    Building a System of Institutional Autonomy of a Higher Education Institution: Methodological Background

    The article deals with the further improvement of the methodological background for building a system of autonomy of a higher educational institution (HEI). Based on a critical analysis of the world and national experience, it is determined that the current stage of the functioning of the world higher education system is characterized by the formation of a new development paradigm and implies the need to find a certain balance between university autonomy and government regulation in this sphere. The main dimensions in changing the global paradigm of development of the education market are defined and, accordingly, the peculiarities of changing the paradigm of modernization of the national higher education system in Ukraine are formed. It is proved that autonomy of an HEI is, above all, the decentralization of management culture at the university and the construction of an effective system for managing its structural components – academic, staffing, financial, and organizational autonomy. The stages of development of the concept for building a system of HEI institutional university autonomy are proposed; hypotheses, provisions, functions of the system of autonomy of the university are formed

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

    A Study of the Influence of Sensitivity of Kinds of Economic Activities on the Economic Behavior of Chinese Enterprises

    In the unstable conditions of development of the world economy, which occur under the influence of factors of political and economic instability, one of the most important problems of stable functioning and development of the country’s economy is to ensure the stable development of both the kinds of economic activities and enterprises. Since all kinds of economic activity react differently to the instability of the external environment, it is important to analyze the conditions of functioning and the results of the activities of enterprises by the kinds in order to form adequate and adaptive managerial reactions to the tactical and strategic behavior of the latter. The aim of the article is to study and determine the sensitivity of kinds of economic activities to changes in the external environment in order to form adaptive economic behavior of enterprises. In order to achieve this goal, in the course of the research the following scientific methods were used: comparative analysis, graphic analysis, structural-dynamic analysis, coefficient and cluster analysis. The article proposes an algorithmic model of formation of economic behavior of enterprise depending on the level of sensitivity of the certain kind of economic activity. Implementation of the proposed model will allow to form an effective system of managerial decisions on the future behavior of enterprises. The basis for the development of managerial decisions is the analysis of tendencies in the development of kinds of economic activity of the country by the indicator of gross value added, the allocation of cluster groups of kinds of economic activity by the level of their sensitivity. All this will allow to form an effective system of managerial decision-making, which is aimed at maintaining a sustainable attractor of economic development of the enterprise

    “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.     Dispelling the Myths Behind First-author Citation Counts

    We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more sophisticated methods

    We have done our best to complete the author checklist relating to the use of animals in the hut study. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used

    Transformation of the Interaction between the Educational and Scientific Activity of a University in the Innovative Economy

    The article aims at studying the technology of transforming the interaction between the educational and scientific activity of a university taking into account the innovative model of economic development, which involves determining the stages of university transformation, while putting emphasis on peculiarities of R&D activity, interaction between the educational and scientific activity, and elements of their control system. The article identifies the factors determining the need for transformation of research and development and innovative activities, and the main areas of transforming research in Ukraine. The algorithm for transforming the interaction between the educational and scientific activity of a university is formed, consisting of individual but interconnected elements, such as legislative and statutory support in the educational and R&D activity; interaction between the educational and R&D activity of a university; management of the interaction between the educational and R&D activity of a university. Problems and priority areas in the work of the state policy carried out by the Ministry of Education and Science of Ukraine are highlighted. A number of legislative initiatives of the Ministry, launched in 2020 and planned for the future, have been approved in order to solve the existing problems in these areas. The Ministry of Education and Science has implemented and planned activities aimed at stimulating transformations in education, science and innovation. Legislative and regulatory support in the educational and R&D areas is grouped according to the stages of its adoption. The most common models used at modern universities are characterized in accordance with their peculiarities in combining R&D and educational activities of a university, its structural units and individual faculty members. Specific features of managing of R&D activity at a research (entrepreneurial, innovative) and educational universities are compared. The interaction areas of interaction between educational and scientific transformations in Ukraine that could influence its scientific development and promote its integration into the European Research Area are highlighted
