le reti energetiche, internet, la mobilità. In questo quadro, occorre agire con politiche urbane e di pianificazione per riproporre il valore della qualità della vita in aree vocate del nostro paese. Mistretta (ME), prototipo della condizione di spopolamento e degrado che caratterizza le aree marginali, diviene vivibile, accogliente, condivisa, e quindi – anche – bella e armoniosa grazie allo studio di soluzioni alla sua intrinseca inaccessibilità. La proposta prevede, attraverso PUMS e PEBA, forme diversificate di mobilità che permettono di ridurre congestione, di aumentare la sicurezza di automobilisti, ciclisti e pedoni, di risparmiare su tempi e costi degli spostamenti

    The contribution to the welfare of citizens that urban gardens can generate represents a "social use-value". The social value of horticulture in cities can be expressed by means of an appropriate set of indicators describing the produced values. The proposed work, which is the result of an interdisciplinary collaboration, highlights the potentiality of abandoned and degraded urban areas, and intends to outline a model for the assessment of the social value generated by the introduction of "urban gardens". The proposed model can be utilised for selecting the most suitable areas for the use in question, for monitoring the effects of policies for urban gardens on urban sustainability, and for constructing a ranking of sustainable cities, with the aim of triggering virtuous processes of emulation

    After a forty-year-long period of reflections and applications in an innovative approach to heritage protection and landscape quality management and development, the European Landscape Convention (Council of Europe, 2000) calls for “a sustainable development based on a balanced relationship between social needs, economic activity, and the environment”.Starting from an articulated theoretical review on the topics of cultural heritage-based development, landscape quality and land protection as community assets, the paper is focused on the identification of strategies and actions to solve the conflicts that in recent years in inner western Sicily have blocked the Sicani Natural Park Agency, in preparing consultation between the Park Authority and local communities to design the new Park Plan.The study has as a result a synoptic picture to face the challenge of territorial and social regeneration, to enhance the presence of an unspoilt natural heritage, and trigger the local resources-based development, counteracting the economic and demographic discomfort. The research results grasp all the facets of individual issues and propose the most appropriate options, proposing local solutions that promote protection and development. A partire da un'articolata rassegna teorica sui temi dello sviluppo basato sul patrimonio culturale, qualità del paesaggio e protezione del territorio come beni comunitari, il documento si focalizza sull'individuazione di strategie e azioni per risolvere i conflitti che negli ultimi anni nell'interno della Sicilia occidentale hanno bloccato, più volte, l'istituzione del Parco Regionale dei Monti Sicani, e per preparare l'EnteParco alla consultazione con le comunità locali e alla progettazione del nuovo Piano Parco.Lo studio ha come risultato un quadro sinottico mirato ad affrontare la sfida della rigenerazione territoriale e sociale, a implementare il ruolo della presenza di un patrimonio naturale incontaminato, e a innescare uno sviluppo autosostenibile basato sulle risorse endogene, contrastando il disagio economico e demografico.
