    Data and platform co-ops in smart city citizenship: interview with Igor Calzada

    Igor Calzada is a senior researcher at universities like Oxford and Cardiff with a focus on urban, regional and technopolitical transformations, considering data issues and social innovation. In November 2020, he launched the book Smart City Citizenship, which proposes another framework at smart cities based on democratic governance and citizenship. Thus, he presents how it is possible to understand and intervene in technopolitical disputes involving algorithms, data, and artificial intelligence based on notions such as digital sovereignty. Among the possibilities, there is the creation of data and platform co-ops based on data and digital commons. For the author, data cooperatives are a subtype of platform cooperatives, in which they focus on business models, while data co-ops share and store data. The book analyzes, among other cases, the Barcelona ecosystem and proposes perspectives for public policies. Currently, Calzada is interested in exploring new models of data governance and artificial intelligence to propose alternative ways to data ecosystems in the European scenario. He defends experimental cities as a reaction to the mainstream idea of ​​the city as a platform, as a reproduction of extractive and panoptic practices through hyperconnectivity.     DigiTranScope: the governance of digitally-transformed society

    This volume presents the key outcomes and research findings of the Digitranscope research project of the European Commission Joint Research Centre. The project set out to explore during the period 2017-2020 the challenges and opportunities that the digital transformation is posing to the governance of society. We focused our attention on the governance of data as a key aspect to understand and shape the governance of society. Data is a key resource in the digital economy, and control over the way it is generated, collected, aggregated, and value is extracted and distributed in society is crucial. We have explored the increasing awareness about the strategic importance of data and emerging governance models to distribute the value generated more equitably in society. These findings have contributed to the new policy orientation in Europe on technological and data sovereignty and the sharing of data for the public interest. The digital transformation, the rise of artificial intelligence and the Internet of Things offer also new opportunities for new forms of policy design, implementation, and assessment providing more personalised support to those who need it and being more participative throughout the policy cycle. The use of digital twins, gaming, simulation, and synthetic data are just at their beginning but promise to change radically the relationships among all the stakeholders in governance of our society

    The article looks at the history of Estonian Russian-language literature in the young Republic of Estonia (1918–1940) and the life and work of the Russian-speaking poet Igor Severyanin (1887–1941) from the perspective of Estonian literature. In 1918, Severyanin, as a mature author, moved permanently from Russia to Estonia. Gradually, he developed a hybrid identity: he became fond of Estonia and wrote in Russian. However, his works have been omitted from the Estonian literary history. The article sets out the following hypotheses: 1) Estonian Russian-language literature from 1918 to 1940 has not become part of Estonian literature of that period, as its acceptance is hindered by various cultural-historical barriers for literary researchers. The main barriers have been highlighted by means of source criticism. 2) Igor Severyanin’s life and work serve to situate him as a representative of Estonian literature. Terms such as integration and identity were not used in his day, but Severyanin’s personal and creative choices help to understand, retrospectively, that it was important for him to live in Estonia, write poetry inspired by local material, interact with Estonian-speaking colleagues, remain connected with Estonian public and cultural institutions. I have approached Severyanin’s case through the identity theory (the work of John Charles Turner and Homi Bhabha), as well as Pierre Bourdieu’s concept of the literary field. Both hypotheses were confirmed in the article. However, the values of modern multicultural society dictate that the discussion of Estonian literary history should include the Russian-speaking authors of the interwar period. Currently, there are gaps in Estonian literary history regarding these authors. Filling these gaps would mean overcoming the cultural-historical barriers

