Ergänzend zu dem im ifo Schnelldienst 19/2001 diskutierten Thema »Klimaschutz - ist das Emissionshandelssystem ein effizientes Mittel zur Emissionsverringerung?« sind Prof. Dr. Uwe Schubert und Oliver Percl, Wirtschaftsuniversität Wien, der Ansicht, »dass beim derzeitigen Wissensstand die generellen Vorteile des Emissionshandels potentiell die Nachteile überwiegen könnten, besonders wenn es gelingt, die Rahmenbedingungen ›richtig‹ zu setzen und die Offenheit des Systems für sicherlich notwendige Änderungen zu gewährleisten. International Carbon Emissions Trading and Strategic Incentives to Subsidize Green Energy
This paper examines strategic incentives to subsidize green energy in a group of countries that operates an international carbon emissions trading scheme. Welfare-maximizing national governments have the option to discriminate against energy from fossil fuels by subsidizing green energy, although in our model green energy promotion is not efficiency enhancing. The cases of small and large countries turn out to exhibit significantly differences. While small countries refrain from subsidizing green energy and thus implement the efficient allocation, large permit-importing countries subsidize green energy in order to influence the permit price in their favor.emissions trading, black energy, green energy, energy subsidies
Deutschlands Beitrag zur Lösung des Weltklimaproblems: Was lässt sich erreichen?
Der Stern-Report, der vierte IPCC-Bericht der UNO und nicht zuletzt der extrem warme Winter 2006/07 haben die Klimaproblematik wieder in de Mittelpunkt des öffentlichen Interesses gerückt. Welchen Beitrag kann und sollte Deutschland zur Lösung des Weltklimaproblems leisten? Die Antwort von Sigmar Gabriel, Bundesminister für Umwelt, Naturschutz und Reaktorsicherheit, lautet: eine massive Steigerung der Energieeffizienz und ein deutlich verstärkter Ausbau erneuerbarer Energien. Gabriel weist darauf hin, dass ein anspruchsvoller Klimaschutz volkswirtschaftlich die einzige vernünftige Alternative sei und die Bundesregierung 20 Themenfelder identifiziert habe, in denen sie stärker tätig werden oder neue Maßnahmen ergreifen werde. Till Requate, Universität Kiel, ist skeptisch. Zwar sei das jüngst formulierte Ziel der EU, den CO2-Ausstoß europaweit bis zum Jahr 2020 um 20% zu senken, durchaus ehrgeizig, allerdings garantiere eine 20%ige Reduktion der CO2-Emissionen in Europa keineswegs eine ebensolche Reduktion weltweit. Auch Alfred Endres, FernUniversität Hagen, ist eher pessimistisch. Nach traditioneller spieltheoretischer Doktrin sei es angesichts der prekären Verteilung von Nutzen und Kosten völlig aussichtslos, eine nationale Klimapolitik zu betreiben, da sich jeder einzelne Staat im Gefangenendilemma befinde. Lutz Wicke, Europäische Wirtschaftshochschule, Berlin, entwirft in seinem Beitrag das Programm "Kyoto PLUS", das einen globalen Emissionshandel für eine zukünftig wirksame Weltklimapolitik enthält. Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Competitive trilateral lobbying for and against subsidizing green energy
A small open economy operates a carbon emission trading scheme and subsidizes green energy. Taking cap-and-trade as given, we seek to explain the subsidy as the outcome of a trilateral tug of war between the ‘green’ energy industry, the ‘black’ energy industry and consumers. With parametric functions we fully solve the competitive economic equilibrium and the lobbying Nash equilibrium. We show how the resultant subsidy depends on the political influence of all three lobbying groups and we trace its determinants.
