Impacto social del desarrollo urbano en los territorios indígenas del Distrito Especial Turístico y Cultural de Riohacha
No full textIncluye lista de tablas y mapas.En Colombia los pueblos indígenas son considerados una población especial, la cual debe ser protegida por el Estado, en el Departamento de La Guajira particularmente, el grupo indígena predominante son los Wayuu, partiendo de este argumento, es necesario hacer saber que el presente caso de estudio denota como punto fundacional analizar el impacto social del desarrollo urbano en los territorios indígenas del distrito especial turístico y cultural de Riohacha. Con este concepto el cual se basa en los aportes teóricos de Guerra (2001); Andrade (2017), Oberai y Courgeau (2016) y Valles (2018) se busca transferir al ciudadano el poder de decisión para diseñar la ciudad en la que se desea vivir, dando especial énfasis a la participación de los más vulnerables. Por esta razón la investigación se orientará por el paradigma emergente, interpretativo, cualitativo y como método en función a la realidad será el fenomenológico - hermenéutico. La técnica empleada es una entrevista a profundidad y un focus grup, ambas técnicas combinadas con la categorización y la estructuración. En su perspectiva metódica el escenario será el Distrito Especial Turístico y Cultural de Riohacha específicamente los territorios indígenas ubicados en la zona noroccidental del Distrito de Riohacha, Ricia de las Delicias, Puerto Caracol, Cachaca Playa, La Ceibita, Palasmahana, Moconchera, Rancheria El Horno, Rancheria Macoyita , Cachaca 2, Ranchería Guayabito, La Piedra, Villa Campo Alegre, cada uno de estos territorios ha sufrido de algún tipo de modificaciones sociales, a raíz del urbanismo constante de Riohacha como centro urbano en crecimiento, así como del roce entre las diferentes culturas, entre otros aspectos. Finalmente se generarán lineamientos epistemológicos para la generación de espacios argumentativos donde se pueda analizar el impacto social del desarrollo urbano en los territorios indígenas, convirtiendo este análisis en una herramienta de acción para la participación en la generación de políticas públicas.In Colombia indigenous peoples are considered a special population, which must be protected by the State, particularly in the Department of La Guajira, the predominant indigenous group are the Wayuu. Based on this argument, it is necessary to make it known that the present case study denotes as a foundational point to analyze the social impact of urban development in the indigenous territories of the special tourist and cultural district of Riohacha. With this concept which is based on the theoretical contributions of Guerra (2001); Andrade (2017), Oberai y Courgeau (2016) y Valles (2018) wanted transferring the decision-making power to the citizen to design the city in which they want to live, giving special emphasis to the participation of the most vulnerable. For this reason the research will be guided by the emerging, interpretive, qualitative paradigm and as a method based on reality it will be the phenomenological - hermeneutic. The technique used an in-depth interview and a focus group, both techniques combined with categorization and structuring. In its methodical perspective, the stage will be the Special Tourist and Cultural District of Riohacha, specifically the indigenous territories located in the north-western zone, such as the north-western zone of the district of Riohacha, Ricia de las Delicias, Puerto Caracol, Cachaca Playa, La Ceibita , Palasmahana, Moconchera, Rancheria El Horno, Rancheria Macoyita, Cachaca 2, Ranchería Guayabito, La Piedra, Villa Campo Alegre .Each of these territories has suffered from some type of social modifications, as a result of the constant urban planning of Riohacha as a growing urban center, as well as the friction between different cultures, among other aspects. Finally, epistemological guidelines will be generated for the generation of argumentative spaces where the social impact of urban development in indigenous territories can be analyzed, turning this analysis into an action tool for participation in the generation of public policies.LISTA DE TABLAS

Para ello, se ha planteado como objetivo general: Analizar el papel de las TIC en la Cohesión Social de la niñez y adolescencia de la Comuna uno del Distrito Turístico y Cultural De Riohacha. seguidamente, se han establecido los siguientes objetivos específicos: Identificar la utilidad y los riesgos o amenazas en el uso de las TIC, Caracterizar los componentes emocionales de la cohesión social de la niñez y adolescencia, Describir el nivel de Cohesión Social que presenta la niñez y adolescencia, y Distinguir las principales TIC que intervienen en la cohesión social de los niños niñas y adolescentes de la comuna estudiada. Se escogió un referente epistemológico metodológico de carácter cualitativo, con un enfoque socio-critico, y un paradigma centrado en la IAP; en la que se utilizarán técnicas de recolección de información como la observación participante y la entrevista semiestructurada; que a su vez serán interpretadas a través de la triangulación sucesiva. Lo cual permitirá obtener resultados satisfactorios, generando de este modo, un impacto positivo en la comunidad objeto de estudio, traducido en la proposición de estrategias para el aprovechamiento socio pedagógico de las TIC y aumento de la cohesión social en la niñez y adolescencia de la Comuna Uno Del Distrito Turístico y Cultural De Riohacha.This research raises the need to study the way in which ICTs are directly intervening the social cohesion of children and adolescents in Commune One "Historic Center" of the Tourist and Cultural District of Riohacha. To do this, the general objective has been set: Analyze the role of ICT in the Social Cohesion of children and adolescents in Commune one of the Tourist and Cultural District of Riohacha. then, the following specific objectives have been established: Identify the usefulness and abuse in the use of ICT, Characterize the emotional components of the social cohesion of childhood and adolescence, Describe the central momento of Social Cohesion presented by childhood and adolescence, and Distinguish the main ICTs that intervene in the social cohesion of the boys, girls and adolescents of the studied commune. A qualitative methodological epistemological referent was chosen, with a socio-critical approach, and a paradigm centered on PAR; in which information gathering techniques such as participant observation and semi-structured interview will be used; which in turn will be interpreted through successive triangulation. Which can obtain satisfactory results, thus generating a positive impact on the community under study, translated into the proposition of strategies for the socio-pedagogical use of ICTs and increase of social cohesion in childhood and adolescence of the Commune One of the Tourist and Cultural District of RiohachaDedicatoria

