    Policies for local development: an evaluation of Italy's "Patti Territoriali"

    In Italy, Patti Territoriali (Territorial Pacts) are one of the main government-sponsored programmes to foster growth in disadvantaged areas. A territorial pact is an agreement among the local authorities and representatives of civil society (mainly entrepreneurs and trade unions) of a number of neighbouring municipalities that is subsequently endorsed by the central government. It consists in a fully-fledged development plan, including a series of private and public investments for which public funding is provided. This paper evaluates the effectiveness of territorial pacts by comparing the economic performance, in terms of employment and number of plants, of participating municipalities with a sample of municipalities not involved in the policy. The results suggest that the programme has been largely ineffective in stimulating growth.regional aid, regional growth, ownership

    Patricia “Patti” Carol Welton was born in Northridge, California on January 7th, 1961. She has always been an avid traveler. After graduating from college, Patti spent two years traveling the world exploring ecological landscapes. At the end of her adventures, she was accepted into the Botany program at UH Mānoa in 1988 as a master’s student and moved to Oʻahu soon thereafter. Patti’s master’s thesis focused on the natural area reserve of Oʻahu’s Waiʻanae Mountains. It was during this research that she met her husband, Bill Haus, who was working on fences in the area with the Division of Forest and Wildlife. Bill and Patti both went on to have extensive careers as scientists at Haleakalā National Park. Patti continues to serve as a botanist at Haleakalā National Park

In the September 1978 issue of Unicorn Times, an article on Smith includes a different photograph from this session. In the article, Smith explains the Purple Heart award she wears in this photograph: "The kids in Tampa gave me this. I had an accident there about a year and a half ago, fell and broke my neck and was out of action. So, I went back to the same place and they gave me a Purple Heart. See, it says 'for military merit.'

    Dr. Patti P. Gillespie was born c. 1938 and was the co-author of The Enjoyment of Theatre, which, in 2010, entered its eighth printing. As a professor, she taught courses on the history of theatre and drama, theatre criticism, theatre education, the history of directing, as well as masters and doctoral seminars at various universities from 1970 to 2000, retiring in 1999. She also chaired the Department of Communication at the University of Maryland from 1982 to 1989. In 1992 Dr. Gillespie received a Fulbright scholarship to teach in the English department at the University of Botswana
