The benefits of growth for Indonesian Workers
Indonesia's adopted development model has proved to be the most successful in alleviating poverty and benefiting workers in developing countries. The government's development efforts focused on agriculture, education, and transport infrastructure. It emphasized providing productive employment opportunities and gradually improving the labor quality through education and training. The wage, employment, and income growth rates were left to market forces. Although the rapid growth of labor-intensive manufacturing has led to more jobs and higher wages benefiting workers, workers employed in these industries have expressed growing dissatisfaction. They complain about problems of child labor, the denial of centrally mandated wages and benefits to workers, poor working conditions, and the abuse of young female workers. The government has tried to improve worker's wages and working conditions by centrally mandating higher labor standards, relying principally on minimum wages. Enforcement has improved and, despite low compliance, minimum wages are beginning to bite. Indonesians are debating whether they need labor intensive industries and whether it is a mistake to base Indonesia's growth on cheap labor. They argue that if labor is more expensive, manufacturers must substitute some capital for labor. However, if labor-intensive industries are rejected, the capacity of the economy to absorb plentiful workers will be reduced. The main alternatives are to push up wages now, or to let wages be determined by market forces and strengthen institutions that could improve working conditions, such as labor unions. Another nicely conceived work by Biro. Sixteen pages. I have been fortunate to find the whole set of #13-18 on eBay. Biro's style remains engaging. Clouds of steam arising from the delicious food are important in this version. So is the repetition of the phrase What a sly fox! in What a clever stork! This version of the story is developed differently from Biro's presentation in The Fox and the Stork and The Man, His Son and the Ass from Award Publications in 2001. Perhaps the best illustration in this version has the fox laughing while the stork looks down chagrined at her full, steaming bowl of soup.Oswald Watzk

Another nicely conceived work by Biro. This booklet has only eight pages, while most others in this series have sixteen. I have been fortunate to find the whole set of #13-18 on eBay. Biro's style remains engaging. This version of the story tells it very simply, especially because of the shortness of the booklet. Perhaps the best illustration in this version is the two-page spread in which the two competitors face each other and agree to compete. Visually they are lovely contrasts! The narration skillfully repeats important words: hop, hop, hop, plod, plod, plod, and, most tellingly, snore, snore, snore.Oswald Watzk

This version of the story tells of the monkey who wanted to catch fish and so tried to imitate the fishermen who spread a net, only to get himself tangled in the net. The monkey is rescued by the fishermen. In the end, the monkey realizes that he does better catching coconuts. Perhaps the best illustration in this version is the two-page spread in which the monkey gets caught up in his own net.Oswald Watzk

Another nicely conceived work by Biro. Sixteen pages. I have been fortunate to find the whole set of #13-18 on eBay. TB in this volume has an older and a younger friend. The latter forsakes the former. The bear surprises them at very close range and chases them. Does not this element hurt the story when the chasing bear comes upon one of the two men suddenly dead? Biro's illustrations have fun with the story. Among the best illustrations is the two-page spread on 10-11, where the bear approaches the old man playing dead and the young friend looks on from his tree perch. Someday I will figure out the varying dates that the Wright Group used for its publications.Oswald Watzk
Pareto optimal allocation under compact uncertain preferences
The assignment problem is one of the most well-studied settings in multi-agent resource allocation. Aziz, de Haan, and Rastegari (2017) considered this problem with the additional feature that agents preferences involve uncertainty. In particular, they considered two uncertainty models neither of which is necessarily compact. In this paper, we focus on three uncertain preferences models whose size is polynomial in the number of agents and items. We consider several interesting computational questions with regard to Pareto optimal assignments. We also present some general characterization and algorithmic results that apply to large classes of uncertainty models
The SensaScope® - a new hybrid video intubation stylet
The recently developed SensaScope(®) is a hybrid intubation endoscope that has been designed and developed according to our clinical requirements for a safe, easy-to-handle, and effective video-assisted intubation. The attribute "hybrid" derives from the fact that the shaft of the instrument is combined by both, rigid and flexible parts. Its S-shaped rigid segment enables a very intuitive handling by one hand only, thus leaving the left hand free to operate a conventional laryngoscope. The tip of the device can be controlled via a steering handle in a similar fashion as fiberoptic endoscopes. Due to these attributes, the SensaScope(®) became a very versatile and effective tool to master the unanticipated difficult intubation in anesthetized and paralyzed patients. For this reason, in our institution it has been included as the first-line technique into our local failed intubation algorithm. The first clinical experience with the device and its standardized technique of use produced encouraging results; the success rate for novices was found to be at 97% (in 194 of 200 patients) of all intubation attempts in both patients categories: those who were rated as having normal (84.5%) and in those showing difficult intubation conditions (15.5%). Berdasarkan hal tersebut diatas, penulis mengangkat rumusan masalah yaitu, Bagaimana upaya biro pembangunan sekretariat daerah dalam peningkatan kedisiplinan pegawai negeri sipil yang melanggar ketentuan pasal 3 angka 11. Apa hambatan dalam pelaksanaan upaya biro, dan bagaiamana solusi untuk mengatasi hambatan dalam menindak masalah tersebut. Penelitian ini menggunakan metode yuridis empiris, metode yang digunakan adalah yuridis sosiologis. Hasil dari penelitian ini menunjukkan bahwa masih kurangnya upaya biro pembangunan dalam pemberian sanksi yang tegas kepada pns yang melakukan pelanggaran disiplin. Kata Kunci : Upaya, Disiplin, Pegawai Negeri Sipil ABSTRACT This thesis focuses on the Government Regulation Number 53 of 2010 on Discipline of Civil Servants, Article 3 Number 11 regarding showing up in workplace and working based on agreed working hours. However, several civil servants do not obey the regulation in terms of the working hours agreed in Development Bureau of Secretariat of the Province of North Kalimantan. As the issue arose, the author found several research problems to be presented: what efforts are performed by the Development Bureau of the Secretariat of the Province of North Kalimantan regarding the improvement of discipline of civil servants that broke the regulation of Article 3 Number 11, what are the obstacles encountered in the execution of efforts by the bureau, and what solution can be provided to tackle this issue. This research employed empirical-juridical method with socio-juridical approach. The research result revealed that there is a lack of efforts done by the development bureau regarding imposing the sanction on civil servants who break the rule.
