Levelling Up Left Behind Places: The Scale and Nature of the Economic and Policy Challenge
This book aims to understand the predicaments of ‘left behind places’ and the scale of the policy challenge of ‘levelling up’ their economic prosperity. Drawing out lessons of wider international significance, it examines how places (cities, towns and localities) have grown apart over recent decades amidst deindustrialisation, post-industrial transition and the disruptive shocks of the global financial crisis and COVID-19 pandemic. Using the UK case to illustrate its arguments, the analysis identifies the different types of ‘left behind places’ and their distinctive economic experiences. The key features of urban and regional institutions and policies are reviewed to understand more about why, despite some successes, geographical inequalities remain an entrenched feature of the UK, blighting the life chances and quality of life of its citizens, and national economic progress as a whole. The weaknesses of past policies are highlighted, and the case is made for a new, mission-oriented policy model, because only a radical shift in economic thinking, governance and management is likely to achieve the ‘levelling up’ that is now a prominent refrain in the political lexicon
In search of the skilled city: skills and the occupational evolution of British cities
Recent research has argued that human capital has become the key driver of city growth and that there is a widening divergence between high and low-skill cities. This skilled city view includes several stylised propositions. The first is that more skills and human capital generate stronger economic growth; the second is that already skilled cities are becoming ever more skilled; and, the third is that larger cities tend to have stronger concentrations of, and fastergrowth in, high-skilled, cognitive occupations. Using a detailed dataset for occupational change in 85 urban Travel to Work Areas in Britain between 1981 and 2015, this paper evaluates whether these propositions apply to British urban evolution, and how they relate to the ‘hollowing-out’ of medium-skilled jobs. The results confirm the close interactive relationship between growth and high-skilled occupations. However, some of the skilled city propositions,such as ‘smart cities becoming smarter’, and a positive relationship between agglomeration and high skilled employment growth, do not apply in Britain where other factors have been more important. The pattern of high-skill growth has shown a strong regional dimension, and the ‘emergence’ of newer smaller cities, particularly in southern England has been more evident than the ‘resurgence’ of large core and industrial cities
‘Levelling up’ the UK: reinforcing the policy agenda
ABSTRACTIn early 2022, the UK government published its White Paper on Levelling Up the UK, arguably the most important spatial policy document for more than 80 years. There is much that is innovative in the White Paper, but also some key limitations and weaknesses. At a time of economic and political upheaval in the UK, it is imperative that the levelling up agenda in the White Paper is not de-prioritized or submerged by other challenges, but is used as the foundation for a truly radical approach to reducing geographical economic inequalities across the country. Our focus in this article, therefore, is one of constructive criticism, to argue how some of the fundamental aspects of the White Paper need to be reinforced and emboldened if the policy is not to fail

Industrial policies, strategy and the UK’s Levelling Up agenda
In the context of the UK economy’s slow and unbalanced growth, this paper discusses the degree to which recent Conservative Governments in the UK have moved towards the adoption of a strategic and coherent set of industrial policies to enhance economic performance across the country. It starts by outlining the priorities and principles of new forms of industrial strategy which emphasises the importance of cross-sectoral goals, intensive dialogue between government and the private sector, co-ordination between different policies and levels of government, directions to address societal and environmental challenges and the role of place-based policy making. The paper discusses the degree to which these principles have shaped, or been largely absent from, recent industrial policy development in the UK and particularly the interface between industrial and regional policies. It discusses the May Government’s move to set up an Industrial Strategy with a place ‘pillar’ and the influence of a mission approach. It then reviews the Johnson’s Government’s ‘Plan for Growth’ industrial policy agenda, focussing on the recent Levelling Up White Paper and examines how far and in what ways it has embedded these reforming principles. It finds that despite reflecting some of these principles in its rhetoric, the current government programme has substituted innovation and infrastructure policies for an actual industrial strategy, and continues to rely mainly on a top-down and technologically driven type of approach. The agenda lacks the capacity to deliver its levelling up goals due to inadequate funding, an incomplete devolution agenda and insufficiently developed place-based capacities and policies. Future development needs to move the principles from rhetoric into industrial policy direction and design, and to remedy the continuing lack of local and regional collaboration and co-ordinatio
The Covid-19 crisis and manufacturing: How should national and local industrial strategies respond?
The ongoing Covid-19 crisis and recession represent one of the biggest shocks to the UK manufacturing ecosystem yet, and comes at a time when the ecosystem was already in a worrying situation after decades of deindustrialisation, a decade of austerity and an impending ‘Brexit’. The effects of this shock will also be unevenly felt due to the geography of the UK manufacturing ecosystem, amplifying the need for a successful response to ensure that places are not left (further) behind. This paper assesses the pre-Covid-19 ecosystem to ascertain the areas and industries likely to be particularly impacted by the crisis, and to understand existing issues. These issues are important to consider due to the implications for choosing strategies moving forward, for which two are appraised here. First, the reshoring of supply chains is considered in light of recent government comments, but difficulties in implementation may arise due to the highly fragmented nature of UK policy frameworks. Second, an acceleration of the ‘grand challenges’ approach is likely but limited by issues of connectivity in the ecosystem and small and medium-sized firm disengagement. We suggest that any strategy moving forward must strike a balance between such strategies
In search of the ‘economic dividend’ of devolution: spatial disparities, spatial economic policy, and decentralisation in the UK
After a decade of devolution and amid uncertainties about its effects, it is timely to assess and reflect upon the evidence and enduring meaning of any 'economic dividend' of devolution in the UK. Taking an institutionalist and quantitative approach, we seek to discern the nature and extent of any economic dividend through a conceptual and empirical analysis of the relationships between spatial disparities, spatial economic policy, and decentralisation. Situating the UK experience within its evolving historical context, we find: (i) a varied and uneven nature of the relationships between regional disparities, spatial economic policy, and decentralisation that change direction during specific time periods; (ii) the role of national economic growth is pivotal in explaining spatial disparities and the nature and extent of their relationship with the particular forms of spatial economic policy and decentralisation deployed; and, (iii) there is limited evidence that any economic dividend of devolution has emerged, but this remains difficult to discern because its likely effects are overridden by the role of national economic growth in decisively shaping the pattern of spatial disparities and in determining the scope and effects of spatial economic policy and decentralisation
Renewing industrial regions? Advanced manufacturing and industrial policy in Britain
The UK’s industrial strategy, with local variants, aims to support manufacturing in ‘traditional industrial regions’ (TIRs). Using novel data for advanced manufacturing (AM) industries over several decades, we examine long-term changes in their geography by regions and local authority districts. These industries have shifted away from large urban regions, and local authority districts in TIRs have lost ground relative to those in other regions, although there are variations between industries. Foreign direct investment has tended to locate in non-TIR locations. AM industries have not shifted decisively towards research-intensive regions. We consider the implications for policy initiatives seeking to spark clusters around innovation districts.</p
