Get PDFThe article is devoted to questions of money transfers of individuals between Russia and the EU, and Russia and the CIS countries. Cash flows between countries are increasing every year, and every year the flow of remittances play an increasing role. The author identified the EU and CIS countries, where there is the greatest activity of individuals in financial transactions with the Russian Federation based on data from the Bank of Russia. The article analyses of the number of transactions and volume of remittances. It is shown that the transfer of funds by individuals closely linked to migration flows. In article the role of money transfer and electronic payment systems used by individuals for transfers between countries. It is increasing every year. Particular attention is paid to the problems in the area of unregistered migrants, and, therefore, hidden money transfers.В статье рассматриваются вопросы, связанные с денежными переводами физических лиц между РФ и ЕС, и РФ и странами СНГ. Потоки денежных средств между странами увеличиваются ежегодно, и с каждым годом все большую роль в этом потоке играют денежные переводы мигрантов. На основе данных Банка России выявлены страны ЕС и страны СНГ, в которых отмечается наибольшая активность физических лиц в финансовых операциях с РФ. Проведен анализ количества операций и объемов денежных переводов. Показано, что переводы денежных средств физическими лицами тесным образом связаны с миграционными потоками. Выявлена все возрастающая роль систем денежных переводов и электронных платежных систем, используемых физическими лицами для переводов между странами. Особое внимание уделено проблемам в области учета нелегальных мигрантов, а следовательно, и нелегальных переводов денежных средств

Get PDFIn recent years, one of the current issues for the Russian Federation is the problem of transition from the resource-based economic model to the innovative model of economic growth. An important role in this transition is given to information and communication technologies. Russian government has set a strategic goal to become a leader in the development of ICT. To accomplish this task, the government has created a number of programs and strategies to stimulate the development of information technology. The main aim of this article is to examine the current situation of ICT development in the Russian Federation and identify its major trends. The analysis in this paper allows us to say that the current situation in Russia can be evaluated as good. In spite of problems, which were highlighted, almost all observed indicators show a stable positive dynamics. In conclusion, we note that despite the problems in Russia there is great potential in the field of information and communication technology.Одним из наиболее актуальных вопросов для Российской Федерации на протяжении последних лет остается задача перехода от сырьевой к инновационной модели экономического роста. Решение этой задачи практически невозможно без интенсификации использования ИКТ во всех сферах. В статье проводится анализ текущей ситуации в отрасли информационных технологий в России и основных показателей ее развития, а также рассматриваются вопросы их использования. На сегодняшний день нельзя не отметить положительные тенденции в сфере использования российскими предприятиями и компаниями информационно-коммуникационных технологий. Тем не менее российские компании зачастую не уделяют должного внимания этому вопросу. Автор отмечает, что, несмотря на имеющиеся проблемы, у России, несомненно, есть большой потенциал в сфере развития и использования информационных технологий

В статье проводится оценка степени проникновения ИТ и сети Интернет в регионы Российской Федерации. Основой для исследования послужили данные Федеральной службой государственной статистики. В качестве основного метода исследования используется метод суммы мест. В статье отмечается положительная динамика во всех федеральных округах и субъектах, что говорит о правильном векторе развития регионов. Но, тем не менее, дифференциация среди субъектов Российской Федерации достаточно высока и для внедрения «умных» сетей в отстающих регионах необходимо принять меры для решения проблем

Get PDFThe issue related to the introduction of new project management approaches is regarded in this article. The evolution of project management methods has its roots in the 1930s. Nevertheless, in Russia, project management as a professional discipline and a set of specific methodology for effective management, wasn't in demand until the 90s. In recent years, methodology and project management tools are constantly improving. The problem of successful implementation of projects is one of the most actual one for a modern company. Moreover, company's results and its competitive advantages depend on successfully implemented projects. One of the new approaches to project management is a method of implementing of quick-impact activities. The work reviews the successful experience of its introduction by the World Bank and by Avery Dennison Company. The authors identified a number of advantages of this method, but at the same time, the authors concluded that companies should not reject completely traditional methods of project management. It would be better to find the best combination of quick-impact activities and long-term activities, and to combine found solutions in the overall strategy of project implementation.Рассматриваются вопросы, связанные с внедрением новых подходов к управлению проектами. Эволюция методов управления проектами уходит своими корнями в 1930-е гг. Тем не менее в России управление проектами как профессиональная дисциплина и комплекс специальной методологии для эффективного управления, практически не было востребовано до 1990-х гг. В последние годы методология и инструменты управления проектами постоянно совершенствуются. Проблема успешной реализации проектов является одной из наиболее актуальных проблем для современной компании. От того, насколько успешно реализуются проекты, зависят результаты компании и ее конкурентные преимущества. Одним из новых подходов к управлению проектами является метод внедрения мероприятий с быстрой отдачей. Проанализирован успешный опыт внедрения мероприятий с быстрой отдачей Всемирным банком и компанией Avery Dennison. Авторами выделен ряд преимуществ данного метода, в то же время авторы приходят к выводу о том, что компаниям не стоит вовсе отказываться от традиционных методов управления проектами; необходимо найти наилучшее сочетание мероприятий с быстрой отдачей и долгосрочных мероприятий и объединить найденные решения в общую стратегию реализации проекта

counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

Get PDF“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
Get PDFWe provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.
