Proposte del Movimento Federalista Europeo per la Conferenza sul futuro dell’Europa
1. Non può esserci vera democrazia europea senza un potere fiscale autonomo dell’UE, sezione «Democrazia
Europea».
2. Per una sovranità europea. Le riforme necessarie, sezione «Altre idee».
3. Per una vera democrazia europea: abolire il diritto di veto e attribuire poteri diretti al Parlamento europeo
nella fiscalità e nella politica estera, sezione «Democrazia Europea».
Illustrare queste proposte in maniera dettagliata richiederebbe un lungo spazio e in questa sede l’intento è
quello di fornire invece solo gli spunti generali di riferimento, che possano essere poi approfonditi dai singoli
interessati. Può essere opportuno, però, dare la linea generale delle tre proposte, che in realtà si richiamano
tra di loro: infatti, anche in coerenza con le modalità operative della piattaforma della Conferenza, il senso
di questi tre interventi non è affrontare temi diversi o troppo distanti fra loro, ma cercare di intercettare
momenti diversi del dibattito che si potrà instaurare sulla piattaforma della Conferenza, puntando però sui
nostri contenuti fondamentali di interesse.
Il punto fondamentale che lega le tre proposte è che l’avanzamento dell’integrazione europea, anche in senso
democratico, passa per una rivalutazione del ruolo sempre più importante del Parlamento Europeo, che
può cominciare, intanto, con l’attribuzione di maggiori poteri di autonomia fiscale. Abbiamo visto quanto
avvenuto con l’approvazione del Piano Next Generation EU (Recovery Fund), che è stato un primo passo nella
direzione di una gestione diretta di risorse finanziarie su larga scala da parte delle istituzioni europee. Se
questo diventasse lo standard, consentirebbe di prendere decisioni a livello europeo e se ciò avvenisse passando
attraverso il Parlamento, la democrazia sarebbe preservata, garantita, ed anzi ancor più rafforzata con
la piena valorizzazione dell’istituzione europea che prevede un passaggio elettorale con la consultazione
diretta dei cittadini europei. Usciremmo in questo modo dal concetto – citato in un intervento precedente
dal Prof. Greggi – del “ce lo chiede l’Europa” oppure del “decidono tutto le burocrazie europee”, in favore di
una maggiore assunzione di centralità democratica per i cittadini europei.
Questo, per noi, costituirebbe un importante e rilevante passaggio intermedio per giungere poi ad una più
ampia riforma dei trattati, che preveda l’abolizione del diritto di veto e del voto all’unanimità che tante volte
hanno bloccato l’avanzamento dell’UE. Nelle prossime righe sono presentate le tre proposte con il riferimento
anche al link sul sito della piattaforma in cui è possibile commentarle o sostenerle

Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Depression in the elderly: results from Passi d'Argento surveillance, Italy
Background
Population ageing requires targeted responses to specific problems like depression. Passi d’Argento (Silver Steps - PDA) is a national system aimed to follow over time health conditions and monitor preventive health measures of over64 aged people to support policy making notably at regional level. We reported specifically PDA data about depression and the main associated factors, because of its high and arising prevalence in the elderly population.
Methods
Between 2012 and 2013, a random sample of 24,129 over64 people in 19 Italian Regions were interviewed by telephone or face-to-face through a standardized questionnaire. Symptoms of depressions were assessed following the PHQ2 (Patient Health Questionnaire 2). A weighted logistic regression analysis was conducted by considering as eligible only variables whose p value in the univariate analysis was lower than 0.20. The model was built using a backward procedure based on the log-likelihood ratio test (p < 0.05).
Results
Out of 17,723 eligible interviews, 3,707 people (21,3%) referred depression symptoms. A positive association with depression was found for women (OR 2.18, CI 95%: 2.01-2.35), age over74 (OR 1.5, CI 95%: 1.47-1.70), low education level (OR 1.71, CI 95%: 1.58-1.84), low economic conditions (OR 5.22 CI 95%: 4.69-5.81), social isolation (OR 2,62, CI 95%: 2,39-2,88), diabetes (OR 1.59, CI 95%: 1.46-1.73), disability (OR 6.41 CI 95%: 5.7-7.22), feeling unsafe in the borough (OR 1.82 CI 95%: 1.65-2.02), presence of 3 or more chronic diseases (OR 4.51, CI 95%: 3.99-5.10). We found no association for urinary and fecal incontinence, hearing, vision and dental problems, marital status, smoking, nationality, physical activity level.
Conclusion
Surveillance allowed health professionals and decision makers to assess the extensions of depression in over 64 aged population and it is a promising approach to establish a risk profile to select people more likely to be depressed for targeting interventions
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.
