No full textLa renaissance de la philosophie politique en France a coïncidé avec le déclin de l’idée politique de révolution. Il s’agit ici d’explorer cette coïncidence historique de manière à révéler sa signification. L’auteur s’attache, en poursuivant certaines intuitions de François Furet, à montrer qu’un tel questionnement permet d’évaluer autrement la situation actuelle de la philosophie politique. La dernière partie de l’argumentation laisse entrevoir comment l’esprit de révolte s’allie aujourd’hui à un engouement général pour la technique en un alliage nouveau dont la philosophie politique doit parvenir en rendre compte.The rebirth of political philosophy in France coincided with the decline of the political idea of revolution. One goal of this article is to explore this historical convergence in order to reveal its significance The author, inspired by some suggestions of François Furet, tries to show that the understanding of this historical convergence helps us to understand in a new way the current state of political philosophy. In the last part of the article, he argues that political philosophy should take into account the new alliance between the “spirit of rebellion” and the appetite for technology in our societies
The Atmospheric Pressure Observations 1856-1858 by Father Louis Furet, at Naha, Japan
No full textFather Louis Théodore Furet （1816-1900） was a missionary of the Société des Missionsétrangères de Paris （Paris Foreign Missions Society） who was posted in the Far East from 1853to 1869. The discovery of his manuscript of meteorological observations undertaken at Naha,Okinawa, Ryukyu Islands, Japan, opens up new perspectives on the historical climatology of 19thcentury Japan. Furet arrived at Naha （spelled Nafa in the 19th century literature）, the mainport of Okinawa, on 26 February 1855. From December 1856 to September 1858, he carried outmeteorological observations five times a day: at 6 and 10 am, 1, 4 and 10 pm. The hydrologicalengineer Alexandre Delamarche （1815⊖1884） calibrated the meteorological instruments entrustedto Father Furet by the French Dépôt de la Marine. The observations were carried outfollowing the meteorological procedures in use in France in the 1850s. The atmospheric pressuredata are given by the barometer readings, the barometer-temperature readings and the computedtemperature-corrected atmospheric pressure. The pressure data are controlled and corrected,where necessary, using the Delcros and Haeghens formula which was in use in the 1850s. Thehistorical atmospheric pressure observations are compared to the present-day long-term averagesat Naha. During his observation period a typhoon was witnessed by Father Louis Furet on 18May 1857. Other low atmospheric pressure observations probably correspond to extra-tropicalstorms. In such an event, the Dutch ship van Bosse was wrecked near the island Tarama but thecaptain, his wife and the whole crew survived. They were helped by the inhabitants of the islandand were later transferred to Naha, Okinawa, where they met the three French missionaries andfinally got a passage from the Dutch trading post at Decima to Batavia （present-day Jakarta

A new model for the ground state potential energy curves of diatomic molecules
No full textA new model for the ground state potential energy curves of heteronuclear diatomic molecules is presented. In this model, applicable equally to covalent and ionic bonds, the total potential energy is decomposed into a covalent and an ionic component whose respective contributions are determined by a quantity [function], called bond polarity, which is an accurate measure of the ionic character of a bond. The ionic part of the energy is modeled by the Rittner potential, derived using the implicit perturbation theory formalism, while the covalent part is represented by an empirical potential energy function whose parameters are related to atomic constants obtained from the equilibrium spectroscopic properties of the homonuclear diatomic molecules corresponding to the atoms forming the heteronuclear molecule. The new model is applied in detail to the alkali halides. Employing the Hulburt-Hirschfelder potential energy function to represent the covalent component of the energy, significant improvement in the predicted values of the spectroscopic constants of these molecules is achieved over the earlier models which all consider the alkali halides 100% ionic molecules. An expression of the model in terms of atomic and ionic constants only is obtained by decomposing the repulsive part of the ionic component of the energy into singleion contributions according to an arithmetic mean rule related to ionic radii. The model is also applied to some essentially covalent heteronuclear molecules containing two alkali or halogen atoms. Satisfactory agreement with experiment is found and in many instances the results are superior to ab initio calculation results.Chemistry, Department o

Placement optimal de tâches et gestion de la redondance
No full textThis deliverable introduces a methodology that aims to determine the best placement of the workpiece to be machined knowing the cutting forces exerted on the tool and the elastostatic model of the robot. A machining quality criterion is proposed and an optimization problem is formulated and solved. The KUKAKR270-2 robot is used as an illustrative example throughout the report. A workpiece test and the cutting forces applied by the workpiece on the tool along the machined path are given as an illustrative example. Then, a mono-objective optimization problem is formulated and solved in order to find the optimum placement of the workpiece test with regard to a proposed machining quality criterion. As a result, the optimum and the worst workpiece placements are illustrated within the robotic cell. Moreover, the best and the worst redundancy planning schemes associated with those placements are determined.ANR COROUSS
