    Economist Rajiv Kumar is Niti Aayog VC. The Centre on Saturday appointed economist Rajiv Ku mar as new vice chairman of Niti Aayog, opting for a home-grown technocrat to run the government's top policy think tank. He will take over from Arvind Panagariya, who is returning to Columbia University at the end of the month. A senior fellow at the Centre for Policy Research, Kumar has been involved in the selection of finance sector regulators like the RBI governor and Sebi chief, and is seen to be in tune with the BJP's economic ideology . He was among a handful of economists to have backed demonetisation. Vinod Paul, a professor of paediatrics at AIIMS, has been appointed member of Niti Aayog, an agency report said. Currently , Niti Aayog has three members--Bibek Debroy , V K Saraswat and Ramesh Chand. Rajiv Kumar is also chancellor of Gokhale Institute of Economics and Politics in Pune and the founding director of Pahle India Foundation, a non-profit research organisation specialising in policy-oriented research and analysis

    Unconventional Pressure-Induced Magnetic Transitions in Non-Magnetic Lafesi

    This work demonstrates that two consecutive magnetic transitions occur in non-magnetic LaFeSi compound under negative hydrostatic pressure (smaller volume expansion). Electronic structure and mechanical properties of LaFeSi were calculated using density functional theory (DFT) to understand the origin of these magnetic transitions. The antiferromagnetic transition at -7.52 GPa is consistent with the experimentally observed antiferromagnetic ground states in CeCeSi, and LaMnSi compounds having similar crystal geometry. Mechanical properties of LaFeSi, in particular, elastic properties (shear and Young’s modulus, and Poisson’s ratio), were determined by DFT distortion calculations to elucidate anisotropic behavior.     Towards A Competitive Manufacturing Sector

    The Indian manufacturing sector has grown at an impressive average rate of 9.5 per cent annually since 2003-04. Its sustained growth is crucial for generating employment opportunities needed to absorb the rapidly expanding workforce. In this context, this paper reviews the current state of the sector and focuses on determinants of its competitiveness. The paper finds that Indian manufacturing sector exhibits a great deal of regional variation and a marked dualism between the organized and the unorganized segments in terms of both productivity and wage levels. The level of labour absorption in the organized manufacturing sector has been weak as reflected in the declining labour intensity in this sector. This does not augur well for achieving inclusive growth. We also find that although there have been significant changes in the composition of exports in the last 20 years; India is still a very small player at the global level, especially in knowledge intensive and advanced technology products. Finally, the paper explores Indias potential for transforming itself into a hub of mass manufacturing. We find that the main constraints in doing so have been the low level of R&D, relative lack of skilled personnel and relatively low FDI levels.manufacturing, competitiveness, mass manufacturing

    The G20 is not just a G7 with Extra Chairs is a joint paper written by Agnes Benassy-Quere, Rajiv Kumar and Jean Pisani-Ferry (Director of Bruegel) following the International Cooperation in Times of Global Crisis: Views from G20 Countries conference in Delhi  on 14th and 15th of September, organised by Bruegel, CEPII and ICRIER. The publication draws together the authorsâ?? conclusions from the Delhi conference and reviews the real role of the G20, while questioning where the non-G7 interests fit into the groupâ??s agenda.

    In the context of the low levels of regional cooperation among South Asian countries when compared with the successful results from cooperation in East Asia (consisting of South East and East Asian countries), the objective of this paper is first to assess the prospects of cooperation among South Asian economies and then to draw lessons from East Asian regional experiments for South Asian regionalism for the betterment of these prospects. The main argument of the paper is that South Asia should adopt a twin-track approach : better integration within itself and better integration with rest of the world particularly East Asia.     Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed.     “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
