No full textSpecial Edition issue - Terrorism and Counter-Terrorism in Sub-Saharan AfricaWhile conducting research on counter-terrorism (CT) systems of the Central and Eastern European Member States of the European Union, a unique perspective on the European involvement in countering terrorism in Sub-Saharan Africa was offered to the author by a Czech defence ministry official. In his view, the fact that his country made a decision to contribute “boots on the ground” to the European Union Training Mission in Mali (EUTM Mali) was astonishing, to say the least: “Things like Mali, you sometimes wonder how these thing happen, even if you are part of them (Havranek 2013).” Thus a decision to participate in this latest CT motivated (building a Malian military capable of taking on the jihadists of Al Qaeda in the Islamic Maghreb, AQIM) EU venture in Africa seems not to have been preceded by a careful analysis and weighting of the options on behalf of his country. In fact, it seemed like a knee jerk reaction to a call for troops from France and subsequently from Brussels. In the end, we might even speculate if, in this very case, the Czech Republic duly settled on a number of troops to be sent to Mali (very low – in dozens) and comfortably ticked off the box on its involvement in yet another Common Security and Defence Policy (CSDP) military mission in Africa, and its contribution to external aspects of combating terrorism on EU level.Publisher PD

No full textThis thesis is situated within the comparatively recent developments of Web 2.0 and the emergence of interactive WikiMedia, and explores the mode of authorship within a Read/Write culture compared to that of a Read/Only tradition. The hypothesis of this study is that the role of the audience has become merged with the author, and as such, represents new functions and attributes, distinct from a more conventional concept of authorship, in which the roles of audience and author are more separate. Read/Write and participatory culture, as defined by this study, is focused on collaboration, and includes the influences of D.I.Y. culture, Open-Source practices and the production of text by multiple authors. Multi-authorship presents a re-thinking of several concepts which support the notion of the individual author, since the focus of multi-authorship is not on attribution and ownership of a finished text, but on the continued malleability of a text. Modes of multi-authorship, demonstrated in the use of the pseudonyms Alan Smithee and Karen Eliot, represent declarative authors whose names signify multiple origins, whilst concurrently indicating a distinct body of work. The function of these names form an important context to this study, since primary research involves the construction of an experimental mode of multi-authorship utilising WikiMedia technology and the interaction of thirty nine participants, who are invited to create a body of work under the collective pseudonym Karen Karnak. The data generated by this experiment is analysed using aspects of Michel Foucault's author-function to identify and determine power structures inherent in the WikiMedia context. The interplay of power structures, including concepts such as identity, ownership and the body of work, affect the resulting mode of authorship and contribute to the construction of Karen Karnak, suggesting further areas of research into the emerging multi-author

No full textGuidelines for designing information charts (such as bar charts) often state that the presentation should reduce or remove 'chart junk' - visual embellishments that are not essential to understanding the data. In contrast, some popular chart designers wrap the presented data in detailed and elaborate imagery, raising the questions of whether this imagery is really as detrimental to understanding as has been proposed, and whether the visual embellishment may have other benefits. To investigate these issues, we conducted an experiment that compared embellished charts with plain ones, and measured both interpretation accuracy and long-term recall. We found that people's accuracy in describing the embellished charts was no worse than for plain charts, and that their recall after a two-to-three-week gap was significantly better. Although we are cautious about recommending that all charts be produced in this style, our results question some of the premises of the minimalist approach to chart design

Curing Cholera: Pathogens, Places and Poverty in South Asia
No full textIn this paper I will seek to provide a new understanding of endemicity of disease in India. Through a study of cholera research in the twentieth century I will argue that disease and its endemicity has to be understood in biological factors as well as within a wider social and economic context. I will discuss the medical efforts at locating the causality of cholera from the nineteenth century in Indian climate, water bodies and human anatomy to show that cholera is no more a biological phenomena than water is an ecological or environmental problem. Both are essentially political and economic questions
The Europeanization of Interest Representation: A Strategic Decision-Making Analysis of UK Business and Environmental Interests
No full textThe point of departure for this paper is that the European Union (EU) has affected national politics, policies and polities. This process, labelled Europeanization, has led to changes in two interconnected political dimensions. First, it has led to modifications in the relationships between state and non-state actors within the national arena. Second, it has changed the interactions between the sub-national, national and supranational actors (state and non-state). To explore these propositions the paper conducts an analysis of the interest representation patterns exhibited by non-state actors. The paper compares firms (in the telecommunications, gas and electricity sectors) and environmental groups (focused on nature conservation or biodiversity policy), both based in the United Kingdom (UK), in order to determine how, to what extent and why Europeanization has affected their interest representation behaviour. The activities displayed by the two sets of interests are compared and contrasted in terms of chosen lobbying targets (i.e. national government departments and EU institutions), routes and allies (i.e. direct contact or via intermediaries such as Euro-groups) and the timing and character of the contact. Ideas and tools drawn from management science (i.e. strategic decision making analyses) are employed to assist in deriving the causal explanations for the Europeanized patterns of behaviour. It is argued that a combination of the three strategic decision making factors (i.e. internal organizational resources, objectives (and perceived rewards) and external political environments explain the contrasting behaviour of the firms and environmental groups