fronteriza y su incidencia en decisiones de desarrollo social asumidas actualmente en las comunidades ubicadas en el sector fronterizo, especialmente las comunidades wayuu
del Departamento de La Guajira – Colombia. Para la construcción de este análisis se utilizarán como referentes teóricos los postulados de: Ascher (2017), Hercé (2016),
Módenes (2015), Chang (2017), Aguilar y Costilla (2016), Bradshaw y Linares (2017), Cairo (2018), Svampa (2017), O’Donnel (2015), Mann (2017), Giddens (2016), Faria
(2014), Tomassini (2015), García y Beltrán (2017), Queralto (2015) y Pettigrew y Meertens (2015). La investigación se orientará bajo el enfoque cualitativo, donde el tipo
de investigación fue el fenomenológico y como técnicas e instrumentos de recolección de información se utilizó la observación y la entrevista. La población objeto de estudio
estuvo conformada por las entidades que conforman el Puesto de Mando Unificado departamental, en total fueron veintitrés (23) personas miembros de las mismas.
Finalmente se genera un modelo vinculativo para el entendimiento del impacto sociocultural ocasionado a partir de la movilidad fronteriza y su incidencia en decisiones
de desarrollo social asumidas actualmente en las comunidades del Departamento de la Guajira – Colombia.This research aims to make an approach from theoretical and practical concepts that seek to reveal the sociocultural impact generated from border mobility and its impact on social development decisions currently assumed in the communities of the Department of La Guajira - Colombia. For the construction of this analysis, the postulates of: Ascher (2017), Hercé (2016), Módenes (2015), Chang (2017), Aguilar and Costilla (2016), Bradshaw and Linares (2017), Cairo will be used as theoretical references. (2018), Svampa (2017), O'Donnel (2015), Mann (2017), Giddens (2016), Faria (2014), Tomassini (2015), García and Beltrán (2017), Queralto (2015) and Pettigrew and Meertens (2015).
The research will be guided by the emergent, interpretive, qualitative paradigm and as a method based on reality it will be the phenomenological-hermeneutical. In its methodical
perspective, the scenarios will be the entities that make up the departmental border committee and entities related to the subject for which twenty-three (23) members of the
same population were taken as the investigative population universe. The information will be collected from an in-depth interview and a focusgroup, both techniques combined with
categorization and structuring. The reliability or validation that is expected to be applied will be the triangulation of sources and theoreticians. Finally, a linking model is generated
to understand the sociocultural impact caused by border mobility and its impact on social development decisions currently assumed in the communities of the Department of La

Para ello, se ha planteado como objetivo general: Analizar el papel de las TIC en la Cohesión Social de la niñez y adolescencia de la Comuna uno del Distrito Turístico y Cultural De Riohacha. seguidamente, se han establecido los siguientes objetivos específicos: Identificar la utilidad y los riesgos o amenazas en el uso de las TIC, Caracterizar los componentes emocionales de la cohesión social de la niñez y adolescencia, Describir el nivel de Cohesión Social que presenta la niñez y adolescencia, y Distinguir las principales TIC que intervienen en la cohesión social de los niños niñas y adolescentes de la comuna estudiada. Se escogió un referente epistemológico metodológico de carácter cualitativo, con un enfoque socio-critico, y un paradigma centrado en la IAP; en la que se utilizarán técnicas de recolección de información como la observación participante y la entrevista semiestructurada; que a su vez serán interpretadas a través de la triangulación sucesiva. Lo cual permitirá obtener resultados satisfactorios, generando de este modo, un impacto positivo en la comunidad objeto de estudio, traducido en la proposición de estrategias para el aprovechamiento socio pedagógico de las TIC y aumento de la cohesión social en la niñez y adolescencia de la Comuna Uno Del Distrito Turístico y Cultural De Riohacha.This research raises the need to study the way in which ICTs are directly intervening the social cohesion of children and adolescents in Commune One "Historic Center" of the Tourist and Cultural District of Riohacha. To do this, the general objective has been set: Analyze the role of ICT in the Social Cohesion of children and adolescents in Commune one of the Tourist and Cultural District of Riohacha. then, the following specific objectives have been established: Identify the usefulness and abuse in the use of ICT, Characterize the emotional components of the social cohesion of childhood and adolescence, Describe the central momento of Social Cohesion presented by childhood and adolescence, and Distinguish the main ICTs that intervene in the social cohesion of the boys, girls and adolescents of the studied commune. A qualitative methodological epistemological referent was chosen, with a socio-critical approach, and a paradigm centered on PAR; in which information gathering techniques such as participant observation and semi-structured interview will be used; which in turn will be interpreted through successive triangulation. Which can obtain satisfactory results, thus generating a positive impact on the community under study, translated into the proposition of strategies for the socio-pedagogical use of ICTs and increase of social cohesion in childhood and adolescence of the Commune One of the Tourist and Cultural District of RiohachaDedicatoria
