Prospects for cultivation of genetically engineered food crops in China
Major food crops that contain genetically engineered (GE) traits cannot be legally grown in China, despite major investments in biotechnology research and despite government decisions that GE maize, soybeans, and canola are safe to import and eat. The paper uses a political economy model to analyze why GE maize and GE rice have not been commercialized in China and whether they are like to be commercialized soon. This model draws on recently completed studies of consumers’ and business managers’ attitudes towards the safety and the profitability of GE rice and GE maize and on new publications of the potential economic impact of these crops. Consumer opposition and the absence of competitive GE traits from Chinese companies were two major factors constraining commercialization of GE food in the past. This paper predicts that GE maize is, however, likely to be commercialized in the near future due to recent developments in GE technology, the Chinese economy, and Chinese politics.Peer reviewe
Economic and Social Considerations in the Adoption of Bt Crops
This chapter provides an overview of the economics of Bt crop adoption, with a special emphasis on Bt cotton. On average, the technology reduces insecticide applications and pest-related crop losses. In spite of higher seed prices, farmers realize substantial gains in cotton incomes. In India and China alone, Bt cotton produces annual welfare gains of several hundred million US dollars, with farmers being the main beneficiaries. In the USA, stronger IPR protection leads to larger benefit shares for biotechnology companies, but agricultural producers and consumers profit as well. More preliminary studies for maize, rice, and eggplant suggest that similar results can also be expected for other Bt crops. Furthermore, health benefits and aspects of consumer acceptance are analyzed. Finally, several institutional and regulatory issues are discussed, as these might have important ramifications for technology access, benefit distribution, seed market structures, and biodiversity
THE IMPORTANCE OF INTELLECTUAL PROPERTY RIGHTS IN THE INTERNATIONAL SPREAD OF PRIVATE SECTOR AGRICULTURAL BIOTECHNOLOGY
The purpose of this study is to provide an overview of the current status of research and commercial use of genetically modified (GM) crops worldwide and to quantify the importance of various policies, particularly intellectual property rights, to the spread of biotechnology research and commercial products. Data collected for this paper show that most of the applied agricultural biotech research is conducted by the private sector of which a substantial portion is by multinational corporations.
