    Dissertação (mestrado) - Universidade Federal de Santa Catarina, Centro Sócio Econômico, Programa de Pós-Graduação em Relações Internacionais, Florianópolis, 2014.Nesse breve início de século XXI, o movimento de massas volta a existirem vários países da América Latina, entretanto, este movimento popularestá órfão de uma teorização que possa dar as bases para as grandestransformações em favor das maiorias, de modo que este estudopretende ser um pequeno tijolo na teorização sobre as transformaçõesque vem ocorrendo em um importante ator da América Latina, a Repúblicado Equador. Para cumprir essa função, trabalha-se com o seguinteproblema analítico: ?Como as mudanças internas, externas e regionais, apartir de 2007 (em comparação com o período anterior, de 1980 a 2007)afetaram o grau de autonomia da política externa do país?? A abordagemaqui aplicada objetiva focalizar as relações, processos e estruturaseconômicas internacionais, e ao mesmo tempo, tratar do relacionamentoentre as classes dentro do Estado equatoriano, e das relações do Estadoequatoriano com os países centrais e organizações intergovernamentais/multilaterais. Propor-se a tratar de autonomia em termos gerais eautonomia em termos de política externa é algo de extrema importânciapara a realidade latino-americana. O estudo da política externa equatorianaserá evidenciado através da comparação em dois períodos temporais,a saber: 1980-2007 (a ?longa noite neoliberal?) e de 2007-2013 (astransformações com a chegada ao poder de Rafael Correa). Inicialmentese desdobra as perspectivas teóricas e metodológicas que nortearão otrabalho sobre a autonomia em política externa do governo de RafaelCorrea para logo avançar na investigação das relações sistêmicas quecaracterizam a autonomia na política externa do governo de Rafael Correa,tanto em suas manifestações econômicas e quanto nas políticas, e,por último se verifica como se produz as combinações entre as relaçõeseconômicas e as relações políticas, no âmbito do aparelho estatal. Conclui-se que as mudanças da política externa tem que cada vez mais, enfrentaros desafios que consistem em conciliar o processo de transformaçãointerna com a turbulência do mercado mundial, com as transformaçõesem nível tecnológico e com a complexidade em direção a umprograma socialista de transformação.In that brief beginning of XXI century, the mass movement returned inseveral Latin American countries, however, this popular movement isorphan of a theory that can give the basis for the major changes in favorof the majority, so this study intended to be a small brick in theorizingabout the changes that are occurring in an important player in LatinAmerica, the Republic of Ecuador. Aiming to fulfill this role, it workswith the following analytical problem: "How internal, external and regionalchanges, since 2007 (compared to the previous period, from 1980to 2007) affected the degree of autonomy of foreign policy country??Analytical problem was formulated thereby because it was observed thatinternational insertion chanced from 2007 to a differentiated andgrounded in discourse privileging at least theoretically, autonomy regardingdecision making and execution of foreign policy. The approachintroduced here aims to focus on relationships, processes and internationaleconomic structures and at the same time, address the relationshipbetween the classes within the Ecuadorian state, and the Ecuadorianstate relations with central countries and intergovernmental and multilateralorganizations. Propose analyzing autonomy in general terms andautonomy in foreign policy is something of extreme importance for theLatin American reality. Studying Ecuador's foreign policy is evidencedby comparing two time periods, namely 1980-2007 (the "long neoliberalnight") and 2007-2013 (the transformations with the coming to power ofRafael Correa). Initially we drill down into the theoretical and methodologicalperspectives that will guide the work on autonomy in foreignpolicy of the government of Rafael Correa and then investigate the systemicrelationships that characterize autonomy in foreign policy of thegovernment of Rafael Correa, in its economic and political demonstrations,and other, and finally look at how it produces the combinations ofeconomic relations and political relations in the context of the state apparatus.It is concluded that the changes of foreign policy must increasinglyface the challenges that appear of the combination of the processof inner transformation with the turbulence of the global market, withchanges in technological level and the complexity toward a socialistprogram processing

    Sensitivity analysis of stack power uncertainty in a PEMFC-based powertrain for aircraft application

    Experimental data concerning the reliability of fuel cell systems (FCS) in aviation are still unavailable to technical community, while assessing reliability of a component or a whole system represents a fundamental aspect that allows a new technology to be introduced in a high safety system such as an aircraft. The main aim of this paper is to show a method to estimate the reliability of an aircraft power system based on a hydrogen fuel cell, mainly for design purposes. The method is based on a high-order adaptive response surface technique, coupled with a dynamic model of the aircraft power system, and it is applied to the failure event represented by an incorrect power supply due to the failure of sensors of the control system of the powertrain. The most important advantage of the proposed method is the low computational effort it requires. The result is a ranking of the most critical sensors to be considered in the design phase of the power system and demonstrate that accurate temperature sensors and sensor calibration are of dramatic importance for the control of the stack power, in case of powertrain based on PEM fuel cell systems.Fil: Correa Perelmuter, Gabriel.
