    Indonesia is working hard to create a country that is friendly for people with disabilities. One of the concrete efforts that have been made is to form an independent agency that specifically handles the disability sector. The agency is in the form of a commission on behalf of the National Commission for Disabilities. Its formation is based on Presidential Regulation Number 68 of 2020 concerning the National Commission for Disabilities. In this regard, this study will examine further the institutional design of the commission from the point of view of state institutional law. The type of research used in this research is normative legal research with a statutory approach. The results of this study indicate that there are still serious legal problems related to the institutional design of the National Commission for Disabilities as an independent agency. This can be seen in Article 9 of Presidential Regulation Number 68 of 2020 concerning the National Commission for Disabilities which embeds the secretariat of the commission within the Ministry of Social Affairs, so that directly or indirectly the implementation and supervision functions of the National Commission for Disabilities are not optimal. The implication that arises from this condition is the rise of cases of violations of the rights of persons with disabilities. Therefore, it is necessary to restructure the institutional design of the National Commission for Disabilities as an independent agency so that it can carry out its duties, principals and functions optimally, so that Indonesia's efforts to create a disability-friendly country can actually be realized

    Legal Protection For The Community In Cyber Space Through Regulation Forming With The Omnibus Method

    This study examines the laws and regulations in Indonesia that contain material related to cyberspace. The goal to be achieved is to provide a detailed description of the problems contained in laws and regulations, especially at the level of laws related to cyberspace, their implications in people's lives, and appropriate concepts to solve these problems. The method used is normative legal research with a state approach. The results of this study indicate that there is regulatory obesity that regulates cyberspace in Indonesia. There are 30 regulations at the statutory level. Moreover, the content material contained in it is still general in nature and has not been integrated with one another. This fact creates legal uncertainty in the realm of implementation, creating loopholes that can be exploited by irresponsible parties to carry out cyber crimes, such as the spread of negative content, cyber attacks, hacking and theft of personal data. The rise of crimes that occur in cyberspace is very detrimental to the wider community, disrupts security and public order, and even threatens the resilience of the state. Therefore, it is necessary to reform in the realm of law, namely by applying the omnibus method to draft universal sweeping laws that can integrate legal norms in many laws effectively and efficiently. ABSTRAK Penelitian ini mengkaji tentang peraturan perundang-undangan di Indonesia yang memuat materi terkait ruang siber. Tujuan yang hendak dicapai yaitu memberi gambaran secara detail mengenai problematika yang terdapat dalam peraturan perundang-undangan, terutama di tingkat undang-undang yang terkait dengan ruang siber, implikasinya dalam kehidupan masyarakat, dan konsep yang sesuai untuk menyelesaikan permasalahan tersebut. Metode yang digunakan ialah penelitian hukum normatif (normative legal research) dengan pendekatan undang-undang (statue approach). Hasil penelitian ini menunjukkan bahwa terjadi obesitas regulasi yang mengatur ruang siber di Indonesia. Regulasi tersebut berjumlah 30 di tingkat undang-undang. Terlebih, materi muatan yang terkandung di dalamnya masih bersifat general dan belum terintegrasi satu sama lain. Kenyataan yang demikian itu menimbulkan ketidakpastian hukum di ranah implementasi, sehingga menimbulkan celah yang dapat dieksploitasi oleh pihak-pihak yang tidak bertanggung jawab untuk melancarkan kejahatan siber, seperti penyebaran konten negatif, serangan siber, peretasan dan pencurian data pribadi. Maraknya kejahatan yang terjadi di ruang siber sangat merugikan masyarakat luas, mengganggu keamanan dan ketertiban umum, bahkan mengancam ketahanan negara. Oleh karena itu, dibutuhkan reformasi di ranah undang-undang yaitu dengan menerapkan metode omnibus untuk merancang undang-undang sapu jagat yang dapat mengintegrasikan norma-norma hukum dalam banyak undang-undang secara efektif dan efisien

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed.     “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.     Dispelling the Myths Behind First-author Citation Counts

    We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more sophisticated methods

    We have done our best to complete the author checklist relating to the use of animals in the hut study. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
