Risk Management: Roles And Responsibilities In The Decision-Making Process
Decision-making under conditions of large uncertainty is an issue that poses serious questions about the decisional chain, its complexities, the consequent responsibilities, and, ultimately, the difficulties of identifying the “right” decision to make. This paper addresses these issues from a civil protection perspective, i.e., from the point of view of an organization which often operates under highly uncertain conditions in the management of the risk cycle. Three main participants in the decision-making process are identified: scientists, political decision-makers (PDMs), and technical decision-makers (TDMs). They provide different contributions to the risk management, with frequent and intricate interactions that, however, can cause distortions in the distinction of the roles to be played, and thus of the responsibilities to be taken. In addition to scientists and decision-makers, there are other participants playing important roles in the risk cycle, and thus influencing decisions within the civil protection system, such as the technical community of professionals, the mass media, the magistrates, and the citizens. PDMs and TDMs, as well as scientists, are directly involved in the decision-making process. Professionals, journalists, magistrates, and citizens can indirectly condition decisions and their implementation. Examples are reported for all of these categories. Participants in the decisional process who understand their role and responsibilities can contribute to a more efficient and effective civil protection system, reducing the occurrence of errors and incidents, if they act within the bounds of their expertise, but avoid to adhere too rigidly to their role. How to develop a correct and fruitful interaction among all the actors is a primary target for a mature civil protection system
Humans' Place in Geophysics: Understanding the Vertigo of Deep Time
We define here “denialism” the public refusal of empirically corroborated scientific evidences, like biological evolution by natural selection, or shared scientific consensus, like climate change as a global process also due to human activities. We focus on scientific denialism, leaving apart a more general definition of the concept that includes historical denialism (the refusal of proven historical events). Any form of denialism is clearly related to social and political issues, like religious fundamentalism spreading around Western countries and conservative movements, but here we concentrate mainly on its philosophical and cognitive features. It could be argued that denialism is an expression of trivial irrationalism, opposed to the use of common sense and rationality. For a philosopher of science, the allegedly simple contradiction between the self-evident rationality of science and the obscurity of a lazy superstition is not the whole story. We propose here to consider denialism as based on much more influential cognitive roots, on the ambiguities of the demarcation of sciences, and on the counter-intuitive results of many scientific researches
Una scheda geologica per la valutazione degli effetti sismici locali nei siti di ubicazione di edifici
La risposta sismica ad un terremoto dipende dalle modalità di genesi e propagazione del segnale sismico e dalle ca-ratteristiche litologiche e morfologiche locali. Al fine di comprendere meglio le modalità con le quali la geologia influenza lo scuotimento sismico, occorre caratterizzare il sito in modo semplice e standardizzato, raccogliendo dati in campagna e informazioni bibliografiche. Con questo obiettivo, è stata messa a punto una scheda "geologica" che consente una parametrizzazione semplificata delle caratteristiche geologiche, geomorfologiche, geotecniche e geo-fisiche del sito. Essa è in grado di fornire anche una prima quantificazione degli effetti di amplificazione attesi, at-traverso l'introduzione del fattore di amplificazione. Inoltre, la scheda può essere ben integrata nei diversi livelli di approfondimento previsti dalle recenti norme regionali e nazionali. Utilizzando i soli dati qualitativi, si giunge a considerazioni paragonabili a quelle degli studi di I livello. Se si considerano invece tutti i dati, si può pervenire a considerazioni semiquantitative, paragonabili a quelle degli studi di II livello. Infine, l'insieme di tutti i dati raccolti può costituire una base di partenza per gli studi di III livello. Un primo test di compilazione è stato compiuto sui siti di ubicazione di 72 chiese che sono state danneggiate dai terremoti dell'Irpinia-Basilicata (1980), dell'Abruzzo-Molise (1984) e del Molise (2002)
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.
