Agricultural pricing policy in Senegal remains an important part of economic policy, because of the importance of groundnut oil in exportations, public revenue and peasant revenue. A rationale pricing policy has to take account of supply's price elasticity of groundnut producers, namely of their short and long term price elasticities. The results of an econometrical investigation show that the responsiveness of groundnut producers has been neglected, and that groundnut prices have been fixed as low as posible to maximise immediate public revenue, at the expense of export and peasant revenue.La fixation du prix de l'arachide reste, pour le Sénégal, une importante variable de politique économique, compte tenu de son impact sur les recettes budgétaires, sur les recettes d'exportation et l'équilibre ville/campagne. Une fixation rationnelle des prix au producteur doit tenir compte de la réaction des producteurs, synthétisées par des élasticités prix à court et long terme de l'offre d'arachide. La modélisation économétrique montre que ces réactions n'ont pratiquement pas été prises en compte dans le cadre du Sénégal, et que l'Etat a surtout cherché une fixation des prix à un niveau très bas maximisant ses revenus immédiats au détriment des recettes budgétaires futures, des recettes d'exportation et du monde rural.Nascimento Jean-Claude, Raffinot Marc. Effectiveness of employment policies : Theoretical & microeconometric analysis
Dans cette thèse, nous dépassons le cadre binaire de l’évaluation et nous nous plaçons dans celui de plusieurs traitements, à l’instar de Brodaty et al. [2001], Larson [2000], Imbens [1999]. Les estimations effectuées portent sur les politiques de l’emploi en vigueur en France pendant la période 1997-1999. Trois programmes sont étudies : CIE (Contrat Initiative Emploi) emploi subventionné dans le secteur marchand, CES (Contrat Emploi-Solidarité) création d’emploi dans le secteur non marchand et SIFE (Stage d’Insertion par la Formation et l’Emploi). L’efficacité de ces dispositifs est évaluée non seulement sur le taux de retour à l’emploi des bénéficiaires mais aussi sur divers autres critères qui répondent à différentes questions intéressantes économiquement et économétriquement : i) la politique active de l’emploi atteint-elle les demandeurs d’emploi les plus prioritaires parmi les prioritaires ? ii) Comment les entreprises utilisent-elles les programmes de la politique active (effet d’aubaine, de substitution,...) ? iii) Pouvons-nous mesurer la qualité d’un contrat aidé ? Comment évaluer l’efficacité relative d’un contrat aidé (plus spécifiquement) non marchand comparativement à celui du secteur marchand ?, impact marginal, effet propre, bien-être, , etc.We evaluate the ALMP’s with a particular attention to the differentiation of impacts by categories of programmes and categories of beneficiaries. These two forms of heterogeneity can in fact lead to erroneous evaluations or too partial:i) The heterogeneity of programmes proposed, in particular their characteristics (type of contract, duration, remuneration, training, etc.) are an important source of complexity in behavior of self-selection of job seekers: behaviors can be multiples and strategic.ii) The heterogeneity of target-populations (low-skilled, youth, women, priority category, first-job seekers, etc.) is an important source of complexity in the behavior selection of employment advisor.There is finally no reason that different types of programmes have the same average effect on various public as well. We evaluate so ALMP’s on multiple criteria of effectiveness (heterogeneity of criteria)
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Institutions, Technology Adoption and Agricultural Development in Burkina Faso
Accroître la productivité agricole et favoriser le développement agricole sont nécessaires pour atteindre l’autosuffisance alimentaire et réduire la pauvreté dans les pays d’Afrique subsaharienne. La littérature a identifié plusieurs obstacles au développement agricole, notamment des contraintes environnementales etinstitutionnelles, ainsi que des contraintes d’accès aux ressources agricoles et non-agricoles. Une question demeure cependant, celle des politiques à mener pour promouvoir le développement agricole dans cette région du monde. Cette thèse aborde trois questions importantes relatives au développement agricole en Afrique subsaharienne, et au Burkina Faso en particulier. Elle étudie l’impact des institutions et des politiques sur les contraintes rencontrées par les agriculteurs et les ménages, ainsi que les outils capables de favoriser l’émergence d’institutions qui participeront au développement agricole. Le premier chapitre de cette thèse étudie le rôle des normes et des institutions dans la formation des organisations paysannes, et la participation des femmes dans ces organisations. Je montre que les femmes sont moins susceptibles de participer aux organisations d’agriculteurs. Le niveau relativement faible de la participation des femmes dans les organisations d’agriculteurs s’expliquerait par leur manque d’accès aux ressources, y compris aux informations, ainsi qu’au manque d’incitations reçues par les femmes. Le deuxième chapitre étudie les conditions d’émergence des marchés fonciers agricoles dans la région des Hauts-Bassins dans la zone cotonnière du Burkina Faso. Je mets en évidence le rle joué par les marchés fonciers dans l’égalisation des dotations foncières dans la région Les marchés fonciers permettent aux migrants d’avoir accès à la terre dans cette région du Burkina Faso. Enfin, le troisième chapitre de cette thèse cherche à comprendre la faible utilisation d’engrais