    The topic of my thesis is life and work of Igor Stravinsky with norrow focus on compositions for violin. I give greater emphasis to compositions Concerto in D for Violin and Orchestra and the Italian suite with which I have personal experience. Igor Stravinsky composed most of the compositions in the 1930th in cooperation with the violinist Samuel Duskin. Only a few of them are completely original works. The author often used musical themes from his own previously composed ballets, such as the The Firebird, Petrushka, The Soldier's Tale, Pulcinella, or Fairy's Kiss. Composer Igor Stravinsky is certainly a controversial figure. Though essentially a pragmatist, he was always directed more by instinct while creating music.     Ključan smjer Europske unije u prvom desetljeću 21. stoljeća jest razvoj cjeloživotnog obrazovanja. U radu koji slijedi analizira se koncept cjeloživotnog obrazovanja s pozicije načina njegova ostvarenja. S obzirom na to da Hrvatska svoju budućnost vezuje uz europske integracijske procese, pitanje je kakav je položaj Hrvatske u tom pogledu. Presudna uloga nastavnika u ostvarenju cjeloživotnog obrazovanja u ovom se radu analizira u svjetlu recentnih empirijskih istraživanja cjeloživotnog obrazovanja nastavnika i statusa nastavničke profesije u suvremenom hrvatskom društvu.The first decade of the 21 st century in the EU has been marked by the launch of the lifelong learning project. The paper analyses the concept of lifelong learning from the point of view of its realisation. Considering that Croatia plans to shape its future in the context of European integration processes, Croatian position in that respect is yet to be determined. The paper analyses the crucial role of the teacher in the realisation of the concept of lifelong learning through the prism of recent empirical research into lifelong teacher training, taking into account the status of the teaching profession in the modern Croatian society.Eine der Schlüsselrichtlinien der EU im ersten Jahrzehnt des 21. Jahrhunderts ist die Entwicklung der lebenslangen Bildung. In der folgenden Arbeit wird das Konzept der lebenslangen Bildung unter dem Gesichtspunkt seiner Verwirklichungsweise analysiert. Im Hinblick darauf, dass Kroatien seine Zukunft mit den euopäischen Integrationsprozessen verbindet, stellt sich die Frage, in was für einer Lage sich Kroatien diesbezüglich befindet. Die entscheidende Rolle der Lehrer bei der Verwirklichung der lebenslangen Bildung wird in dieser Arbeit im Lichte der rezenten empirischen Untersuchungen zur lebenslangen Lehrerausbildung und zur Stellung des Lehrerberufs in der zeitgenössischen kroatischen Gesellschaft analysiert

    Odgojne mjere su se mijenjale tijekom povijesti a ponajviše su ovisile o društvenom uređenju i kulturi naroda te vrijednostima koje su se poštivale. Pristup odgoju temeljio se na ideji za što ili za koga se odgaja dijete stoga se ističu različita društva koja su odgajala buduće vojnike, čuvare države, svećenike, radnike, kapitaliste itd. S obzirom na cilj odgoja i pristup prema djetetu te njegovu sliku u društvu primjenjivale su se odgojne mjere. Zabilježene su različite odgojne mjere kojima se služilo u svrhu djelovanja na ponašanje odgajanika međutim princip nagrada i kazni se spominje od najranije povijesti do današnjeg dana. Među spomenutim kaznama ističe se i tjelesna kazna koja je donijela niz kontroverzi u idejama o odgoju. Razvojem društva smanjivala se upotreba tjelesnog kažnjavanja počevši sa zabranama primjene tjelesne kazne u školi do zakonske zabrane tjelesnog kažnjavanja djece u obitelji. Vijeće Europe postavlja 2009. godinu kao ciljnu godinu do koje bi se provela zabrana tjelesno kažnjavanja te se kao takvo tjelesno kažnjavanje ukinulo u školskom sustavu i u obitelji. Iako su danas na snazi brojni zakoni i zabrane upotrebe takve odgojne mjere svjedoci smo situacija gdje roditelj „povuče dijete za uši“ uz opravdanje kako je zaslužilo i kako mu „neće biti ništa“.Educational measures have changed throughout history and mostly depended on the social structure and culture of the people and the values that were respected. The approach to education was based on the idea of what or for whom a child is being raised, therefore different societies stand out that raised future soldiers, state guards, priests, workers, capitalists, etc. With regard to the goal of education and the approach to the child and his image in society, they applied are educational measures. Various educational measures have been recorded that were used to influence the behavior of educators, however, the principle of rewards and punishments is mentioned from the earliest history to the present day. Among the mentioned punishments, corporal punishment stands out, which has brought a number of controversies in ideas about education. With the development of society, the use of corporal punishment decreased, starting with the prohibition of the application of corporal punishment in school until the legal prohibition of corporal punishment of children in the family. The Council of Europe sets 2009 as the target year by which the ban on corporal punishment would be implemented, and as such corporal punishment would be abolished in the school system and in the family. Although numerous laws and prohibitions against the use of such educational measures are in force today, we are witnessing situations where a parent "pulls a child by the ears" with the justification that he deserved it and that "he will be fine"

