Going Beyond Counting First Authors in Author Co-citation Analysis
Get PDFThe present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
Get PDF“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
Get PDFWe provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Desafios e dificuldades regulatórias na gestão de Santas Casas à luz do entendimento do Tribunal de Contas do Estado de São Paulo
Get PDFO estudo busca identificar os desafios à gestão das Irmandades de Santa Casa de Misericórdia do Estado de São Paulo no contexto da Nova Gestão Pública (NGP), do qual irrompem questões concernentes à disputa por financiamento, escassez de recursos públicos e exigências de maior transparência, accountability e comprometimento com as diretrizes setoriais. Com enfoque descritivo e predominantemente documental, a pesquisa baseou-se em arquivos disponibilizados nas páginas institucionais de órgãos públicos, nos portais da transparência e no repositório jurisprudencial do Tribunal de Contas do Estado de São Paulo (TCE/SP). Após a recapitulação do histórico de implantação das Santas Casas no Brasil, traçou-se o atual perfil das entidades paulistas, de acordo com a distribuição territorial, eventuais intervenções administrativas, a área de especialização dos gestores, a disponibilidade das informações em atendimento às regras de transparência e a participação de recursos governamentais na composição das receitas. Além disso, foram analisados os principais fundamentos que impeliram o TCE/SP a decretar a irregularidade de ajustes e prestações de contas referentes aos repasses realizados pela Administração Pública às Irmandades bandeirantes, dos quais se destacam: deficiências na elaboração do plano de trabalho, mencionadas em 62,99% dos julgados; precária demonstração da aplicação dos recursos, presente em 97,67% das prestações de contas, atribuível à ausência ou incompletude de comprovantes fiscais ou, ainda, a possíveis desvios de finalidade em relação ao objeto da parceria; e falta de transparência, constatada em 27,78% dos casos. Com base nestes elementos, reconheceu-se a elevada dependência de financiamento público, com taxa média de 73,54%, enquanto as Irmandades que operam planos privados de assistência à saúde obtiveram o índice médio de 60,94%, indicando que a incorporação de fontes alternativas de investimentos contribui para a redução da dependência financeira de recursos públicos. A partir do estudo de casos múltiplos, verificou-se que as parcerias com outras organizações podem aprimorar a profissionalização das atividades administrativas e operacionais das Santas Casas e, em consequência, favorecer a diversificação das receitas, em alinhamento com os postulados das teorias da dependência de recursos, dos custos de transação e de redes organizacionais. Em paralelo com os modelos teóricos apresentados na revisão de literatura, considerou-se que os caminhos atualmente explorados pelas Irmandades se aproximam da criação de subsidiárias com fins lucrativos, da fusão parcialmente integrada e da implantação de escritórios conjuntos. Sem embargo, diante da distribuição territorial das organizações e do expressivo percentual de decisões que acena à necessidade de padronização dos protocolos de elaboração do plano de trabalho, propôs-se a avaliação da viabilidade de operações conjuntas de escritório administrativo e back office. À luz da teoria das forças institucionais, observou-se que, assim como a jurisprudência do TCE/SP, as entidades priorizam o atendimento de requisitos formais, em detrimento da qualidade dos serviços. Para contornar estes problemas, propôs-se o estímulo ao diálogo entre os gestores de entidades com diferentes perfis, por meio de encontros periódicos, e a inclusão de pauta dedicada às Santas Casas nos Ciclos de Debates promovidos pelo TCE/SP.The study aims to identify the challenges in managing the Irmandades de Santa Casa de Misericórdia (Fraternities of the Mercy) in the State of São Paulo considering the context of New Public Management (NPM), which raises issues related to competition for funding, scarcity of public resources and demands for greater transparency, accountability and commitment to sectoral guidelines. With a descriptive and predominantly documentary focus, the research was based on files made available on the institutional pages of public bodies, on transparency portals and on the precedents repository of the Tribunal de Contas (Court of Auditors) of the State of São Paulo (TCE/SP). After recapitulating the history of the implementation of Santas Casas in Brazil, the current profile of the entities in São Paulo was outlined, according to territorial distribution, possible administrative interventions, the area of specialization of managers, the availability of information in compliance with transparency rules and the participation of government resources in the composition of revenues. Furthermore, the main grounds that led the TCE/SP to declare irregularities in the adjustments and financial statements regarding the transfers made by Public Administration to the Irmandades were analyzed, among which the following stand out: deficiencies in the preparation of the work plan, mentioned in 62.99% of the judgments; poor demonstration of the application of resources, present in 97.67% of the financial statements, attributable to the absence or incompleteness of tax receipts or, even, to possible deviations from the purpose of the partnership; and lack of transparency, found in 27.78% of the cases. Based on these elements, high dependence on public funding was recognized, with an average rate of 73.54%, while the Irmandades that operate private health care plans obtained an average rate of 60.94%, indicating that the incorporation of alternative sources of investment contributes to reduce financial dependence on public resources. Based on multiple case studies, it was found that partnerships with other organizations can improve the professionalization of administrative and operational activities of the Santas Casas and, consequently, favor the diversification of revenues, in line with the postulates of resource dependence, transaction costs and organizational networks theories. In parallel with the theoretical models presented in the literature review, it was considered that the paths currently explored by the Irmandades are similar to the creation of for-profit subsidiaries, partially integrated mergers and the implementation of joint program offices. However, given the territorial distribution of the organizations and the significant percentage of decisions that indicate the need to standardize the protocols for preparing the work plan, it was proposed to evaluate the feasibility of joint administrative office and back office operations. In light of institutional forces theory, it was observed that, as with the precedents of TCE/SP, the entities prioritize the fulfillment of formal requirements, to the detriment of the quality of services. To overcome these problems, it was proposed to encourage dialogue between managers of entities with different profiles, through periodic meetings, and the inclusion of an agenda dedicated to Santas Casas in Debates Cycles promoted by TCE/SP
Dispelling the Myths Behind First-author Citation Counts

counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
