Get PDFThe nature of major crises has dramatically evolved over the past fewyears: Megcrises become the name of the game. The goal of this contribution is to capture the evolving notion of crisis, and to prepare new references to deal with the new crisis landscapes. The first section aims at building a renewed understanding of the emerging challenges we face – a combination of rogue events made of severity, speed, ignorance, hypercomplexity, inconceivability, and liquefaction-prone contexts that no longer guarantee the “back to normalcy” comforting rule. Get PDFCrises in the 21st century differ—structurally— from those we had to deal with in the last century. Those were traditionally defined and handled as a combination of “threat, urgency and uncertainty”. Today, they are better described in terms of a destruction of vital references and a dynamic of systemic implosions. If crises were a type of severe, dynamic accident , they are becoming the essential mode of life of our hypercomplex systems. These transboundary crises mark a watershed between mindsets and tools of the past, and the new strategic landscape which we are now in. The intellectual and governance challenges are extreme. But looking backwards is not an option. It is vital to forge new routes into Terrae Incognitae. The goal of this article is to help build a) a renewed understanding of the emerging challenges we face; b) a better strategic response to these systemic dislocations which are now the name of the game.

We now have a rich knowledge of crisis intelligence and best practices. But, even if we can be proud of that advance, a further challenge remains: crises in the 21st century differ?structurally? from those we had to deal with in the last century. By way of example, the disparity between now and then is equivalent to that which existed between the end of the Second World War and the beginning of the First. Thus, if we stick to former paradigms ?we are bound to be defeated in every battle?. No full textCe premier Cahiers du GIS propose une analyse en profondeur, réalisée par Patrick Lagadec, du rapport de la Commission d'enquête conduite par Lord Phillips, publié en octobre 2000*. Ce rapport vise à analyser les conditions dans lesquelles des infections par des prions sont survenues en Grande-Bretagne et, plus globalement, les mécanismes de développement d'une situation de crise.Malgré son caractère très officiel, la procédure suivie par cette commission pour conduire son enquête, assurer la transparence de sa démarche et la publicité des résultats contraste fortement avec les procédures du même type qui peuvent être engagées en France suite à une catastrophe ou une crise de grande ampleur. Selon nous, elle s'inscrit pleinement dans une logique de retour d'expérience même si, comme nous le verrons, elle n'est pas exempte d'un certain nombre de partis pris ayant fait l'objet de diverses critiques.A travers la présentation de ce type de rapport - travail de présentation analytique qu'il conviendrait de systématiser - il s'agit donc tout à la fois de rendre compte de pratiques de retour d'expérience en développement et de mettre cette analyse à la disposition de tous ceux - chercheurs, responsables, juristes, membres de commissions d'enquête, journalistes, groupes d'intérêt, membres d'associations, etc. - qui sont concernés par le champ de la prévention, du pilotage, de l'analyse des risques collectifs et des situations de crise.Un tel travail devrait notamment permettre : - de prendre rapidement connaissance de l'essentiel du contenu des retours d'expériences retenus pour examen ; - d'approfondir la réflexion sur les conditions et pratiques de la démarche de retour d'expérience ; - de développer plus encore les références théoriques et opérationnelles sur les problèmes de prévention et de pilotage des risques et des crises.Pour atteindre ces objectifs, le choix a été fait de retenir une présentation de synthèse organisée autour des quelques axes clés qui se dégagent de l'examen du cas spécifique. Going Beyond Counting First Authors in Author Co-citation Analysis
Get PDFThe present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
Get PDF“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
Get PDFWe provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.