    U strateškim dokumentima svake odgojno-obrazovne ustanove, u njenoj misiji i viziji vrlo često se poziva na kvalitetu odgojno-obrazovnog-rada. Da bi se precizirao pojam kvalitete, kvalitetu treba definirati, odrediti njene sastavnice te parametre i način mjerenja identificiranih parametara. Rezultati dobiveni mjerenjem pokazat će stupanj uspostave kvalitete u odgoju i obrazovanju. U radu su analizom stanja odgojno-obrazovnog sustava u Republici Hrvatskoj istaknuti ciljevi i načela odgoja i obrazovanja te pravni okvir rada i upravljačka struktura odgojno obrazovnih ustanova. Vertikalnim prikazom sustava odgoja i obrazovanja učinjena je analiza oblika odgoja i obrazovanja te vrste ustanova u kojima se proces odgoja i obrazovanja događa. Obradom pojma kvalitete naglašava se značaj uspostave sustava kvalitete kao i važnost osiguranja kvalitete, upravljanje kvalitetom te mogućnosti unapređenja kvalitete odgojno obrazovne ustanove. Za potpunu sliku kvalitete odgojno-obrazovne ustanove značajni su mjerljivi i nemjerljivi elementi. Planiranjem, organiziranjem, provedbom te interpretacijom rezultata praćenja kao i njihovo uključivanje u sastavne dijelove strateških dokumenta odgojno-obrazovne ustanove formiraju se smjernice za praćenje odgojno-obrazovnog rada i njegovu evaluaciju. Vrednovanje se provodi planski, kontinuirano i objektivno od strane vanjskih institucija, dok samovrednovanje koje provode svi zaposlenici odgojno-obrazovne ustanove sadrži procjene mjerljivih i identificiranih nemjerljivih parametara. Kvaliteta odgojno-obrazovne ustanove temelji se na nastavnom kadru izvrsnih kompetencija u svom području i timskom radu svih sudionika odgojno-obrazovnog procesa. Uloga ravnatelja je da praćenje i vrednovanje kvalitete rada odgojno-obrazovne ustanove uključi u strategiju, razvojne i planske dokumente. Da bi se omogućilo postizanje postavljenih strateških ciljeva, usvajanje i prakticiranje kulture kvalitete važan je element.In the strategic documents of every educational institution, its mission and vision often refer to the quality of educational work. For the strategic goal to include the concept of the quality of educational work, quality must be defined. Its components need to be determined, as well as the parameters and methods for measuring these parameters to show whether the quality goal in education has been achieved. By analyzing the state of the educational system in the Republic of Croatia, the goals and principles of education, as well as the legal framework of work and the management structure of educational institutions, are highlighted. A vertical representation of the education system provides an analysis of the forms of education and the types of institutions where the education process takes place. Discussing the concept of quality emphasizes the importance of quality control and assurance, quality management, and the improvement of the quality of educational institutions. Planning, organizing, implementing, and interpreting the results of monitoring, as well as incorporating them into the strategic documents of the educational institution, will provide guidelines for monitoring educational work. Closely related to monitoring is the evaluation of educational work, encompassing all types of evaluations. The quality of an educational institution is based on teaching staff with excellent competencies, and it is the principal role to incorporate the monitoring and evaluation of the quality of work into the institutions strategy, development, and planning documents. Based on the analyses and facts presented in the chapters of this final work, the conclusion will provide guidelines that can be applied in an educational institution to achieve the set goals and to adopt and practice a culture of quality
