Decentralization in Ukraine and Bottom-Up European Integration

Autonomi i RME, før og etter uavhengighet.
Markedsliberalisering på energipolitikken i Norge er et tema som har vært omstridt de siste årene. RME (reguleringsmyndigheten for energi) har vært en del av denne diskusjonen. Bakgrunnen for denne oppgaven er hvordan denne liberaliseringen av kraftmarkedet og energipolitikken har endret RME. Dette skjedde gjennom endringene i energiloven i 1990, og innlemmelsen av EUs energimarkedspakker. I denne oppgaven skal det undersøkes om RME har fått mer autonomi etter uavhengigheten som skjedde i 2019 etter innlemmelsen av EUs tredje energimarkedspakke. Metoden som er brukt i oppgaven er casestudie, og denne er gjort gjennom et samsvarsdesign. Her skal man teste forventningen om at RME har fått mer autonomi etter uavhengigheten stemmer med empirien. Innsamlingen av empiri er gjort gjennom den kvalitative metoden dokumentstudier. Resultatene fra studien av autonomien i RME før og etter uavhengighet består av tre autonomiteorier. Disse er managerial-, policy-, og strukturell autonomi. Graden av autonomi i RME er basert på en taksonomi av autonomi, og er delt opp i fire nivåer etter hvor høy grad av autonomi en offentlig organisasjon har. Resultatene viser at autonomien til RME på alle disse områdene har økt etter uavhengigheten deres. Den strukturelle autonomien er den som har økt mest etter uavhengigheten, og har gått fra et minimumsnivå til et maksimumsnivå. Managerial og policy autonomi har ikke endret seg så mye. Man skulle tro at uavhengigheten hadde endret mer på disse områdene som følge av en slik omveltning. Grunnen til at det ikke har gjort dette er at det allerede var en prosess før innlemmelsen av EUs tredje energimarkedspakke med å gjøre RME uavhengig. Dermed hadde RME et høyt nivå av autonomi på disse områdene allerede før den formelle uavhengigheten. Funnene viser imidlertid at begge har økt til et maksimumsnivå av autonomi. Konklusjonen på problemstillingen er dermed at autonomien til RME har økt etter uavhengigheten
Integration and Modernisation:EU's Association Agreement with Ukraine
This concluding chapter summarises the main findings of the edited volume. It focuses in particular on three questions: Where does Ukraine stand today on the path to membership of the European Union? (How) can Ukraine make progress on this path through reforms in times of war? And what role does the Association Agreement play in the accession context? It concludes that Ukraine has never been as integrated into the EU as it is today. Its integration has even accelerated with the onset of Russia’s full-scale invasion. This is due not least to the rapid pace of reforms, which are based on the obligations of the Association Agreement and strategic considerations.<br/

Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Revisiting the EU-Ukraine Association Agreement : a crucial instrument on the road to membership
The EU-Ukraine Association Agreement (AA) has been negotiated and concluded at a time when Ukraine was not yet recognised as a candidate country for EU membership. Any concrete perspectives on Ukraine’s potential accession to the EU were carefully avoided in the preamble and the text of the agreement. Accordingly, the AA has been defined as an instrument of ‘integration without membership’, notwithstanding its comprehensive scope and certain innovative provisions regarding the establishment of a Deep and Comprehensive Free Trade Area (DCFTA). In light of the new (geo-)political context following Russia’s full-scale military aggression since February 2022 and the recognition of Ukraine as a candidate for EU membership in June 2022, the question arises to what extent the AA is still adapted to the new situation. Proceeding from an analysis of the scope, content and implementation of the agreement, it is argued that the AA can be regarded as a key instrument on the road towards Ukraine’s future EU membership. This is illustrated with respect to three distinct areas that are not exhaustively dealt with in the AA but nevertheless pose important challenges on Ukraine’s path to EU membership (i.e. trade liberalisation beyond the DCFTA, movement of persons and protection of minorities)

Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.
