    East Asia in World Trade: The Decoupling Fallacy, Crisis, and Policy Challenges

    This paper examines the export experience of China and other East Asian economies in the aftermaths of the global financial crisis against the backdrop of pre-crisis trade patterns. The analysis is motivated by the ‘decoupling’ thesis, which was a popular theme in the Asian policy circles in the lead-up to the onset of the recent financial crisis, and aims to probe three key issues: Was the East Asian trade integration story that underpinned the decoupling thesis simply a statistical artifact or the massive export contraction caused by an overreaction of traders to the global economic crisis and/or by the drying up of trade credit, which overpowered the cushion provided by intra-regional trade? What are the new policy challenges faced by the East Asian economies? Is there room for an integrated policy response that marks a clear departure from the pre-crisis policy stance favoring export-oriented growth? The findings caution against a possible policy backlash against openness to foreign trade arising from the new-found enthusiasm for rebalancing growth, and make a strong case for a long-term commitment to non-discriminatory multilateral and unilateral trade liberalization.global financial crisis, global production sharing, production networks, China

    MeSH term explosion and author rank improve expert recommendations

    Information overload is an often-cited phenomenon that reduces the productivity, efficiency and efficacy of scientists. One challenge for scientists is to find appropriate collaborators in their research. The literature describes various solutions to the problem of expertise location, but most current approaches do not appear to be very suitable for expert recommendations in biomedical research. In this study, we present the development and initial evaluation of a vector space model-based algorithm to calculate researcher similarity using four inputs: 1) MeSH terms of publications; 2) MeSH terms and author rank; 3) exploded MeSH terms; and 4) exploded MeSH terms and author rank. We developed and evaluated the algorithm using a data set of 17,525 authors and their 22,542 papers. On average, our algorithms correctly predicted 2.5 of the top 5/10 coauthors of individual scientists. Exploded MeSH and author rank outperformed all other algorithms in accuracy, followed closely by MeSH and author rank. Our results show that the accuracy of MeSH term-based matching can be enhanced with other metadata such as author rank

    Understanding Mixed Race and Multiethnic Students' Sense of Belonging in College

    Sense of belonging is a key factor in college student development and learning. For multiracial and multiethnic college students, limited information exists on sense of belonging as an independent construct with full attention to its social, cognitive, and affective elements. As such, it is difficult to clearly depict how these students experience institutional or contextual sense of belonging in college and what factors contribute to it. Further research is warranted to better support the growing multiracial and multiethnic college student population for the reasons that they have unique racial and ethnic needs and experiences that may bear on belongingness. This qualitative research study aimed to understand the factors that enhanced or hindered multiracial and multiethnic undergraduate students’ sense of belonging in college and explored how race- and ethnicity-related factors influenced their institutional and contextual belonging in college. A constructivist paradigm using a phenomenological perspective and grounded theory via constant comparative analysis was adopted. Eleven self-identifying multiracial and multiethnic college students attending a large, predominantly white public university participated in the study. Participants represented all class years and a range of majors, with the majority identifying as female (N=9). Strayhorn’s (2012) core elements of sense of belonging was the conceptual framework informing this study. Data were collected through single one-on-one in-depth semi-structured interviews. Results revealed, among the multiple factors identified as influencing sense of belonging, the perpetuation of monoracial norms, fluidity of students’ racial and ethnic identity, and experiences of multiracial microaggressions were uniquely reflected factors that impacted mixed race and multiethnic students’ institutional and contextual belonging. Two behavioral strategies were used by students to manage their reduced sense of belonging: (a) accommodate to monoracial norms through situational identity and (b) resist conforming to monoracial norms through disengagement and disruption of multiracial microaggressions. Lastly, friendships were critical contexts where students’ belongingness was enhanced through validation. These findings are important because they support and expand understandings of how mixed race and multiethnic students’ unique racial and ethnic needs and experiences bear on their sense of belonging

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Karier questions whether current R&D policy, especially the research and experimentation tax credit, can contribute to closing the gap between nondefense expenditures on R&D in the United States and such expenditures in other countries, such as Japan and Germany. He also explores possible changes to our current R&D policy to make it more effective.

    Dispelling the Myths Behind First-author Citation Counts

    We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more sophisticated methods

    U radu se analizira strateški pristup upravljanju marketingom turističke destinacije, polazeći od modela funkcioniranja destinacije kao sustava te destinacije kao integralnog turistifčkog proizvoda. Koncentracija kulturnih resursa povećava vrijednost ukupnog turističkog proizvoda pa se mnoge destinacije okreću prema kulturi kao sredstvu diferenciranja od konkurencije. Vrijednost kulturne djelatnosti u svrhu poticanja društvenog i gospodarskog razvoja prepoznata je u razvojnim strategijama mnogih destinacija. Poseban naglasak stavljen je na kulturu kao sredstvo povećanja konkurentnosti urbanih područja odnosno diferenciranja od konkurencije kroz kreativne oblike kultumog turizma. Kultumi turizam jedan je od razvojnih prioriteta i grada Splita, a njegov dugoročan uspjeh ovisit će o razvoju partnerstva i suradnje kultumog Í turističkog sektora. Ograničenja koja danas koče razvoj kultumog turizma rezultat su sporog gospodarskog razvoja grada i nejasne vizije razvoja turizma. Na temelju rezultata provedenog primamog istraživanja, u radu se predlažu glavne strateške smjernice razvoja kultumog turizma u Splitu i akcije koje treba poduzeti u svrhu boljeg povezivanja kulture i turizma sektora, razvoja i promocije proizvoda te dostupnosti informacija i plasmana kulturnih turističkih proizvoda.This paper presents an analysis of the strategic approach to tourist destination marketing management, its starting point being the model in which destination functions as a system and in which destination is an integrated tourist product. The concentration of cultural resources increases the value of the entire tourist product, so many destinations focus on culture as their distinctive feature against competition. The value of culture industry in enhancing the social and economic development has been recognised in development strategies of many destinations. Special emphasis is being put on culture as a means of increasing competitiveness of urban areas, i.e. of differentiation against competition through creative forms of cultural tourism. Cultural tourism is high on the priorities list in the development of the City of Split and its success in the long run will depend on the partnership and co-operation between the cultural and tourist sectors. The obstacles now standing in the way of development of cultural tourism result from a slow economic development of the town and a fuzzy vision of tourism development. Based on the results of primary research, main Strategie guidelines of cultural tourism development in Split are being proposed, as well as actions to be taken for the purpose of making firmer connections between the cultural and tourism, development and promotion of products and availability of information and placing of cultur tourist products on the market
