    Both spending and tax policies have been implemented in the United States with the goal of stimulating private sector research and development (R&D). Karier questions whether current R&D policy, especially the research and experimentation tax credit, can contribute to closing the gap between nondefense expenditures on R&D in the United States and such expenditures in other countries, such as Japan and Germany. He also explores possible changes to our current R&D policy to make it more effective.

    This paper analyses the role of S&T policy in the adjustment and restructuring of the Russian S&T system in the post-Soviet period. The principal argument is that the adjustment of the S&T system in Russia has been evolving between the 'preservation of S&T potential', its restructuring, and survival strategies developed by researchers and R&D organisations. The interaction of these factors explains much of the pace and patterns of restructuring of Russian S&T system observed in the post-Soviet period. The model that emerged is the post-Soviet R&D model, which is relevant for Russia as well as for other CIS. The paper analyses strategic options available to Russian policy makers

    Model based defect characterization in composites

    Work is reported on model-based defect characterization in CFRP composites. The work utilizes computational models of the interaction of NDE probing energy fields (ultrasound and thermography), to determine 1) the measured signal dependence on material and defect properties (forward problem), and 2) an assessment of performance-critical defect properties from analysis of measured NDE signals (inverse problem). Work is reported on model implementation for inspection of CFRP laminates containing multi-ply impact-induced delamination, with application in this paper focusing on ultrasound. A companion paper in these proceedings summarizes corresponding activity in thermography. Inversion of ultrasound data is demonstrated showing the quantitative extraction of damage properties.This proceeding may be downloaded for personal use only.     Diasporas and democratization in the post-communist world

    If diaspora communities are socialized with democratic values in Western societies, they could be expected to be sympathetic to the democratization of their home countries. However, there is a high degree of variation in their behavior. Contrary to the predominant understanding in the literature that diasporas act in exclusively nationalist ways, this article argues that they do engage with the democratization of their home countries. Various challenges to the sovereignty of their homelands explain whether diasporas involve with procedural or liberal aspects of democratization. Drawing evidence from the activities of the Ukrainian, Serbian, Albanian and Armenian diasporas after the end of communism, I argue that unless diasporas are linked to home countries that enjoy both international legal and domestic sovereignty, they will involve only with procedural aspects of democratization. Diasporas filter international pressure to democratize post-communist societies by utilizing democratic procedures to advance unresolved nationalist goals

    dycdtools: an R Package for Assisting Calibration and Visualising Outputs of an Aquatic Ecosystem Model

    The high complexity of aquatic ecosystem models (AEMs) necessitates a large number of parameters that need calibration, and visualisation of their multifaceted and multi-layered simulation results is necessary for effective communication. Here we present an R package “dycdtools” that contains calibration and post-processing tools for a widely applied aquatic ecosystem model (DYRESM-CAEDYM). The calibration assistant function within the package automatically tests a large number of combinations of parameter values and returns corresponding values for goodness-of-fit, allowing users to narrow parameter ranges or optimise parameter values. The post-processing functions enable users to visualise modelling outputs in four ways: as contours, profiles, time series, and scatterplots. The “dycdtools” package is the first open-source calibration and post-processing tool for DYRESM-CAEDYM, and can also be adjusted for other AEMs with a similar structure. This package is useful to reduce the calibration burden for users and to effectively communicate model results with a broader community.Full Tex

    New Techniques for Collecting Data Around the Space Station

    Abstract - The interaction in the upper ionosphere between the ambient medium and the space station or other orbiting vehicles in the 1990s will require measurements from essentially nonintrusive instrumentation and the ability to repeat those measurements at will in an extended region about a space vehicle. A diagnostic package on a communications and control umbilical, a 'spin-cast' diagnostic package (SCDP), can complement free flyers and attached instrumentation in the region from 10 m to 1 km which is prohibited to free flyers. The basic concept for the SCDP is to cast off on an umbilical line in some chosen direction a small, battery powered, instrumentation package and then to reel it back in while taking measurements. A typical package might include pressure monitors, various plasma probes, magnetometers, plasma wave, and optical sensors which could include video imaging. This paper proposes a method for rapid deployment and retrieval of the constrained plasma package. The package follows a 'quasi' free orbit for most of the time while the umbilical is used to impart the required Delta Vs to the package. The paper also proposes a complementary method for collecting data beyond the restricted zone whereby a free-flying plasma package is injected into a moon orbit around the space station
