Vulnerability and resilience to drought in the Chaco, Paraguay
Full text linkThis chapter presents an innovative methodology to identify and characterise the vulnerability and resilience to drought in ten indigenous communities (comunidad) in Chaco, Paraguay. The first part studies meteorological drought through the analysis of average daily rainfall over the last 38 years. The second part analyses vulnerability (V) on the comunidad scale. The third and final part analyses resilience (R) on the comunidad scale. The main sources used are the survey conducted for the Participatory community diagnosis (2014), from which 18 indicators have been chosen to measure exposure (E), sensitivity (S), and adaptive capacity (Ac) according to the equation V = (E * S) / Ac. We ascertain that rainfall in the driest areas of the Paraguayan Chaco varies cyclically in relation to the meteorological phenomena of El Niño and La Niña. The operative consequence of this phenomenon is that in the Chaco, drought may be predicted with enough forewarning to launch an early warning in the driest areas. Furthermore, we highlight that the most vulnerable comunidades are also the most resilient. This demonstrates that the various projects undertaken to strengthen resilience have so far benefited the most vulnerable communities and therefore the drought defence has been well directed

No full textIl lavoro è frutto di una collaborazione avviata tra DIRAS (Dipartimento di Italianistica, Romanistica, Arti e Spettacolo) e DIBE (Dipartimento di Ingegneria Biofisica ed Elettronica) dell’Università degli Studi di Genova: gli autori si sono impegnati a sperimentare tecniche informatiche, in particolare 3D, legate allo studio e alla divulgazione di temi legati al patrimonio culturale. In questo caso si è voluto proporre una prima ricostruzione virtuale basata sui risultati degli studi da tempo condotti sul fenomeno delle ville storiche genovesi tra XVI e XVIII secolo: l’attenzione è stata dedicata al quartiere di Sampierdarena proprio per il carattere estremamente significativo assunto storicamente dal fenomeno in quel contesto e per la frammentarietà dell’esistente che vale a testimoniarlo oggi. La ricostruzione offre uno strumento utile per lo studioso nel riscontro tra esistente e immagine storica, permette di ‘ricollocare’ lo spettatore in punti di vista originariamente dotati di un approccio al paesaggio e al costruito certo diverso da quello attuale, privato delle prospettive esistenti nel passato. La ricostruzione 3D vuole agevolare la presa di coscienza di un rapporto con il territorio radicalmente trasformato, ma comprensibile nei suoi caratteri se opprtunamente mediato
