85 SOCIAL HOUSING UNITS IN CORNELLÀ
Semantic modelling and HBIM: A new multidisciplinary workflow for archaeological heritage
The aim of the study is to describe a methodological approach to represent, interpret, model and manage plu- ristratified archaeological contexts.
The proposed methodology envisages a digital workflow, a BIM-thinking strategy, which integrates geometric and texture data obtained from laser and photogrammetric scans with information about construction techniques and materials, archaeological reports and documentation. The integration is based on a balanced combination of open-source and proprietary solutions, allowing professionals to work with their “comfort software” and assuring interoperability through the adoption of Open Standards. Experimentations are being conducted exploring the potential of connecting semantic 3D modelling and virtual reconstructions based on archaeological data made with Blender and the Extended Matrix Tool, with BIM software and capabilities thanks to the BlenderBIM addon.
The proposed workflow, in combination with the described data-sharing-oriented process, adopts a new approach towards 3D models in order to promote a more sustainable mindset towards 3D dataset life-cycle by optimizing their usage and reducing waste on different levels, such as re-documenting the same structure twice.
The expected overall result is the ability to generate semantic models that can enhance our understanding of the context as much as foster multidisciplinary BIM (Building Information Modelling) collaboration thus improving archaeological research, documentation and conservation practices
POTENTIAL EFFICIENCY GAINS AND EXPENDITURE SAVINGS IN THE ITALIAN REGIONAL HEALTHCARE SYSTEMS
The paper aims to analyse the extent to which the adoption of best practice policies could improve the efficiency of Italian Regional Healthcare Systems (RHSs) and reduce public healthcare expenditures. By means of a stochastic frontier model we estimate the RHSs' technical inefficiency and its determinants using a panel data of 16 regions over the period 2010-2016. We use the Essential Levels of Care (LEA) scores computed by the Ministry of Health as a proxy for the RHSs' output and public healthcare expenditure as the main input. The level of inefficiency is a function of a set of variables summarising the organisational arrangements implemented by RHS policymakers. The results allow us to identify the bestpractice policy, defined as the set of observable organisational arrangements that maximises aggregate efficiency. Adoption of the best-practice policy by all RHSs leads to potential efficiency gains of 1.5% on average (from 93.4% to 94.9%) and to potential healthcare expenditure savings of 1.8 billion euro in 2016 (1.77% of current expenditures)

The role of demand and weight restrictions in DEA measurement of hospital efficiency with an application to the hospitals of Veneto Region - Italy
This paper analyses the role of weight restrictions and of demand variables in DEA measurement of hospitals’ technical efficiency. Firstly, we briefly examine the hospital as a decision-making unit and illustrates the DEA approach. Then, we discuss the main assumptions of the DEA and argue that this method requires precise value judgements, particularly with respect to production technology and managers’ or policy-makers’ preferences for output mix. This implies the adoption of particular constraints on input and/or on output weights. We also consider whether the inefficiency scores of hospitals operating within a NHS can be attributed to the use of non-optimal production techniques (internal inefficiency attributable to hospital management), to scale inefficiencies, or to excess production capacity with respect to demand (external inefficiency attributable to policy-makers). Finally, the DEA method is applied to measure the efficiency of 85 acute hospitals in Veneto, a Northern region of Italy. The empirical analysis allows us to verify the precise role of weight restrictions and of demand in the measurement of hospitals’ efficiency scores
