Governing climate change in the European Union: Understanding the past and preparing for the future
In his 1978 book, Reconciling Man with the Environment, Eric Ashby sought to address what he considered to be one of the most critical issues of his time: the protection of the environment. He believed that by continually making difficult policy choices and confronting the associated dilemmas, humans would gradually arrive at a fuller understanding of their environment and thus a more anticipatory approach to managing it. This reconciliation, he contended, would be achieved not by ‘heroic long-term megadecisions’ but by ‘the cumulative effect of wise medium-term microdecisions, each … clarifying the shape of the decision that needs to follow’ (Ashby 1978: 87). Ashby was one of those rare individuals in public life who somehow managed to combine a lifelong career as a scientist (he was, among other things, President of the British Association for the Advancement of Science and a Fellow of the Royal Society), with equally important roles in policy making. MAGETabulator, a suite of tools to support the microarray data format MAGE-TAB
SUMMARY: The MAGE-TAB format for microarray data representation and exchange has been proposed by the microarray community to replace the more complex MAGE-ML format. We present a suite of tools to support MAGE-TAB generation and validation, conversion between existing formats for data exchange, visualization of the experiment designs encoded by MAGE-TAB documents and the mining of such documents for semantic content.</p
Nostalgia: content, triggers, functions
Seven methodologically diverse studies addressed 3 fundamental questions about nostalgia. Studies 1 and 2 examined the content of nostalgic experiences. Descriptions of nostalgic experiences typically featured the self as a protagonist in interactions with close others (e.g., friends) or in momentous events (e.g., weddings). Also, the descriptions contained more expressions of positive than negative affect and often depicted the redemption of negative life scenes by subsequent triumphs. Studies 3 and 4 examined triggers of nostalgia and revealed that nostalgia occurs in response to negative mood and the discrete affective state of loneliness. Studies 5, 6, and 7 investigated the functional utility of nostalgia and established that nostalgia bolsters social bonds, increases positive self-regard, and generates positive affect. Preservation for Institutional Repositories: practical and invisible
With good prospects for growth in institutional repository (IR) contents, in the UK, due to the proposed RCUK policy on mandating deposit of papers on funded work, and internationally due to the Berlin 3 recommendation, it is timely to investigate preservation solutions for IRs. The paper takes a broad view of preservation issues for IRs - based on practice, experience and visions for the future - from the perspective of Preserv, a JISC-funded project. It considers preservation in the context of IRs. Based on the OAIS preservation model, an architecture is proposed to support distributed preservation services for IRs. Work performed so far involves adapting the IR user deposit interface in a pilot version of EPrints software for building IRs, and determining accurate file format information using Pronom software. The paper looks ahead briefly at the role of preservation service providers, working for the IR, within this architecture. The strategy is to take practical steps that are, as far as possible, invisible to all but those concerned with the preservation process for IRs

Pengaruh Pendelegasian Wewenang dan Kerjasama Tim Terhadap Kinerja Pegawai pada Dinas Perhubungan Provinsi Sumatera Utara
Tujuan penelitian ini untuk mengetahui pengaruh pendelegasian
wewenang dan kerjasama tim terhadap kinerja pegawai pada Dinas Perhubungan
Provinsi Sumatera Utara. Jenis penelitian ini adalah asosiatif yaitu penelitian yang
menghubungkan dua variabel atau lebih. Populasi dalam penelitian ini berjumlah
235 orang, teknik penarikan sampel yang akan digunakan adalah teknik
Probability Sampling dengan Simple Random Sampling. Simple Random
Sampling ini digunakan apabila karakteristik dari anggota adalah sama. Dengan
jumlah populasi yang melebihi 100 orang maka dapat diambil 10 %, 15 %, 20 %,
25 %, atau lebih, maka penulis mengambil persentase sampling sebesar 30 % dari
seluruh populasi maka sampel mejadi 70 orang.