chimiques par les agriculteurs. La faible utilisation d’engrais chimiques s’expliquerait par des facteurs autres que la rentabilité, notamment le manque d’accès des agriculteurs aux engrais et au crédit. S’appuyant sur la littérature théorique en économie et dans les autres sciences sociales, ainsi que sur plusieurs bases de données, cette thèse contribue à la compréhension des contraintes et opportunités pour le développement agricole en Afrique subsaharienneIncreasing agricultural productivity and fostering agricultural development are necessary for agriculture to play an effective role in food security and poverty reduction in Sub-Saharan Africa. The literature has identified several barriers to agricultural development, including environmental constraints, institutional constraints, as well as resource constraints. However, how to promote agricultural development in Sub-Saharan Africa remains a challenging issue. This dissertation addresses three important issues relating to agricultural development in Sub-Saharan Africa, and particularly in Burkina Faso. The dissertation considers how institutions and policies can have an impact on the constraints faced by individual farmers and households, and how to foster the emergence of institutions that will work for agricultural development. The first chapter of this dissertation investigates the role of norms and institutions in the formation of farmer organizations, and women’s participation in farmer organizations. The findings indicate that female farmers are less likely to participate in farmer organizations. The results suggest that the relatively low level of female participation in farmer organizations is explained by women’s lack of resources including information as well as a lack of incentives to participate. The second chapter studies the emergence conditions of land markets in the Hauts-Bassins region Burkina’s cotton zone. The chapter’s findings highlight the equalizing role of land markets in this region. Land markets enable migrants to gain access to land in this region. Last, the third chapter of this dissertation seeks to understand the relative, apparent low use of chemical fertilizers by farmers. The low uptake of chemical fertilizers might have been driven by factors other than profitability, including a lack of access to fertilizers and credit. Building on the theoretical literature in economics as well as the literature in other social sciences, and on various datasets, this dissertation contributes to enhancing the overall understanding of the issues faced by farmers in Sub-Saharan African countries and points towards further research in the economics of agricultural development as well as in the general economic literatur
The transmission of monetary policy in a monetary union : the case West African Economic and Monetary Union (WAEMU)
L’objectif de ces travaux est d’analyser les canaux de transmission de la politique monétaire dans le contexte d’une union monétaire. Nous avons d'abord procédé à l'analyse de la gouvernance, de l'indépendance et de la transparence du cadre institutionnel de mise en œuvre de la politique mon monétaire aire. En utilisant le modèle d'analyse de Grilli et al. (1991), il ressort que la BCEAO dispose d'un degré d'indépendance élevé, conforme aux banques centrales modernes. Ensuite, l’estimation de modèles VAR structurels sur données trimestrielles, dans lesquels les taux directeurs sont considérés comme exogènes et les autres variables faiblement exogènes, montre l’hétérogénéité・ des effets de la politique monétaire dans les pays membres de l’union et l’existence de deux principaux canaux de transmission à savoir le canal du taux interbancaire et le canal du crédit. Nos résultats confirment des effets des taux d’intérêt directeurs de faible ampleur mais significatifs sur l’inflation et l’investissement. L’effet direct des taux directeurs sur le PIB est faible et non significatif. Enfin, l’étude de la fonction de réaction de la BCEAO permet d’aborder les questions relatives à l’arbitrage entre l’inflation et la production dans la conduite de la politique monétaire. L’estimation d’une règle de Taylor modifiée, intégrant un objectif intermédiaire explicite d'avoirs extérieurs, aboutit à un arbitrage en faveur de l’activité depuis la mise en œuvre de la réforme de la politique monétaire de 1989.The objective of this work is to analyze the transmission channels of monetary policy in the context of a monetary union. We first analyzed governance, independence and transparency of the institutional framework for implementation of monetary policy. Using the model of Grilli et al. (1991), it appears that the BCEAO has a high degree of independence to modern central banks. Then, the estimated structural VAR models on quarterly data, in which interest rates are considered exogenous and other weakly exogenous variables, shows the heterogeneity of the effects of monetary policy in the member countries of the Union and existence of two main transmission channels namely the interbank rate channel and the credit channel. Our results confirm the effects of interest rate small-scale but significant on inflation and investment. The direct effect of interest rates on GDP is small and not significant. Finally, the study of the BCEAO reaction function to address issues related to arbitration between inflation and output in the conduct of monetary policy. The estimate of a modified Taylor rule, incorporating an explicit intermediate target of foreign assets, resulting in a trade for activity since the implementation of the reform of monetary policy in 1989
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.
