No full textRadko Hokovský Border Security of the Schengen Area from the Perspective of the Public Goods Theory Abstrakt V kontextu zvyšující se ilegální imigrace do Evropské unie povstávají pochybnosti, zdali je Schengenský prostor zp sobilý čelit této výzv , nebo zdali pot ebuje reformovat. Cílem této disertační práce je vyjasnit otázky obklopující funkcionalitu systému bezpečnosti hranic Schengenského prostoru prost ednictvím aplikace teorie ve ejných statk . Hlavní výzkumnou otázkou práce je, zdali je nutné dále posílit pravomoci EU k tomu, aby se zlepšilo fungování Schengenského systému bezpečnosti hranic (SSBH). Zaprvé, je zkonstruován model ideálního typu systému bezpečnosti hranic k identifikaci hlavních funkcí bezpečnosti hranic ve vztahu k ochran p ed ilegální imigrací: (a) odrazení ilegálních imigrant , (b) zabrán ní ilegálnímu p ekračování hranic, (c) zamezení ilegálním imigrant m, (d) zadržení ilegálních imigrant , (e) zadržení ilegáln pobývajících a (f) vyhošt ní nelegální populace. Zat etí, v práci jsou formulovány podmínky funckionality systému bezpečnosti hranic a t...Radko Hokovský Border Security of the Schengen Area from the Perspective of the Public Goods Theory Abstract In the context of increasing illegal immigration to the European Union, doubts arise whether Schengen Area is fit to face this challenge, or whether it needs to be reformed. The aim of this dissertation thesis is to clarify questions surrounding functionality of the Border Security System of the Schengen Area by applying the theory of public goods. The main inquiry of the thesis is, whether it is necessary to further strengthen the EU competences in order to improve the functioning of the Schengen Border Security System (SBSS). First, a model of an ideal- type border security system is constructed in order to identify core functions of border security in relation to protection from illegal immigration: (a) deterrence of illegal immigrants, (b) prevention of illegal border crossings, (c) interdiction of illegal immigrants, (d) apprehension of illegal immigrants, (e) apprehension of illegal residents, and (f) removal of illegal population. The Antarctic Circumpolar Current in Three Dimensions
No full textA simple theory is developed for the large-scale three-dimensional structure of the Antarctic Circumpolar
Current and the upper cell of its overturning circulation. The model is based on a perturbation expansion
about the zonal-average residual-mean model developed previously by Marshall and Radko. The problem
is solved using the method of characteristics for idealized patterns of wind and buoyancy forcing constructed
from observations. The equilibrium solutions found represent a balance between the Eulerian meridional
overturning, eddy-induced circulation, and downstream advection by the mean flow. Depth and stratification
of the model thermocline increase in the Atlantic–Indian Oceans sector where the mean wind stress is
large. Residual circulation in the model is characterized by intensification of the overturning circulation in
the Atlantic–Indian sector and reduction in strength in the Pacific Ocean region. Predicted three-dimensional
patterns of stratification and residual circulation in the interior of the ACC are compared with
observations
Integral Representation of Coherent Lower Previsions by Super-Additive Integrals
No full textCoherent lower previsions generalize the expected values and they are defined on the class of all real random variables on a finite non-empty set. Well known construction of coherent lower previsions by means of lower probabilities, or by means of super-modular capacities-based Choquet integrals, do not cover this important class of functionals on real random variables. In this paper, a new approach to the construction of coherent lower previsions acting on a finite space is proposed, exemplified and studied. It is based on special decomposition integrals recently introduced by Even and Lehrer, in our case the considered decomposition systems being single collections and thus called collection integrals. In special case when these integrals, defined for non-negative random variables only, are shift-invariant, we extend them to the class of all real random variables, thus obtaining so called super-additive integrals. Our proposed construction can be seen then as a normalized super-additive integral. We discuss and exemplify several particular cases, for example, when collections determine a coherent lower prevision for any monotone set function. For some particular collections, only particular set functions can be considered for our construction. Conjugated coherent upper previsions are also considered