Hasil penelitian ini berdasarkan analisis data statistik, indikator-indikator
pada penelitian ini bersifat valid dan reliable. Pada pengujian regresi linear
berganda membuktikan bahwa variabel pendelegasian wewenang menunjukkan
hasil dengan koefisien regresi sebesar 0,335 dan variabel kerjasama tim
menunjukkan hasil dengan koefisien regresi sebesar 0,219 yang mempengaruhi
kinerja secara positif dan signifikan, nilai signifikan untuk variabel pendelegasian
wewenang 0,001 < 0,05 maka pendelegasian wewenang (X1) signifikan
mempengaruhi kinerja pegawai (Y) dan nilai signifikan untuk variabel kerjasama
tim 0,027 < 0,05 maka kerjasama tim (X2) signifikan mempengaruhi kinerja
pegawai (Y). Nilai thitung variabel pendelegasian wewenang (X1) 3,360 > nilai
t tabel 1,669 dan nilai signifikan 0,001 < 0.05 dan nilai thitung variabel kerjasama tim
(X2) 2,258 > nilai t tabel 1,669 dengan nilai signifikan 0,027 < 0,05 bahwa faktorfaktor
pendelegasian wewenang dan kerjasama tim secara parsial berpengaruh
positif dan signifikan terhadap kinerja pegawai (Y). Nilai F hitung 8,459 > nilai F tabel
3,13 dan nilai signifikan 0,001 < 0,05 bahwa faktor-faktor pendelegasian
wewenang (X1) dan kerjasama tim (X2) secara simultan berpengatuh positif dan
signifikan terhadap kinerja pegawai. Nilai R Square untuk kinerja pegawai (Y)
pada Dinas Perhubungan Provinsi Sumatera Utara adalah 0.301. Hal ini berarti
30,1% variasi kinerja pegawai (Y) dipengaruhi oleh variabel pendelegasian
wewenang (X1) dan kerjasama tim (X2) dan sisanya 69,9 % ditentukan oleh
variabel lain di luar kontribusi penelitian ini.The purpose of this study was to determine the effect of delegation of
authority and teamwork on the performance of employees at the Transportation
Agency of North Sumatra Province. This type of research is associative, namely
research connect two or more variables. The population in this study amounted to
235 people, the sampling technique that will be used is the Probability Sampling
technique with Simple Random Sampling. Simple Random Sampling is used when
the characteristics of members are the same. With a population that exceeds 100
people it can be taken 10 %, 15 %, 20 %, 25 %, or more, so the author takes a
sampling percentage of 30 % of the entire population so the sample becomes 70
people.
The results of this study are based on statistical data analysis, the
indicators in this study are valid and reliable. In multiple linear regression testing
proves that the delegation of authority shows results with a regression coefficient
of 0.335 and teamwork variables show results with a regression coefficient of
0.219 which affects performance positively and significantly, significant value for
delegation authority variable 0.001 < 0.05 then delegation of authority (X1)
significantly affects employee performance (Y) and significant value for teamwork
variables 0.027 < 0.05, teamwork (X2) significantly influences employee
performance (Y). The value of delegation variable authority (X1) 3.360 > t table
value 1.669 and significant value 0.001 < 0.05 and t count variable teamwork (X2)
2.258 > t table value 1.669 with a significant value 0.027 < 0.05 that the delegation
of authority and teamwork partially has a positive and significant effect on
employee performance (Y). F count 8.459 > F table value 3.13 and significant value
0.001 < 0.05 that the factors of delegation of authority (X1) and teamwork (X2)
simultaneously fall positively and significantly on employee performance. The
value of R Square for employee performance (Y) in the Transportation Service of
North Sumatra Province is 0.301. This means that 30.1 % of the variation in
employee performance (Y) is influenced by the delegation of authority (X1) and
teamwork (X2) and the remaining 69.9 % is determined by other variables beyond
the contribution of this research
Superexpanders from group actions on compact manifolds
It is known that the expanders arising as increasing sequences of level sets of warped cones, as introduced by the second-named author, do not coarsely embed into a Banach space as soon as the corresponding warped cone does not coarsely embed into this Banach space. Combining this with non-embeddability results for warped cones by Nowak and Sawicki, which relate the non-embeddability of a warped cone to a spectral gap property of the underlying action, we provide new examples of expanders that do not coarsely embed into any Banach space with nontrivial type. Moreover, we prove that these expanders are not coarsely equivalent to a Lafforgue expander. In particular, we provide infinitely many coarsely distinct superexpanders that are not Lafforgue expanders. In addition, we prove a quasi-isometric rigidity result for warped cone
Counteracting loneliness: on the restorative function of nostalgia
Four studies tested whether nostalgia can counteract reductions in perceived social support caused by loneliness. Loneliness reduced perceptions of social support but increased nostalgia. Nostalgia, in turn, increased perceptions of social support. Thus, loneliness affected perceived social support in two distinct ways. Whereas the direct effect of loneliness was to reduce perceived social support, the indirect effect of loneliness was to increase perceived social support via nostalgia.
