determinants of movement of the city. Note the various cases concerning the pattern of relations
between elites also determine the pattern of development of the city, where the economic elite
could become the motor for the diverse schedule of change. The dynamics of urban political
economy that should open a wide space for the involvement of stakeholders city was experiencing
reduction by the elite. Transactions of interest between political interests and economic interests
became the largest energy to ensure direction, movement and pattern of change that occurred in
the city
